This study aimed to find factors affecting standardization of e- government system development project management methodology and SW development methodology. For the foregoing, this study was conducted for the purpose of confirming essential factors for improvement or standardization of methodology by carrying out a survey targeting both ordering body of e- government system development project and small and medium-sized IT company obtaining order and implementing project. This proposal includes results of confirmatory factor analysis to make them the basic study for the aforementioned, and will produce essential factors for improvement of methodology through the analysis on the structural model between ordering body and project implementer in the future based on the results as main assignment of study. Keywords: e-government development methodology, project management methodology, SW development methodology 1 Introduction Korea has taken efforts for realization of e-government such as offering consumeroriented customized service and active public information opening and sharing policy etc. Especially in June 2014, Korea obtained eye-opening results of being named to the No. 1 in the e-government evaluation carried out by UN for three consecutive years. (Ministry of Government Administration and Home Affairs Press Release, 2014). subcontracting with those large IT companies continued, which has worsened small and medium-sized IT companies dependence upon large companies. To lead effective and active e-government system development with small and medium-sized IT companies as the center, the Korean Government has suggested restriction measures keeping large companies from participating in large-scale IT project, but it is true that small and medium-sized IT companies that have been at the back of large company-centered e-government system development projects display immaturity from project management to the stage of development and product delivery as well as inferiority in the financial, technical and human resources aspects. In reality, small and medium-sized IT companies have complained of difficulties in various process of implanting projects from receiving order of large-scale IT project to the stage of planning, realization, delivery and maintenance of output, making plea for appropriate countermeasures for the aforementioned difficulties. 1.1 Necessity of Study In general, major domestic IT companies have applied by developing and devising IT project management and SW development methodologies respectively, but some of small and medium-sized IT companies who have implemented projects by entering into a subcontract with them, unlike large IT companies, are not capable of using or do not possess methodologies suited to their environment with respect to IT project management methodology, SW development methodology etc., which made them placed in a situation that methodical system development and management is unavailable. Like this, small and medium-sized IT companies are lacking in understanding of IT project management methodology and SW development methodology or even the methodology owned by them is varied by companies, so a problem in integrated management of outcomes of e-government system development has occurred continuously. Thus, small and medium-sized IT companies standardization and expanded use of project management methodology and development methodology suited to their financial, human and technical environment are considered necessary, and this study intends to suggest factors necessary for methodology standardization by finding factors necessary for standardization of IT project development methodology and SW development methodology and verifying relevance among the factors. 2 Theoretical Background 2.1 Project Management Methodology PMBOK is a very representative methodology for IT project management. The methodology, however, is not capable of supporting overall stages of development methodology efficiently because system users are required to establish an overall Copyright 2015 SERSC 13
project management methodology from the stage of planning. Accordingly, PMBOK is considered not effective for providing practical help to small and medium-sized IT companies placed in poor surroundings due to financial and human conditions. Ultimately, development of a project management methodology capable of overcoming such problems is considered urgent, so this study intends to make a more concrete analysis on the problems that e-government system developer and small and medium-sized IT companies are facing, and use the result for improvement of project management methodology. 2.2 SW Development Methodology As for Korea, small and medium-sized IT companies are using a variety of SW development methodologies. But because such methodologies are not standardized, each small and medium-sized IT company participating in large-scale IT projects such as e-government has difficulties in maintaining outcomes they produced based on one s own methodology, and it is pointed out that such outcomes are very ineffective for long-term development of e-government. Therefore, standardization of SW development methodology in one form or another is considered desperate in the area of SW development methodology for overcoming such shortcomings and smooth e-government development and maintenance etc. 3 Study Question From the aforementioned point of view, this study selected project ordering body and project developer/implementer, that is to say a small and medium-sized IT company as main groups related to e-government development project. This study also decided to set up confirmation of a bond of sympathy between ordering body and project implementer by drawing difficulty or the area of improvement issue they recognize when applying project management methodology and SW development methodology for e-government development as a study question by considering their different situations. It is because that such a bond of sympathy between them can be utilized as main factors that can produce deduce a direction for improvement or standardization of project management methodology and SW development methodology in the end. 4 Design and Execution of Study This study decided to utilized results obtained from collection and analysis by carrying out a survey targeting total 119 persons including 64 staff in charge of project in major government agencies who place an order of e-government system and 55 small and medium-sized IT project implementers who receive the order and implement projects. 14 Copyright 2015 SERSC
Prior to the full-out research and analysis, this study conducted a stage of confirmatory factor analysis and intends to carry out a structure equation analysis in the future on the basis of the result, and further, this study also aims to make a comparative analysis on the two groups of e-government project ordering body and project implementer to obtain more detailed result values through the analysis on the difference between factor analysis results of the groups. 4.1 Study Hypothesis and Study Model To proceed with research, this study established a study model as in the figure below and executed confirmatory factor analysis to verify the study model. (PM project management, DB project development, PP project improvement, PS project service, ST standardization, UI user intension) Fig.1 Study Model for Confirmatory Factor Analysis 4.2 Confirmatory Factor Analysis Result As a result of carrying out confirmatory factor analysis, minimum value of regression coefficient was C.R=5.56>1.96, standardized regression coefficient was minimum value C.R=0.589>1.96, and covariance was C.R=2.63>1.96 and correlation coefficient was also satisfactory in general, showing 0.282. In addition, standardization loading turned out to be more than 0.38, reliability of dispersion extraction index was also more than 0.9, showing that validity and reliability of questionnaire items were all satisfactory. Additionally, chi-square statistic which is considered an absolute fit index was 529.199 and incremental fit index NFI value was 0.78 that are suitable as a study model to analyze for this study. 5 Future Study Plan This study aimed to seek for solution to improve project management methodology and SW development methodology that ordering body who wants to implement e- government development project and small and medium-sized IT companies implementing the projects use in the course of project implementation. Such a solution is, of course, to produce factors for standardization of project management methodology and SW development methodology standardization formed between project ordering body and small and medium-sized IT companies. For the aforementioned, this study carried out an advanced work for regular analysis by establishing a study model for confirmatory factor analysis shown in the above [Figure 1] to set up a study model, and confirmed that the study model is appropriate for achieving objectives of this study. This study will investigate and verify independent and subfactors by establishing a structural equating model in the future through literature research, and constitute and analyze structural equating model based on the foregoing. Through the above, this study is expected to be able to investigate and verify relevance between main independent/subfactors for improving project management methodology and SW development methodology. This study will also be analyzing the difference of structural equating model between two groups of project ordering body and project implementer who is a small and medium-sized IT company. The values of analysis result will provide help to clear production of different opinions on the improvement direction of project management methodology and SW development methodology, and an effective and positive direction for improvement is expected to be produced as a result.
