Introduction: Dear passenger, First of all, we are pleased to welcome you in Dubai, this wonderful city. On the basis of commitment to the contents of its vision and mission, the Department of Dubai Customs is keen to provide the best services and facilities to passengers and make extraordinary efforts to complete the customs formalities very quickly and efficiently through the sites of customs at the airports of Dubai. Common roles towards integrated services: For the completion of business transactions at Dubai Customs, communication and coordination with ministries, agencies and local government departments and others are needed. It is imperative that some business transactions and traffic customs pass through audit and inspection processes. The contribution of those departments in the approvals is necessary to complete the works and customs formalities and in particular to restricted goods, which in turn require more time. One of these ministries, agencies and local government departments: Ministry of Defense. Ministry of Foreign Affairs. Ministry of the Interior. Ministry of Environment and Water. Ministry of Culture, Youth and Community Development. Ministry of Information and Culture. Ministry of Health. The Telecommunications Regulatory Authority. Dubai Municipality. Dubai Police. And other ministries, agencies and local government departments. The original invoice. The original packing list. Certificate of origin. A statement that proves his participation in the exhibition from the organizers of the event. Procedures for reimbursement of customs insurance money: When a passenger wishes to leave the country and wants to recover the amount of insurance he has to follow the following: Present the customs declaration done for the airport staff to allow him to enter the customs area at the airport. Goods will be inspected to ensure their conformity with what stated in the customs declaration. In case of lack of conformity of the goods or not fully stated in the customs declaration, customs duties on the non-conforming will be collected, and the insurance money for the conforming goods will be given back to owner. General rules: There is no reason that prevents the customs control and inspection of baggage of passengers between the two red and green lanes from being carried out. Pursuant to the provisions of paragraph (5) of Article (143) of the Unified Customs Law, penalties stipulated in Article (145) of the Act shall be implemented in the event of failure to disclose of goods of commercial nature. In the event of non-disclosure of cash or traveller s checks and discovery of the amounts exceeding the allowed limit, inspector shall investigate the matter and cash will be seized and transferred to competent authorities. 4 9
Disclosure of prohibited and restricted items: Passengers coming to the country should disclose prohibited and restricted materials listed below to customs inspectors when you access directly: All types of drugs. All types of stimulant medications and other drugs, even if for personal use. All types of ivory, counterfeit currency, incantations and whatever related to sorcery and gambling machines. Goods imported from embargoed countries or from Israel, or bearing the logo of Israel. Three- layered fishing nets, laser pens, and camera pens. Sculptures, paintings, or other original artwork. Used or modified tires, or materials saturated with radioactive components. All prints, sculptures, photos, cards, books, magazines and CDs that are inconsistent with the teachings of Islam and the customs and traditions of the country. Processed or home-cooked foods. Wireless devices and shock devices and self-defense and edged weapons as swords, knives and weapons and ammunition, military equipment and night binoculars. Movies, books, photographs, CDs and video, even if personal, fireworks and explosives, trees and plants and soil. Any other goods prevented from entry to the country under the customs laws, international embargo or any other laws applicable in the country. Disclosure of the goods specified for exhibitions Passenger has to disclose when goods imported for exhibitions at inspection point. He has to pa (5%) of the value of goods (CIF) and all terms that apply to surplus quantities and values or items used for commercial purposes shall apply to him. A passenger has to present the following documents to complete the process of registering the customs declaration (statement of temporary entry): Disclosure of Luggage: The verbal, written or electronic statement, or going through the green or red lanes is considered an agreement by the passenger. The process of preview personal luggage of passengers, procedures for seizure, and collection of customs duties and taxes or exempt such assets, according to the following rules: Firstly: The materials authorized entry which are exempt from customs duties and taxes: A- Gifts that are not worth more than (3000)DHS. B- The number of (400) cigarettes, (50) cigars, or (500)grm tobacco (minced or pressed tobacco for pipes) or chopped tobacco or molasses tobacco. C- Alcoholic beverages to no more than (4)liters. D- (2) carton each contains (24) beer not more than (355)ml for each bottle or can. A and B are subject to business processes and tarrif transactions on goods are restricted. Exceeding the amount specified in paragraphs (c and d) will lead to confiscation the surplus amounts. Anyone under the age of (18) years is not allowed from the entry or exemption of the materials mentioned in paragraphs (b and c and d). Second: The materials authorized entry of passengers personal luggage and exempted from customs duties and taxes: Cameras of still images or moving (video) tapes and films and supplies, which are commensurate with it. Slide projectors, film and accessories with appropriate quantities of slides and films Optical telescopes. Mobile musical instruments. Radios and integrated broadcasting devices, and CD and DVD machines, dictating machines and accessories with tapes and CDs in adequate numbers. 8 5
Mobile phones. Mobile TVs. Mobile printers. PC and laptop. Mobile calculators. Strollers. Wheel chairs and vehicles for those of special needs. Sports equipment. Cash and currency and traveller s checks but Passenger has to be minimum (18) years old and cash shouldn t exceed DHS 40,000. Terms of exemption from customs duties and taxes: luggage and gifts should be of personal nature and non-commercial quantities. Passenger shouldn t be client of customs, or who is doing business with what he has. He shouldn t be member of the transport crew. Prevention and restriction on what is accompanied by the passenger are applied. Procedures for the collection of customs duties on the excess quantities and values and commercial quantities: First: Amounts and surplus values with the passenger: In the event of non-payment of customs duties on the excess quantities and values, items will be seized with a seizure bill for 30 days. The director of the customs center or his deputy can extend the period for (30) or (60) extra days until the departure of the passenger or his payment of the customs duties. Surplus quantities and values then will be transfered to auction after the passage of a period of (90) days subject to the terms and conditions of sale of goods at auction, and according to the normal procedures. Second: the excess quantities and values for commercial purposes: It applies to goods that are traveling with the quantities and values for the commercial purposes of all customs procedures applicable to imported goods in terms of tariff and value and procedures of the customs declaration. Disclosure of cash and traveller s checks: Passengers coming to the State should disclose the amounts of cash and traveller s checks in their possession which exceed the amount of (40) thousand dirhams, or the equivalent in other currencies. They should fill in a form prepared for disclosure in accordance with the disclosure regime applicable in the State. Those under the age of (18) years are not allowed to enter the amounts that exceed the limit and surplus cash in his possession will be given to his guardian if he was accompanying him. Disclosure of drugs for personal use: Passenger, whether resident or non-resident, can bring drugs for personal use for a period not exceeding three months. He should show the original prescription from a licensed physician or hospital. It should be signed and stamped by the country s embassies abroad and containing details of the patient and his condition. All medicines should be in their original packaging with expiry dates clearly written on them. Entry of any medicines for neurological and psychiatric diseases, even if in small amounts, is prevented even if it is accompanied by a medical prescription for personal use unless approved by the Ministry of Health. The import of pets: A passenger should visit the website (www.moew.gov.ae) to get prior approval from the Ministry of Environment to be allowed of importing of animals such as dogs and cats. 6 7
