MAS 1003 Appendix 2A Notes for Completion Return on Monthly Foreign Exchange Business Transacted by Merchant Banks All merchant banks are required to submit to the MAS a return on total foreign exchange business and other derivatives transacted for the month. For banks and merchant banks operating Asian Units (ACUs), two separate returns must be submitted, one for the Domestic Banking Unit (DBU) and another for the ACU. The returns should reach MAS no later than the 10 th day after the last day of the reporting month. Please submit a nil return if the institution does not engage in foreign exchange transactions. Please note the following when completing the return: (i) (ii) (iii) (iv) (v) (vi) The reporting requirements are based on trade location. Reporting institutions are to report all transactions done regardless of where the transactions are booked. Hence, a reporting institution should report a deal struck even if the deal was booked e.g. the head office of the reporting institution. Reporting institutions are to include in their reporting all arm's length market transactions, i.e. all transactions in which the dealer is indifferent to the counterparty. In other words, deals with other offices of the same institution (head office, branches, subsidiaries or affiliated companies) are to be included if the trader is equally willing to conclude the deal in question with a fully independent market participant. In-house deals with are essentially internal transfers and should not be included. The volume of transactions should be reported in terms of dollars. Where the transactions do not involve dollars, the foreign currency amount should be converted into dollars using the currency conversion rates made available by the MAS each month. In the conversion of foreign currencies to dollars, the preference is to convert the purchase side currency to the dollar equivalent. The volume of transactions in the forward column should be reported only at the time of transaction. Similarly, swaps need to be reported in the swap column at the time of the transaction. This is not to be reported again in the spot and forward columns. The amount to be reported is the value of the unsettled forward leg. Transactions in legacy currencies vs other currencies should be replaced by the for the legacy currency concerned. Hence, reporting institutions are to convert such transactions into transactions for reporting purposes. Transactions in vs legacy currencies and in legacy currency vs legacy currency should not be reported. 36

(vii) (viii) The DBU of merchant banks are to be considered as banks and transactions with them should be classified under Banks and Asian Units. Reporting institutions are to report only currency options in the " Options" table. Other options like interest rate options and interest rate guarantees should not be reported here. 37
