It is to be understood the salary and benefit descriptions are separate from position job descriptions, and that both salary and benefit descriptions as well as position job descriptions exist only as a result of school board action, and may be changed at any time by the school board to best meet the needs of the school district as such needs are interpreted by the school board. Definitions: An at will employee serves at the sole discretion of the school board and has no expectation of a contractual relationship. As a matter of policy action only, an at will employee who is terminated from service may expect two weeks of immediate severance salary, unless the employee s severance from employment is as a result of blatant disregard of school district policies governing the position s function, or insubordination to the employee s supervisor, or conviction of a felony. In those instances the employee would be terminated with forfeiture of two weeks salary as well as forfeiture of any and all severance benefits which the employee may have accrued up to the date of termination. Part-time, 12-month Community Education Director/Youth Coordinator (Amended 11/6/09) THIS POSITION WAS DISCONTINUED AUGUST 2012 DUE TO RACHEL AMDAHL MOVING TO THE 1.0 ART POSITION. POSITION WAS REDEFINED AS PART-TIME (SEE BELOW) AND SPLIT WITH A COMMUNITY EDUCATION ENRICHMENT COORDINATOR. (SEE BELOW) Service Year: 12 month assignment, July 1 June 30 with 1984 hours per year, with basic day to be 8 hours service per day (hours of service and length of day will vary based on time of year). Paid Holidays: July 4, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve Day, Christmas Day, New Year s Eve Day, new Years Day, Presidents Day, Good Friday and Memorial Day. Jury Duty: salary shall be paid for days served as jury member less any compensation paid for jury service. Child Care Leave: child care shall be granted to one parent of an infant child provided the parent is caring for the child on a full time basis. Child care leave shall be without salary or benefits except in cases where child care leave is related to pregnancy and birth of the child. In such cases leave shall be under orders of attending physician and shall be eligible to be deducted from accumulated paid sick leave. All leaves under this section will run concurrently with FMLA leave if the leave conditions meet eligibility for leave under FMLA. Full-time, 12-month The following positions shall be defined as at will and exempt : Maintenance and Transportation Director Business Manager Superintendent s Assistant Personnel and Payroll Accounts Payable and Receivable POSITION WAS REDUCED TO 32 HRS/WEEK OR 1664 HOURS IN JUNE 2012 Service Day and Service Year: All positions shall be full-time, 12-month positions, and shall be scheduled for a basic 8-hour work day. Salaries: Salaries for all positions shall be defined by a six level schedule, with level six to be the highest level for all positions. The school board shall reserve the right to place a new hire on any level it deems appropriate. Any and all advancements to the next highest level will be determined by the employee s job performance in terms of meeting the employee s own professional goals, and goals approved by the school board for the specific positions. The employee s individual professional goals shall be submitted annually by the employee to the superintendent of schools who shall have the responsibility to assess the appropriateness of the professional goals in terms of the school district s mission, and appropriateness to the employee s continued professional development. All professional goals shall be capable of being assessed using reliable and valid measures and data. The school board reserves the right to establish position goals for all positions. The superintendent is responsible for the assessment of district goals and shall provide the employee with an annual performance evaluation. It is assumed under usual conditions that an employee shall require two service years in each interval prior to advancing to the next level. The first year will be to demonstrate professional growth, and the second year to demonstrate ability to sustain the level of professional growth achieved the first year. Growth in the salaries reflected by the schedule itself will in part be governed by cost of living measures. However, the school board shall not be bound to incorporate a cost of living adjustment to the salary intervals and shall make any and all adjustments in the best interest of the district s students and resources available to the school board. Benefits: (applicable to full-time, 12-month positions) *Health/Hospitalization Insurance: District and employee contributions to the school district s health and hospitalization plan shall be the same as provided Local 510 and shall be no less than those levels prescribed by the current collective bargaining agreement between ISD 361 and AFSCME Local 510. *Dental Insurance: District shall contribute a maximum of $290 annually for the employee s participation in the school district single dental group plan. Any costs exceeding this level shall be paid by the employee. District shall contribute a maximum of $723 annually for the employee s participation in the school district s family dental group plan. Term Life Insurance: Employees shall receive $100,000 term life insurance with eligibility determined by the school district s life insurance provider. **Long Term Disability Insurance: The employee shall participate in the school district Long Term Disability Insurance program at the employee s expense. Eligibility for participation determined by the school district s long term disability provider. Sick Leave: Sick leave, employee and family, shall be as provided Local 510 employees and shall be no less than those levels prescribed by the current collective bargaining agreement between ISD 361 and AFSCME Local 510. Vacation Leave, Other Paid Leaves: Vacation time and other paid leaves shall be as provided Local 510 employees and shall be no less than those levels prescribed by the current collective bargaining agreement between ISD 361 and AFSCME Local 510. A maximum of 10 days of unused vacation leave shall be allowed to carryover to a carryover maximum of 30 accrued carryover days. Emergency Leave: Emergency leave shall be as provided Local 510 employees and shall be no less than those levels prescribed by the current collective bargaining agreement between ISD 361 and AFSCME Local 510. Severance and Retirement: International Falls Public Schools At Will Full Time employees are eligible to participate in the Minnesota Post Employment Health Care Savings Plan established under Minnesota Statutes, section 352.98 (Minn. Supp. 2001) and as outlined in the Minnesota State Retirement System s Trust and Plan Documents. Pre-1990: Employees in the positions of Facility/Transportation Director and Food Service Director shall receive HCSP values in Article IX, Section 3, Subd. 1 and 2 of the 2005-2007 collective bargaining agreement between Local 331 and ISD 361. International Falls Public Schools has agreed to contribute 50% of the difference between the employee s 2013-2014 annual salary and the 2013-2014 level 1 annual wage of said employee s position per the At Will, Full Time, 12 month salary schedule, not to exceed $16,000 for those employees who are eligible for a Public Employees Retirement Association pension and provide written notification to International Falls Public Schools by February 1, 2014 their request to retire. International Falls Public Schools will contribute a lump sum payment within 30 days of employees last date of employment into the employee s HCSP account. In the event the employee dies before the deposit is made, the payment will be made in cash to the employee's estate. Page 7 of 8
All other positions shall have severance values and contributions made in accord with Article IX, Section 2, Subd. 2, exclusive of the $28,000 value of the 2005-2007 collective bargaining agreement between Local 331 and ISD 361. **Effective 2006-2007 fiscal year cost to the employee for contribution to the long term disability insurance program shall be calculated and added to each salary level for each position in such a manner as to create a 0 net effect for the school district.
