WORLD XIANGQI FEDERATION CONSTITUTION 1. Name The Federation is named the World Xiangqi Federation. Abbreviated as WXF. (Hereafter referred to as the Federation.) 2. Objects The objects of the Federation are: 2.1. to promote the practice of Xiangqi in the world, to organize and develop Xiangqi activities internationally. 2.2. to encourage and help the Xiangqi organizations affiliated to the Federation to organize various Xiangqi activities. 2.3. to promote exchanges and cooperation among Xiangqi organizations in various countries (regions) through Xiangqi activities, to enhance friendship among peoples as well as Xiangqi players of all nations. 3. Seat, emblem and working language 3.1. The Federation shall have its seat in the city where the Secretary General resides. 3.2. The emblem of the Federation is composed of a blue globe, white vertical and horizontal lines, the English initials WXF of the World Xiangqi Federation and the Chinese seal character XIANG. The globe symbolizes the world, also signifies the Xiangqi pieces. 3.3. The official working languages of the Federation are Chinese and English. 4. Members and associate members 4.1. The member affiliated to the Federation shall be the sole unified national Xiangqi organization in that country (region). 4.2. Only one Xiangqi organization in a country (region) may represent that country (region) in the Federation. 4.3. In case where a unified Xiangqi organization does not exist in a country (region), a temporary organization may be recommended through consultation to represent the Xiangqi organization of that country (region) in the Federation. 4.4. In case where a unified Xiangqi organization does not exist in a country (region), its local Xiangqi organization may be admitted as an associate member to the Federation. (region) and work energetically for the establishment of an unified organization. 4.5. The membership of an associate member is effective maximum for four years. At the end of the four years, if no unified organization is set up in that country (region), its associate membership is subject to readmission. 4.6. The associate membership of a country (region) is automatically terminated when the unified organization is set up in that country (region) and is admitted by the Federation as an affiliated member. 4.7. If due to historical reasons, the unified organization has not yet been set up in a country (region), the qualification of its membership can be discussed among the members. Of the majority is in favour, the admission of its membership will be recognized as a special of individual case. 4.8. The Federation encourages the establishment of continental organizations. 5. Application for membership 5.1. Application for membership is required to be sent to the Secretariat six months prior to the opening of the next Congress meeting. The application shall be in written form signed by a leading official together with the statutes and a brief introduction of the organization. 5.2. The Executive Committee of the Federation shall examine the application documents and the existing condition of the applicant to be submitted to the Congress for consideration. 5.3. Admission of a new member is decided by two thirds of the members present at the Congress vote in favour, whereas admission of an associate members is decided by a simple majority. 6. Obligations and rights of a member or an associate member 6.1. Members and associate members shall abide by the Constitution and Rules of the Federation, and observe the decisions and resolutions adopted at the Congress. 6.2. Members and associate members shall pay annual subscriptions in due time. 6.3. Members and associate members have the right to participate in the official competitions and activities of the Federation, or entrusted by the Federation to host such competitions and activities. 6.4. Members shall have the right to attend the Congress meetings with right to vote, to elect and to be elected. Associate members may attend the Congress meetings but without the right to vote, to elect or to be elected. 6.5. Members have the right to submit proposals. Only with the support of the Executive Committee, can the proposal be included in the agenda of the Congress. 7. 7.1. Admission fee payable by each member is $500, and $200 by each associate member. Admission fee shall be paid by each member organization within three months after the approval of its affiliation. 7.2. The amount of the annual membership subscription for each member will be $250, and for each associate member will be $100 for the first year, $200 for the second year, $400 for the third year, $600 for the fourth year and, with re-admission, $800 for the fifth year and thereafter. The annual membership subscription shall be paid by each member organization in the first quarter of every year. 7.3. If a unified Xiangqi organization is established in a country (region) and has achieved full membership from the Federation, it shall start to pay its admission fee and annual membership subscription. The associate membership admission fee and subscriptions paid before to the Federation will not be refunded. 7.4. The Executive Committee may recruit a special contribution from the members and the associate members when necessary subjects to the approval of the Congress. 7.5. In case a member Federation has difficulties in paying the admission fee or membership subscription to WXF, it may put the request to the Executive Committee and will be considered as an individual case. The Executive Committee shall examine the case and make the decision subject to the final approval of the Congress. 8. Penalties and termination of membership 8.1. The Executive Committee has a right to penalize a member or an associate member who has seriously violated the Constitution, failed to observe the decisions and resolutions or failed to pay subscriptions for two consecutive years. The penalty may be a warning, ceasing its right to participate in the WXF competitions or suspending or expelling its officials of that organization. 8.2. Affiliated member organizations wish to withdraw its membership from the Federation shall send to the Secretariat a written request of withdrawal signed by one of the leading officials of that organization. 8.3. Decisions of suspension, expulsion or acceptance of withdrawal shall be made by the Executive Committee and submitted to the Congress, and will be adopted by a simple majority vote. 8.4. Member organizations withdrawn from membership shall not claim for the refund of the admission fee, membership subscription or special contribution already given to the Federation. 8.5. A member wishing to withdraw its membership shall be approved of its withdrawal only when all its obligations and duties toward the Federation are fulfilled. 9. Congress 9.1. 9.2. The Congress shall meet biennially during the World Championship and shall be summoned by the Secretary General. 9.3. Each member organization may nominate maximum five delegates to the Congress but entitled to one vote. Each associate member or Xiangqi organization not yet affiliated but with the consent of the Executive Committee may send maximum three delegates to the Congress but with no voting right. 9.4. The Congress meeting will be chaired by the President. In the absence of the President, the Executive Committee will elect one of the Vice President to take the chair. 9.5. The quorum for the Congress meeting will be one half of the member organizations represented exclusive if proxies. Member organization unable to send representatives to the Congress meeting must present an apology in writing or may submit a written mandate assigning a representative from another organization as its proxy. No organization can be proxy for more than one another organization. 9.6. The voting will be conducted as the following: General resolutions shall be adopted with simple majority vote by raising hands, whereas elections or other important matters shall be conducted by secret voting. 9.7. Mandate for a delegate representing another organization to attend the Congress meeting and exercise its rights to vote, to elect and to be elected is valid only when the words full proxy are shown on his mandated letter. Theletter must have the signature of the president or Secretary General of the organization represented. 9.8. The agenda of the Congress meeting shall be drawn up by the Secretary General according to the proposals made either by the Executive Committee, the permanent Commissions or the member organizations, and shall be ratified by the Executive Committee. 9.9. The notification of the convening of the Congress meeting shall be sent by the Secretary General and shall reach the members, the associate members and Executive Committee Members four months prior to the opening of the Congress meeting, and the agenda two months in advance. Proposals from the members shall be sent in writing to the Secretariat at least three months prior to the opening of the Congress meeting. 9.10. The minutes of the Congress meeting shall be made and sent by the Secretary General to the members, associate members and Executive Committee Members in one month after the closing of the Congress meeting. 9.11. The Executive Committee may decide the summoning of a extraordinary Congress meeting if necessary. 10. The Executive Committee 10.1. In the interval between the Congress meetings, the Executive Committee will exercise the leadership of the federation. 10.2. Vice-Chairman of each of the working Commissions. 10.3. The Executive Committee shall meet once every two years and will be presided over by the President or the mandated Vice-President appointed by the President. The quorum of the Executive Committee meeting shall be one half of the Executive Committee Members present. 10.4. The Executive Committee Members hold an office of a period of four years, and may be re-elected. Bylaws: 1. If no continental organization is existed in a continent, a representative agreed upon by the majority and is active in Xiangqi activities may be nominated by that continent to the Congress for candidature of vice-presidency. 2. If he is elected Vice-President, he shall work hard to unify the existing organizations of the continent and to set up a continental Federation as early as possible. 11. Permanent working units 11.1. Six permanent working units shall be set up under the Executive Committee. They are: the Secretariat the Study Commission the Competition Commission the Popularization Commission the Financial Commission the Qualification Commission 11.2. The members of the permanent units are elected by the Congress, hold an office of four years and may be re-elected. 11.3. The Secretariat consists of a Secretary General, two Deputy Secretary Generals and a required number of Members. The Secretary General is in charge of the Secretariat and is responsible for the routine administration duties of the Federation. 11.4. The Study Commission consists of a Chairman, a Vice-Chairman and a required number of Members. It is responsible for academic Xiangqi activities. 11.5. The Competition Commission consists of a Chairman, a Vice-Chairman and a required number of Members. Its responsibility will be to draw up and to amend the Xiangqi regulations and arbitrate rules and to check the implementation of these regulations and rules. 11.6. The Popularization Commission consists of a Chairman, a Vice-Chairman and a required number of Members. Its responsibility is to popularize Xiangqi in the whole world. 11.7. The Financial Commission consists of a Chairman, a Vice-Chairman and a required number of Members, and is responsible for the financial affairs of the Federation. 11.8. The Qualification Commission consists of a Chairman, a Vice-Chairman and a required number of Members. the arbiters, and to award the honorary titles. 11.9. In extraordinary cases, the Executive Committee may temporarily appoint or remove the permanent Commission Members from the post subject to the approval of the following Congress meeting. 12. Championships 12.1. The World Xiangqi Championships is organized biennially. 12.2. The organizer and the site of the World Xiangqi Championships shall be fixed and announced in the previous Congress meeting. 12.3. Application to hole the World Xiangqi Championships shall be sent by a member or associate member to the Secretariat in writing. 12.4. The host organization of the World Xiangqi Championships shall ensure free entry of all the members and associate members to participate in the Championships. 13. Amendments and interpretation of the Constitution 13.1. Any amendments to the Constitution are valid only if two thirds of the members present at the congress meeting vote in favour. 13.2. The final interpretation right of the Constitution belongs to the Executive Committee. 13.3. Any matters not provided herein will be dealt with by the Executive Committee according to the principle in this Constitution, and will be submitted to the Congress for approval if necessary. This Constitution is appeared in two languages, Chinese and English.
