Somalia International Rehabilitation Centre (SIRC) Constitution Written in English 1 Association is Somalia International Rehabilitation Centre (SIRC) non-profit organization. Association s Objects 2 Somali people have had high hopes that the Somali State, which was formed at independence 1960 would bring significant improvements to the Somali community. These hopes were not unfortunately fulfilled. All economic, social and political sectors were destroyed by the civil war, and Somalia has been left without a functioning state apparatus since 1991. Somalia International Rehabilitation Centre (SIRC) has as its purpose is to participate in promoting the rehabilitation and reconstruction of Somalia following sectors, by gathering information, seeking development funds for reconstruction projects in Somalia and provide advice to international organizations that want to help Somalia. SIRC also promotes peace, democratic governance, rule law, protection of human rights, protection of environment and development in the Horn of Africa by conferences, seminars and workshops. 1st Policy Sector To participate in promoting peace, reconciliation and the creation of a functioning Somali government. To participat in promoting and protecting human rights. To participate in promoting democratic governance, rule of law and a functioning civil society. 2nd Social sector education system (primary, secondary and university). health care system. water. 3rd Business To participate in promoting the reconstruction of small-scale industry in Somalia.
agricultural sector To participate in promoting development of the Somali fishing industry and fight against illegal fishing. To participate in promoting development of the Somali livestock industry. 4th Infrastructure network. ports. To participate in promoting the reconstruction of the Somali airports. telecommunications system. electricity system. 5th Environment To participate in promoting investigating the circumstances surrounding the alleged dumping of industrial wastes in Somalia's sea and land. To participate in promoting in the protect of the Somali environment. Networking 3 Somalia International Rehabilitation Centre (SIRC) to have effective networks in Somalia to encourage rehabilitation and reconstruction projects. Project proposals and important information will be sent to Somalia International Rehabilitation Centre (SIRC), headquartered in Lund, Sweden. SIRC cooperates with Somali civil society organisations and international organizations. SIRC disseminate information about Somalia, and the Horn of Africa peace building conferences through newsletters, books and brochures and SIRC website. Membership 4 An applicant who wants to join the association is expected to comply with its statutes and decisions, and contribute to realization of the objects. Application for admission shall be reviewed by the Board. 5 Members can participate in activities of the association according to their ability and contribute with the knowledge and contacts that association will benefit. Unless the meeting decides otherwise, it is for the Board to provide detailed Instructions on how members' obligation to
be performed. Member must pay the appropriate fees decided by the general meeting. Member is required to comply with its statutes and decisions. The association is open to all. 6 Any member who violates the Constitution or discourages association s purposes and thus apparently harms the association can be excluded by the Board. Excluded member can submit his/her concerns about the exclusion from the association to the general meeting through the Board within one month of the notice of exclusion by the board. 7 Member shall participate in the association by paying 50 Swedish crowns. Input connector is payable upon receipt of membership. 8 Member shall pay annual dues to the association, which is determined by general meeting the maximum amount of SEK 200. Membership fee is paid in the manner and within the time The Board may determine. Board 9 The Board shall consist of three to six members, with six alternates. Board members and deputies elected by the general meeting for two years. The Board takes office immediately after completion of the annual meeting. 10 The Board will have headquarters in Lund Municipality.. 11 The association's name shall be signed by the Board or by the person or persons appointed by the Board. 12 Notices shall, unless otherwise provided in this constitution or by law, be brought to the attention of members of the Board in writing or by message posted in an accessible for all members site. Revision 13 At the annual general meeting shall be elected annually at least one and a maximum of two audits, and an equal number of alternates for the period until the ordinary General Assembly held the following year.
General meeting 14 The ordinary general meeting shall be held before the end of June. The ordinary General Assembly following matters shall be dealt with: 1st election of Chairman of the Meeting 2nd choice of the minutes 3rd for the meeting has been announced in the statutory scheme 4th Board of Directors financial statements and the audit report and the decision of fixing the balance sheet and income statement 5th order of discharge to the board members and any alternate 6th the election of directors and any alternate 7th election of auditors and deputy auditors 8th size of membership fee 9th possible amendment of the statute 10th Other matters which by law may be present at the meeting 15 Notice of meeting by the Board and is made in writing by mail. The notice shall be posted no earlier than four weeks before and the last two before the Annual Meeting and one week before the Extraordinary General Meeting. When the call was made, the Board immediately notifies the auditors thereon. 16 Member has a right that his/her case be dealt well at the general meeting if he/she written the request to the Board within the time limit required. 17 The association's financial year is 01-01 - 12-31. Dissolving of the association 18
At the association's dissolution, the association's assets is decided by the Board. 19 Amendment of the statutes are of two consecutive general meetings. At the latter meeting the amendment shall be assisted by at least two-thirds of the voters unless Non-profit association's statute provides for a greater majority. January 2010
