EVALUATIVE REPORT OF THE DEPARTMENT 1. FACULTY PROFILE, ADEQUACY AND COMPETENCY OF FACULTY A. About the Department of Public Administration The Department of Public Administration at Himachal Pradesh University, Shimla was established in the year 1987. The Department is presently running M.A. (2 years; since 1987), M.Phil. Public Admintrationis (1 years; since 1987) Ph.D. in Public Administration &Post Graduate Diploma in Human Resource Development(Since 2000) Under the Post Graduate Diploma in Human Resource Development, 15 candidates are admitted every year through Entrance Test conducted by HPU, Shimla. CHANGES MADE IN THE COURSES OR PROGRAMMES DURING THE PAST FIVE YEARS AND THE CONTRIBUTION OF THE FACULTY TO THOSE CHANGES M.A.Public Administration courses were revised in 2003&all teachers participated in this exercise. Now again the process of revision of M.A.& M.Phil Public Administration course has already been started in 2008and the revised syllabus as per UGC model syllabus will be implemented accordingly.

4. TREND IN THE SUCCESS RATE AND DROP OUT RATE OF STUDENTS DURING THE LAST FIVE YEARS A. Success rate: M.Phil Public Administration 90% B. Drop out rate: M.Phil. Public Administration Zero% A. Success rate: M.A.Public Administration 24% B. Drop out rate: M.A. Public Administration 76% C. Success rate: PGDHRD.Public Administration 100% D. Drop out rate: PGDHRD. Public AdministrationZero% 5. LEARNING RESOURCES OF THE DEPARTMENT LIKE LIBRARY, COMPUTERS, LABORATORIES AND OTHER SUCH RESOURCES A. The Department personal Library that possess approximately 200 books on various disciplinesofpublicadministration,indianadministration,developmentadministration,a dministrative Law,Labour Laws,Human Resource Development has been established from their own resources for the benefit of the students. The Departmental Library also has dissertations/project reports of, M.Phil.& PhD Public Administration. B. All the faculty members have been provided with a computer along with peripherals and Internet assess. For students a computer has been provided separately for their routine use. The Department also in routine uses the Internet. All the faculty rooms have been provided access to WWW through University Optical Fiber Network for efficient access to Internet resources. 6. ENHANCEMENT OF THE LEARNING RESOURCES DURING THE PAST FIVE YEARS During the past five years adequate emphasis has been laid on providing individual access to computer along with peripherals as well as Internet access to all faculty members and the students Every year, on the recommendations of Department University adds books worth Rs. 1-2 lacs besides periodicals to the University Library. The students as well as faculty have free access to all these facilities and an appropriate record is maintained for the same.

7. MODERN TEACHING METHODS IN PRACTICE OTHER THAN THE LECTURE METHOD The students also deliver, seminars every week on Saturdays as per schedule on relevent topics of interest. All such activities are highly interactive and provide ample opportunity to the candidates to become confident in presentation and to confidently face the audience.students also presents power point presentations for their assigned work. The research scholars and Post- Doctoral Fellows also assist the faculty in teaching. 8. PARTICIPATION OF TEACHERS IN ACADEMIC AND PERSONAL COUNSELING OF STUDENTS The Department of Public Administration maintains congenial environment in the Department. The informal meetings, of the faculty, staff and students admitted are held to listen and address their problems in academics and research work.. Interactive sessions are organized in the Department on various current issues & special sessions are organized in the Department on topics Personality development,time management,stress management,environmental concerns &value education in order to boost up morale & motivation of studentsfurther, the students are adequately trained by asking them to present papers in Seminars organized on Saturday every week. The students always have complete assess to all the faculty and staff members. The record of lectures attended by the students under PG Programmes are displayed on the notice-board. Newly admitted candidates are counseled and seniors are guided not to conduct ragging of the new students, and are told about the severe implications of the same including irrevocable expulsion from the university. 9. DETAILS OF FACULTY DEVELOPMENT PROGRAMMES AND TEACHERS WHO BENEFITED DURING THE PAST FIVE YEARS The Faculty members of Department ofpublic Administration regularly participate in various Conferences, Workshops and Seminars, which are conducted at National or International levels. Dr Simmi Agnihotri lecturers,reader in the Department also attended one Refresher course in I.T(2005).. The Faculty members regularly participate in various Workshops, and Conferences related to their respective fields of research throughout the year. The faculty also delivered lectures on specialized topics as resource persons in the Academic Staff Colleges at HPU, Shimla, Himachal Institute of Public Administration.

COLLABORATIONS WITH OTHER DEPARTMENTS AND INSTITUTIONS AT THE NATIONAL AND INTERNATIONAL LEVEL AND THEIR OUTCOME DURING THE PAST FIVE YEARS A Regional branch of Indian Institute of Public Administration has been started in 2006 with the initiative of the Department. 12. IF RESEARCH IS A SIGNIFICANT ACTIVITY, THE THRUST AREAS OF THE DEPARTMENT The Department of Public Administration is currently focusing on the major thrust area of Administration.These areas includes E-Governance,Good Governance,Private Public Participation,Decentralized planning,micro finance,women Empowerment,Local self governance,rti,nrega,human Resource management,consumerism etc.

.In PGDHRD major focus is also on compulsory practical training of eight weeks that enable them to face the practical working of Human Resource Department.After completion of practical training students are required to submit project report in the Department.In some cases it has also been observed that students undergoing training in a particular organization were permanently appointed &absorbed in the same organization. 13. PARTICIPATION OF THE DEPARTMENT OF PUBLIC ADMINISTRATION IN THE EXTENSION ACTIVITIES OF THE UNIVERSITY.Faculty members are working as resource persons in N.G.Os,Himachal Institute of Public Administration,Central board of worker education on areas like gender sensitization,disaster management,consumer awaqreness etc. 17. METHOD OF CONTINUOUS STUDENT ASSESSMENT The students admitted under the M.A, M.Phil, PGDHRD are periodically evaluated through seminars and workshops 19. SIGNIFICANT ACHIEVEMENTS OF THE DEPARTMENT OR STUDENTS DURING THE PAST FIVE YEARS One of the student of M.A.Public Administration has been selected in the Himachal Pradesh allied services in 2005.Again in 2007 another student of M.A.Public Administration has been selected & secured 2 nd position in Himachal Pradesh administrative services. Prof.(Rtd) P.N. Gautam was awarded D.Lt. degree in Public Adminisitration in 2007. Two Ph.D. scholars have been selected in college cadre lecturers in 2009. Several Ex Students of Public Administration & PGHRD Department hold various prestigious positions. One of the ex students of Public Administration V.S.Tonk presently holds the prestigious rank of Lt.General. Rtd Major General C.M.Sharma who was also student of PGDHRD in 2000 is now appointed as the Chairman of Himachal Pradesh Public Service Commission in 2009. Two of the exstudents Ram Lal Markandey (Ex-minister also) & Kishori Lal are presently M.L.A.in H.P. Legislative Assembly One of the Research Scholar Srikant Baldi is Secretary Rural Development Department.Thus most of the ex-students are holding prestigious seats thus adding glory & luster to the Department. 20. Participation of the Department in COSIP/COHSSIP/ SAP/ CAS/ DSA/ DRS/ FIST etc Nil

21. PLAN OF ACTION OF THE DEPARTMENT FOR THE NEXT FIVE YEARS 1. To convert PG Diploma course in HR.D todegree course in H.R.D. 2. The Department of Public Administration is organizing one Refresher Course at UGC- ASC, HP University, Shimla for University and College Teachers from 30 th June 2009 3. Recruitment of additional faculty, technical and supporting staff. 4. To generate resources for additional space and supporting infrastructure as scarcity of space is a major constrain in further development of the academic and research potential of the Department of Biotechnology. 5. Procurement of additional equipments to augment existing research facilities. 6. Planning to convert one room in to a seminar room. 22. ANY OTHER HIGHLIGHTS All the members of faculty are ordinary life members of Indian Institute of Public Administration. A Regional Branch Of Indian Institute of Public Administration has also been started in 2006 with the initiative of Department. (Dr. Mamta Mokta) Chairperson, Department of Public Administration
