August 10, 2011 MEMORANDUM TO: FROM: SUBJECT: Mark Tonacci, Chief BWR Projects Branch Division of New Reactor Licensing Office of New Reactors Rocky Foster, Project Manager /RA/ BWR Projects Branch Division of New Reactor Licensing Office of New Reactors SUMMARY OF WEEKLY CONFERENCE CALL MEETING TO DISCUSS OPEN ITEMS AND OUTSTANDING REQUESTS FOR ADDITIONAL INFORMATION RESPONSES RELATING NUCLEAR INNOVATION NORTH AMERICA S SOUTH TEXAS PROJECT UNITS 3 AND 4 COMBINED LICENSE APPLICATION ON AUGUST 3, 2011 On Wednesday, August 3, 2011, the U.S. Nuclear Regulatory Commission s staff held a public conference call from 9:00 a.m. to 11:00 a.m., with a continuation call from 2:00 p.m. -3:00 p.m. on Chapter 3 issues, with members of Nuclear Innovation North America s (NINA). The purpose of the conference call was to discuss the status of the remaining open items (OI) related to the NINA Combined License Application (COLA). R. Foster -2- Discussion Topic 1. Chapter 9 RAI responses for RAI 09.01.02-6, 09.01.02-7 and RAI 09.01.02-9. 2. Open Item Master List 3. Chapter 3 Topics Discussion Outcome 1. Discussion on clarification questions concerning RAI responses. NINA to submit a revised RAI response to 09.01.02-9. Further detailed discussions to be held during the next Open Item telecom scheduled for August 10, 2011. 2. Open Item master list was discussed to update the current status. 3. NINA acknowledged the receipt of the Chapter 3.9.1 RAI (5952) on ACSTIC2 V&V and actions are taken to respond. The discussion on the HCU and FMCRD specifications will be postponed to August 10, 2011 when EMB2 return. The discussion on the FIV reports on Chapter 3.9.2 result in supplemental responses on existing RAI. NINA will provide a schedule to submit these responses. No revision to the technical reports (WCAP) is required yet. This action, if necessary, will depend on the significance and the quantity of the information in the supplemental responses. The July 27, 2011 audit identifies several issues that NINA/S&L need to address in RAI 03.07.01-29 (DOE SASSI issues). As a result, the submittal dates of 03.07.02-29 S1 and several other supplemental responses will be delayed to September or possibly later. NINA will provide a new schedule later this week. There is no discussion on RAI 5919 (Seismic II/I verification). NINA/S&L is preparing the responses that include ITAAC for each building of interest. The items added after the audit (110 to 116) will be discussed in the August 10, 2011, telecom. Under Miscellaneous discussion, S&L informed that a radwaste system dose release calculation was performed to justify the RWB classification of IIb (in accordance with RG 1.143). This information (calculation number, results, etc) will be provided in the August 10, 2011 telecom. The list of participants for the meeting is included as Enclosure 1, and the staff s weekly OI list for the NINA COLA is included as Enclosure 2.
