SUMMARY OF LICENCES ISSUED UNDER THE INSURANCE ACT Summary of Business For the year 2007, the total insurance premiums paid to insurers was, nine billion, six hundred thirteen million three hundred nine thousand dollars ($9,613,309,000) compared to the 2006 figure of eight billion, eight hundred sixty million, four hundred thirty four thousand ($8,860,434,000). Insurance Councils In 2007, the Alberta Insurance Council issued 32,635* Certificates. These included 28,419* Certificates of Authority to insurance agents and adjusters and 4,216 Corporate Certificates of Authority. A total of 523 complaint files were opened and a total of 58 disciplinary actions were taken. Decisions of the Insurance Councils were appealable to the Insurance Councils Appeal Board. A total of ten appeals were heard. Of these appeals, three were allowed, one was varied, two appeals are pending, two appeals were abandoned, and two were dismissed. The Appeal that was varied by the Appeal Panel produced the following result: In the first instance the Council had found the agent firm guilty of an offense under the Insurance Act and had ordered the Certificate of Authority be suspended for a period of one month and that a civil penalty of $2,500.00 be levied against the agent. On appeal, the Appeal Panel confirmed the Councils finding of quilt; however, they varied the original decision by quashing the period of suspension. The Appeal Panel upheld the civil penalty of $2,500.00. Administrative Penalties In 2007 the Superintendent of Insurance issued twentynine administrative penalties, pursuant to section 789 of the Insurance Act and the Enforcement and Administrative Regulation. The total amount of administrative penalties levied and collected was $396,000 from the following insurance companies. The number of individual penalties is indicated in the brackets.
