Mission & Areas Served Statements Mission Statement Mission: Creating a professional workforce for the care and education of our children and youth. Advancing your knowledge for their success. Background Statement Our origin dates back to the 1970 s during the creation of the Penn Valley Campus. Penn Valley Community College, by its proposed location adjacent to the Model Cities target area, was chosen as the logical setting for developing a nursery school training program. The program was a first of its kind in Missouri for this expanding field. During those early years, nursery schools were privately run programs and required little professional training of its workers. Over time, public demand for quality programs grew and caught the attention of business and community leaders. They encouraged MCC-Penn Valley to bolster support for trained early childhood teachers, a proven link to positive outcomes for young children. With a lead gift from the Francis Family Foundation in 1990, the college began a journey to provide accessible education and professional development opportunities to current child care providers, as well as new students. The Francis Resource Center was created to offer support materials for providers in addition to highly trained specialists providing training and consultation services out on site for child care centers, family child care homes and school-age programs. In 1992, the Francis Institute for Child and Youth Development was established to bring together multiple child and youth development programs in one place. This allowed adaptability to a child s age, special needs and specific family situations. With another generous gift from the Francis Family Foundation in 1995, the Institute added a state-of-the-art child care center equipped with school-age classrooms, to help facilitate observation and internship opportunities for students and practitioners. Today, the hallmark of the Francis Institute for Child and Youth Development is its ability to bring comprehensive and affordable professional development services such as nationally accredited college credit course work, nationally recognized continuing education and in-service training, and research-based consultation and technical assistance to the point of need. The Institute has been recognized locally and nationally as having altered the traditional role of higher education by dramatically expanding the range and delivery of its professional development services. In addition, the Institute has built upon its experience and reputation to deliver training and technical assistance nationally and now internationally as well. 2
Impact Statement The Francis Institute for Child & Youth Development meets the challenge of quality by building a professional workforce three different ways: training, technical assistance/coaching, and College-credit education. The Francis Institute expanded the number of training opportunities this past year locally, and nationally. Approximately 3,255 participants enrolled in training in early childhood and youth development. Strengths- Based Coaching was launched locally and nationally several years ago, and was taught to over 1,200 professionals. Developing Your Family Child Care Business is taught locally in English and Spanish locally in Kansas and Missouri. The Francis Institute provides customized on-site consultation services for early childhood, school-age, and youth development programs in preparation for licensing, accreditation or quality initiative programs. More than 2,073 practitioners received over 11,000 contact hours with a Professional Development Specialist from the Francis Institute to assist them in improving the quality of care they offer in family childcare homes, childcare centers, and before and after school-age and youth programs throughout the community. The five-year running average for students completing the one-year certificate and AAS in the nationally accredited Child Growth and Development is just under 30 students. Over the past five years, 66.6% of students completing a degree were employed in the field, and less than one percent was employed outside the field on average over the past five years. Twenty-three percent of completers on average over the past five years continued on toward their bachelor s degree. The Francis Institute received a grant to begin developing a career pathway for youth workers that will include the YDC to an AA degree. Youth modules and facilitator training for youth workers was also created and launched this past summer. Needs Statement Within Metropolitan Kansas City and the surrounding area, the following workforce education, training and consultation needs have been identified: 1. Training and coaching for start-up and emerging early childhood programs. Expansion is needed in the Latino community where few family childcare homes have training in child development. 2. Scholarship support is needed for providers needing assistance in continuing their journey along the career pathway either via education or training. 3. Diverse methods of delivery for both educational and training programs are critical in this technologically advanced, globally competitive society. Support for innovative distance learning is needed. 3
Board Chair Statement MCC-Penn Valley continues to be proud of the work of the Francis Institute for Child and Youth Development, and considers it one of its centers of excellence. Over the years, the Francis Institute has been able to serve the Greater Kansas City Community and has gone to great strides to assure all of the programs have been of the highest quality, and what the community needs. Housing the nationally accredited Child Growth and Development program, and two national/international products that continue to support the community at large is just some of the accomplishments of the Institute. New products are being developed to keep the community informed of changes in early childhood and youth development. For example, research within the community and across the nation are saying please give us more Strengths-Based Coaching. We have taught more than 100 leaders in the field of early childhood and youth the introductory phase of coaching; however, there is a need for additional training. We are seeking funding to enhance our training and assist moving leaders from the awareness stage to the application stage of Strengths-Based Coaching. Developing Your Family Child Care Business, where rights were obtained from the Kauffman Foundation, has been revised. We are seeking funding to translate the new version into Spanish. The Francis Institute is undertaking a change initiative to assist them in becoming self-sustaining. We created a three-year business plan that will be incorporated in 2013-2014. The five needs listed within the needs statement surfaced while writing the business plan: 1)Expansion is needed in the Latino community where few family childcare homes have training in child development, 2)Scholarship support is needed for providers needing assistance in continuing their journey along the career pathway either via education or training, 3)Diverse methods of delivery for both educational and training programs are critical in this technologically advanced, globally competitive society. Support for innovative distance learning is needed, 4)The development of more partnerships with a four-year institution in the form of a 2+2 program can create a more effective career pathway for our Child Growth and Development students, adding an early childhood special education pathway, and integrating Resource Specialists with the curriculum to assist with the transference of theory to practice in CDCG 5)To meet the growing needs of the community, additional staff will need to be added to the Francis Institute such as: an instructional designer, a business/grant manager, a person to input data, and additional Professional Development Specialists (at least one more that is bilingual).additional products that will help us expand our audiences in early childhood and youth development with both English and Spanish learners will continue to grow as the community needs arise. Persistently meeting the needs of the community, and staying informed on national trends in early childhood and youth development will remain the focus of the Institute by offering unsurpassed training, technical assistance/coaching, and educational services. Programs Programs Training & Consultation: Francis Resource Center Description Category Accessible and affordable professional development opportunities are offered on a variety of topics consistent with Kansas and Missouri bi-state core competencies for early childhood and youth development professionals. Credit for training is received in Missouri clock hours and verified by certificate provided at completion of training. Professional Development Specialists work closely with family child care providers, child care centers, before and after school sites, and youth development programs to provide research-based, customized, on-site consultation and technical assistance. Specialists assist providers in creating high-quality intentional learning environments that increase the skill set of children and youth. Consultation services include partnering with providers to recognize the program's strengths and opportunities for improvement, determining helpful resources, and supporting the provider in setting, achieving and maintaining goals. Education, General/Other Teacher & Faculty Population Served Adults,, Short-Term Success Long- Term Success The Institute has been a critical player in helping this community improve the quality of early learning and before and after school programs available to parents, going from only two accredited child care programs less than ten years ago to well over 100 accredited programs today. The Institute will continue to provide training and coaching to help increase that number and also provide coaching services to family child care homes, child care centers and before and after school sites participating in the Quality Rating Scale program in Kansas and Missouri. Today nearly half of all early learning providers in centers or in home settings hold a degree, certificate or credential in child growth and development. The Francis Institute has become the largest provider of professional development services for this workforce in Missouri and is the only nationally accredited associate degree program in the state of Missouri. The research related to specific interventions around literacy and outcomes for children reach some basic conclusions: children who start behind, too often stay behind. Conversely, children who enter kindergarten and know their letters, are familiar with print, are familiar with the letter-sound relationship (phonics) and who can recognize some words have higher achievement in reading in kindergarten, 1st and 2nd grades - the primary indicators of future school success. High quality early childhood programs are critical in helping children enter school prepared to succeed. The primary indicator of program quality is the level of training of the primary caregiver. The Institute, including the outreach provided by the Center into the community, is committed to raising the level of quality among our early childhood and school-age care provider community by increasing professional development opportunities to advance this workforce. 5
Program Success Monitored By Examples of Program Success The Institute monitors progress by quantitative assessments, i.e. numbers of graduates from the associate degree program, graduates from the 1- year certificate program and providers attaining the CDA to measure the numbers of qualified workers in the child care community. Research clearly links the level of training of early childhood teachers with better child outcomes. In addition, The Institute collects qualitative information from practicing and prospective teachers that participate in our programs to determine the degree to which these providers have a sense of improved skills and appropriate practices in their classrooms. The Institute is also participating in a formal evaluation of our services as a participant in the QRS pilot project in Kansas City, and a formal evaluation conducted by the University of Kansas for United Way s Quality Matters Youth Development Initiative. The quantifiable measures of program success - numbers of graduates, providers earning a CDA and other measures have steadily increased over the years. Perhaps the best indicator of the quality of the Institute's programs and services is the simple observation that demand for our services has steadily increased each year. The Institute is the primary provider of education, training and technical assistance services - training teachers and improving quality on site and its growth is a true indicator of its own success. The Francis Institute and MCC-Penn Valley now serves more early childhood, school-age and youth development professionals than any other formal education program in the state of Missouri or Kansas. The Institute serves approximately 2,500 providers each year and provides more than 30,000 contact hours of training and over 3,000 college credit hours annually. 6
Child Growth and Development/Youth Development Description Category Child Growth and Development credit courses are offered on-campus and online. Courses are offered during the day, evenings, week-ends, and via the internet to allow working students to take classes for credit. Several degree pathways are available. The Child Development Associate Credential and the Youth Development Credential offer the fundamental set of skills for individuals seeking to enter the workforce immediately. The Associates of Applied Science Degree in Child Growth and Development (AAS) is a Career and Technical Education (CTE) degree. The Associates in Arts in Teaching (AAT) is a pre-professional degree that prepares students to transfer to a four-year college or university offering a Bachelor's Degree in Teacher Education. The AAT is a state-wide approved program and when completed meets the first 2 years certification requirements for individuals pursuing either an early childhood, elementary or secondary education degree. Education, General/Other Teacher & Faculty Population Served Adults,, Short-Term Success Long- Term Success Hired a brand new faculty in Child Growth and Development. On an average, over 23 students a year have graduated with an AAS degree in Child Growth and Development in the past 15 years. NAEYC accredited for the past four - five years (which make us in the top 10% programs in the nation). Program Success Monitored By Child Growth and Development has been moved to the Humanities department and is monitored by the Division Chair of Humanities, along with the Dean of Instruction at Penn Valley Community College. The Child Growth and Development Program is accredited by NAEYC and reports are completed on a yearly basis. Metropolitan Community College, where the Child Growth and Development Program is housed, is accredited through HLC and will be going through re-accreditation in November 2015. Examples of Program Success The Child Growth and Development Program received a grant from the Family and Consumer Science and Education/DESE. This grant allowed seven students to be awarded their assessment. All seven students turned in their paperwork to the Professional Council of CDA, and were awarded their certificates this past year. 7
Plaza de Niños - Child Development Center Lab School Description Category Plaza de Niños is a child development program of the Guadalupe Centers, Incorporated, which is the longest, continuously operating organization serving Latinos in the United States. Plaza de Niños is a nationally accredited, bilingual early childhood program (ages 2 to 12 years of age) committed to preparing children for kindergarten and beyond. Plaza de Niños offers a federal Head Start program as well as a sliding fee scale for families needing help affording quality child care. Additionally, Plaza de Niños works closely with the Child Growth and Development Department to provide practical hands-on experiences for students seeking to become early childhood or school-age educators. Children progress at grade or above grade level in elementary school. Head Start monitoring standards and tools for teachers. Program is reviewed annually by Head Start. Annual Report is submitted to NAEYC and program is subject to unannounced visits. PdN provides its students with a safe and healthy environment, teachers who are well trained, access to excellent teaching materials, and a curriculum that is culturally sensitive, appropriately challenging and developmentally sound. PdN is also a local participant in the National Head Start Program serving qualified children ages 2-5 years. Children enter kindergarten with skills and language abilities that will help them successfully navigate the year. Each of the five campuses, including MCC-Penn Valley, contributes to the overarching District plan as well as developing its own campus strategic plan. The Resource Center provides the primary source of training and coaching for early childhood and school-age providers in this community and therefore is the only cost center of the College represented in the budget figures provided for this DonorEdge profile. The College no longer operates its own child development lab school. Rather it has created a partnership with Guadalupe Centers Incorporated, Plaza de Niños (PDN). PDN operates independently from the Institute yet is housed within the Metropolitan Community College-Penn Valley (MCC- PV) Francis Institute. This child development lab school provides a 4-Star, nationally accredited, bilingual child development lab school for the community. PDN also offers internship opportunities for all MCC-PV Child Growth and Development students.
