OUTAGAMIE COUNTY REQUEST FOR INFORMATION / PROPOSAL FOR ENTERPRISE BACKUP SOLUTION FOR MIS DEPARTMENT DUE BY: April 10, 2012
ADMINISTRATIVE INFORMATION 1.0 Introduction and Background The Outagamie County MIS Department is seeking to upgrade an aging backup system. The new backup system shall use disk backup. 2.0 Specifications The current backup jobs are run as follows Daily Monday Thursday Weekly Friday Sunday Monthly Friday Sunday Yearly Friday Sunday The daily and weekly tapes are kept for a four (4) week tape rotation. The monthly tapes are kept for one (1) year. The proposed solution shall allow us to hold the daily and weekly backups on the disk unit for the four (4) weeks with potential growth for a five (5) year period. The proposed solution shall allow us to hold one (1) monthly backup on the disk unit until the next monthly backup. During that period of time, the monthly data needs to be transferred to the tape unit so that the monthly tapes could be stored for one (1) year. The yearly tapes will be stored for seven (7) years. Agent for Microsoft Exchange Server StorageWorks MSL6062 LTO4 tape unit with 4 drives There are currently 7 ESX hosts There are 41 physical servers There are 43 virtual servers See and complete Attachment A for the required specifications of the proposed solution. 3.0 References Provide a minimum of three and a maximum of five references you have sold the proposed solution to within the last 3 years. Include the company name, contact name, address, phone number and email address. Also provide the names and locations of three vendors/resellers within a 150 mile radius from 54911 that are certified to work on the proposed system. 4.0 Vendor Questions All vendor questions will be due by end of day March 26, 2012. All questions and answers will be posted online at www.outagamie.org under Status of Bids / Proposal then under the listing of all open bids and proposals. Contractors are encouraged to register online at the County s website under enews Sign Up to receive RFP Postings. This will allow you to receive email notification anytime a document is posted related to this project. Unfortunately you will also be notified of all other County RFPs, but you are able to change your notification preference after this project is closed if you choose. No direct email notification of updates is provided. 5.0 Proposal Submittal Include the original proposal and three copies. Include the following Completed Proposal Form Completed Attachment A Specifications References plus certified vendors Description of your proposed solution List of the reporting capabilities in regards to what data has not been used in a determined amount of time and could be archived. List the reporting capabilities in regards to job completions, job schedules and performance data. List what type of training is available and where (reference separately not in the lump sum cost) Reference the hardware requirements for the proposed solution (pricing on hardware is not required, just the specifications) Pricing on your standard quote form. Pricing on the base system shall include one (1) year of maintenance / support. Include pricing for years 2 4 of maintenance / support. Maintenance would not be prepaid, it would be paid each year. Failure to include all the requested information may result in the rejection of your proposal. 3

A Proposer s failure to request additional information or clarification shall preclude the Proposer from subsequently claiming any ambiguity, inconsistency, or error. Requests for additional information or clarifications must be made in writing no later than the date specified in the RFP timetable. The request must contain the Proposer's name, address, phone number, facsimile number; RFP title and the name of contact person(s). Proposers should rely only on the representations, statements or explanations that are contained in this RFP and the written addendum to this RFP. Where there appears to be a conflict between the RFP and any addendum issued, the last addendum issued will prevail. It is the Proposer's responsibility to assure receipt of all addenda. Outagamie County will send addenda by mail to only those Proposer(s) recorded by the County as having been sent and/or received a copy of the RFP documents from the County. In addition, Proposer(s) may inspect the RFP documents at the place where they are made available. Upon such mailing or posting, such addenda shall become part of the RFP and binding on Proposer(s). 7.0 County Reservation Outagamie County openly solicits the best possible value on all of our "Requests for Proposals". Because we are a local government, we are able to purchase directly from many of the state and federal contracts. However, in order to not discriminate against our local proposers, we openly solicit proposals of similar pricing structure from all qualified proposers. In the event that all proposals received are in excess of any existing state or federal contract that is available to Outagamie County, we may at our discretion, reject all proposals, and purchase directly from the vendor awarded the state or federal government contract. Outagamie County reserves the right to accept or reject, any or all proposals, in whole or in part, as deemed in the best interest of the County. a. This proposal request does not commit Outagamie County to make an award or to pay any costs incurred in the preparation of a proposal in response to this request. 4
b. The proposals will become part of Outagamie County's files without any obligation on Outagamie County's part. c. The proposer shall not offer any gratuities, favors, or anything of monetary value to any official or employee of Outagamie County for any purpose. d. The vendor shall report to Outagamie County any manufacturer product price reductions, model changes, and product substitutions. No substitutions are allowed without prior approval from Outagamie County. e. Outagamie County has the sole discretion and reserves the right to cancel this proposal and to reject any and all proposals received prior to award, to waive any or all informalities and or irregularities, or to re advertise with either an identical or revised specification. f. Outagamie County reserves the right to request clarifications for any proposal. g. Outagamie County reserves the right to select elements from different individual proposals and combine and consolidate them in any way deemed to be in the best interest of Outagamie County. 8.0 Closing Date The County of Outagamie, Wisconsin will receive proposals up to 2:00 p.m., local time, April 10, 2012. Time may be determined by the U.S. Official Time Clock from the internet http://www.time.gov/timezone.cgi?central/d/ 6/java. Any proposal or unsolicited amendments to a proposal received after the closing date and time will not be considered. 9.0 Facsimile or E mail of Proposals Fax proposals will not be accepted and neither will email proposals. 10.0 Taxes Outagamie County is exempt from Federal Excise Tax (39 6005724), Wisconsin Sales Tax (ES 41005), but if there is a tax, such as local or county, it must be shown in the proposal. 11.0 Method of Procurement The method for this procurement is competitive proposal, pursuant to Section 3.20 of the Outagamie County Code of Ordinances. After submission of the written proposal, qualified proposers may be requested to make an oral presentation to a committee responsible for 5
making final recommendations. The process allows for confidential negotiations and revisions. 12.0 Venue This agreement will be governed and construed according to the laws of the State of Wisconsin. This agreement is performable in Outagamie County. 13.0 Status of Proposal Upon award, proposals will be considered public record and details will be posted online.
