Introduction The County of Sacramento (County) is soliciting statements of qualifications and experience from consultants to provide facilitation and coaching for the senior management staff at Sacramento County Department of Airports (Department). The successful consultant will provide those services requested by the Director of Airports (Director) on a time and expense basis, with an established not-to-exceed limit of $75,000 pursuant to the terms and conditions of an Agreement for Leadership Development and Team Building Consulting Services (Agreement) as provided in Attachment A. Any exceptions to the Agreement provisions provided in Attachment A must be summited with the response to this request. B. The total number of employee positions decreased from 392 FTE in December 2011 to 319 as of May 2016. The structure of the organization was modified during this time as well. Depictions of the Department s 2012 and 2016 organization structure are provided as Attachment B and C, respectively. As a result of these significant changes, the management team is interested in working with a qualified consultant to develop a new sense of team in terms of communication, problem solving and supporting the newly adopted mission of the Department. C. Scope of Services In 2015, the Department s mission statement was updated to the following: We deliver a safe, customer friendly and competitive aviation transportation system that promotes the region s prosperity. With the new senior management group now in place, Airports is ready to engage the services of a consultant to assist with: 1. Facilitation of team strengthening for executive and management staff. 2. Develop a culture of problem solving as a team. 3. Learning to speak with a single organizational voice. 4. Development of organizational goals and corporate values that tie to the new mission statement. The list provided above is a general description of the range of services anticipated. The specific scope of services will be developed with the successful respondent. D. Term and Effective Date of the Agreement The Department intends to award the Agreement in July 2016 with an effective date of August 1, 2016. The term of the Agreement will be two (2) years. E. Deadline Submit one (1) original and four (4) hard copies of the submittal, along with one (1) CD or flash drive containing the entire submittal, in a sealed envelope clearly marked, Statement of Qualifications and Experience for Leadership Development and Team Building Consulting Services, at the location and by the deadline stated below. Format of Submittal and Transmittal Letter Submittals must include a Transmittal Letter signed by an authorized employee or office, which identifies the name, title, address, email, telephone number and fax number of the person authorized to negotiate on behalf of your firm. The Transmittal Letter must also describe the type of organization that is responding (e.g. sole proprietorship, partnership, corporation, joint venture). Responses to this solicitation must be prepared in the following format and should address the contents in Sections H, I, J, K and L listed below. The response must not exceed 30 pages including any marketing material and must be signed by an authorized employee or officer in order to receive consideration. H. Minimum Qualifications Successful respondents: 1. Will have provided executive coaching or leadership development services for a minimum of five (5) years. 2. Must have applicable expertise and be regularly and continuously engaged in the business of executive coaching, leadership development, learning behavior, strategic planning, systems thinking and/or related fields. I. Firm s Qualifications and Experience Responses to this RFQ&E should contain sufficient information to demonstrate qualifications and experience and cite previous examples of success. Please address the following in your submittal: 1. Describe previous work (within the past 5 years) that demonstrates experience in executive coaching, leadership development/training, strategic planning, and related processes and include the following detail: Date(s) services were provided A summary of the size of the group and methodology used A summary of the results obtained or outcomes achieved 2. Describe how you would approach this consulting engagement and what tools or techniques you believe would be effective. Include in your response (a) whether you would recommend a phased approach beginning with the Executive Team first and then addressing the other Request for Qualifications and Experience Page 4

levels of management, and (b) your suggested frequency for working sessions and the approximate time commitment that would be required for each such session, and (c) any homework that participants would be expected to complete. 3. Provide an explanation of what differentiates your firm from your competitors. J. Key Personnel Experience 1. Identify and provide a detailed resume for the proposed project manager of this assignment, including full work history, special qualifications and demonstrated experience. 2. Provide resumes for each member of your staff or team members proposed to be assigned to this project. 3. Describe the firm s or team s management structure for this project with clear identification of the specific services each staff assigned to this project will provide. K. Fee Structure Please detail the fee structure for the services proposed in response to this RFQ&E. Include the hourly rates for each person assigned to the project. Clearly identify any overhead multipliers or other fees not covered by the stated hourly rates, if applicable. Identify in your response if you prefer to bill on a time-and-materials basis or other basis. The final terms of the resulting Agreement will be subject to negotiation with the successful entity. L. References Provide the name, title, address and telephone number of at least four (4) clients or individuals with direct experience with your firm who can be contacted to give references. Note that the Department reserves the right to contact past or current clients not listed as references. M. RFQ&E Timeline The table below describes the estimated timeline for the RFQ&E process through award of Agreement. The Schedule is subject to change as determined by the County. N. Evaluation of Qualifications Statements of Qualifications and Experience will be evaluated based on the following: 1. Demonstrated experience and success in providing the type of services required for leadership development and team building. 2. Qualifications of staff to be assigned to the account. 3. Proposed fee structure. 4. Client references. Upon completion of this review, the review panel retains the right to invite a short list of respondents for an interview. During each potential interview there will be an opportunity for the respondent to make a presentation lasting no more than 30 minutes. That presentation should focus on demonstrating the respondent s qualifications and experience. After the presentation, there will be a 30-minute question and answer period where the interviewee will respond to questions from the panel. The respondent s project manager must be present at the interview and must lead the presentation. The Department will enter into negotiations with one or more of the respondents based on evaluation of both the written responses and performance during the interview. The Department reserves the right to reject any and all submittals; to request clarification of information submitted; to request additional information from competitors; and to waive any irregularity in the submission and review process. Only those firms or individuals judged by the Department to demonstrate suitable competence in the subject area will be considered for selection. O. If modifications or clarifications to this RFQ&E are necessary, a written addendum will be posted at http://www.sacramento.aero/scas/opportunities/bids_and_requests/.
