ANNOUNCEMENT REQUEST FOR LETTERS OF INTEREST AND STATEMENTS OF QUALIFICATIONS FOR PROFESSIONAL ARCHITECTURAL/ENGINEERING SERVICES FOR THE ROOF REPLACEMENT AT THE DURHAM COUNTY DETENTION CENTER (RFQ No. 15-011) The County of Durham, North Carolina requests letters of interest and statements of qualifications from individuals to provide Professional Architectural/Engineering Services for the Roof Replacement at the Durham County Detention Center. SCOPE OF SERVICES The Architect/Engineer is to investigate all existing conditions on the several roofs of the Detention Center and create a time table for phasing the removal of all existing roof material down to the existing concrete deck; design a fully adhered membrane roofing system of new extruded polystyrene tapered insulation, 5/8 recovery board and fully adhered 60 mil reinforced membrane. A beginning construction date will be no later than April 1, 2015. Schematic Design o Develop a Scope of Work for the roof system o Provide schematic design drawings and outline specifications for owner s review o Provide an initial budget for project o Provide construction phases and time line for each area Design Development o Provide owner with 90% complete drawings and specifications for review and comment o Provide owner cost analysis for all trades, equipment and services required Construction Document Phase o Provide owner with 100% complete drawings and specifications for bidding (IFB) o Attend Pre-Bid Conference o Prepare any required Addenda o Prepare bid tabulation and analysis and recommendation o Attend bid review meeting with County Representatives
o Prepare BOCC recommendation and be present at both BOCC work session and/or regular session as necessary o Negotiate with recommended Contractor Construction Administration o Visit sites on a weekly basis and submit written report of progress to the Owner o Conduct bi-weekly construction meetings at each site o Prepare any Change Orders as they may occur during the construction process o Prepare close out documentation and 2 sets of working drawings in hard copy and electronic version PDF QUALIFICATIONS The responsible firm in charge of this work must: Be a Professional Architect/Engineer; Have at least 10 years of experience in the field site remediation; Have the ability to provide written reports of the field investigation; Be Registered in the State of North Carolina; Have a minimum of 10 years experience in correctional facility construction; Have the financial ability to undertake the work and assume the liability; and Have proof of Professional Liability insurance in the amounts of 1 mil./1 mil. and General Liability insurance in the amounts of 1 mil./2 mil. SUBMISSION REQUIREMENTS Durham County will receive written proposals until 2:00 P.M., on November 18, 2014. Proposals received after this time will not be accepted. Proposals submitted should be concise and shall be limited to a maximum of twenty (20) double-sided pages. A letter of introduction, forms, reports, brochures, dividers, and detailed Resumés are not counted in the twenty (20) double-sided pages requirement. All respondents shall address the following, as a minimum, and should conform to the numbering system used below: 1. Letter of transmittal, identifying contact person; 2. Explanation of approach to a project of this nature; 3. Company background and history; 4. Listing of similar work performed by your firm over the last 2 years. Include as a minimum: size, scope, cost, location, dates, time adherence and owner contact; 5. Resume of key team members who will perform the work; 6. Three (3) clients references; 7. Describe any involvement that your firm, its employees, or its owner(s) have that may constitute a conflict of interest;
8. Include hourly rates for personnel to be assigned in whole or in part to the work; 9. Include a Microsoft Project Schedule timeline for completion of tasks for each phase of design and construction of the project; and 10. Proposed M/WBE utilization with an explanation of their involvement in the work.
