COLLEGE OF WESTERN IDAHO INVITATION TO BID (ITB) Machine Tool Equipment 1. INTRODUCTION College of Western Idaho (CWI) was established by a special election on May 22, 2007 when a supermajority of Ada and Canyon County voters elected to establish a community college district, enabling the creation of College of Western Idaho. CWI is a two-year institution of higher education that offers different levels of instruction adapted to fit the needs of the Treasure Valley community. Starting in January of 2009, CWI offered for-credit general education courses. For-credit professional technical courses and certificates began in the fall of 2009. CWI is a comprehensive community college, offering an open admission policy, a community-based philosophy, lower tuition, and quality education. CWI is seeking bids from qualified vendors to supply the Machine Tool program a CNC Turning Center and a Vertical Machining Center. 2. INSTRUCTIONS TO VENDORS 2.1 Bid Submittal Vendor(s) shall submit one (1) original and two (2) copies of the bids to either of the addresses shown below, whether mailed or parcel delivered to CWI by 5:00 p.m. on May 14, 2012: College of Western Idaho Attn: Glen Harris ITB- Machine Tool Equipment Mailing Address: P.O. 2.2 Bid Submission Requirements Important: The following are mandatory for a bid to be considered: a) A hand-signed Signature Block form, Section 5 of this ITB must be included in the bid documentation. b) The correct number of bid copies must be received at the above address and shipped in a sealed container no later than the date and time specified in this ITB. c) The information in Section 2.5 below must be included in the Bid 2.3 Schedule of Events Event Date and Time Invitation to Bid Issued and April 30, 2012 Advertised Question Period Ends May 9, 2012, 5:00 p.m. 1 Bids Due May 14, 2012, 5:00 p.m. Bid Opening Date May 15, 2012, 9:00 a.m. Evaluation Period May 15 through May 17, 2012 Anticipated Contract Award May 18, 2012, 5:00 p.m. 1 1 The noted dates and times are tentative and subject to change. 2.4 Submission of Questions All questions or requests for information regarding this ITB should be submitted by e-mail on or before May 9, 2012 to: Glen Harris, Purchasing Manager E-mail: glenharris@cwidaho.cc Answers to questions will be circulated to all available vendors by e-mail. No other communication of questions and answers will be made. 2.5 Bid Information Requirements Bids must contain the following information: a) A cover letter, which shall be considered an integral part of the bid, signed by the individual or individuals authorized to bind the vendor contractually. In signing the cover letter, the vendor agrees to be bound by the terms of this ITB and its submission hereunder for 180 days from the stated bid due date. Any vendor or individual submitting a signed bid shall be deemed to have read and understood all the terms, conditions, and requirements of the ITB. 4

b) Contact information and a brief description of the individual(s) who will work directly with CWI representatives including the name(s), title, address, telephone and e-mail address 2.6 Eligibility for Award a) In order for a vendor to be eligible for the contract award, the bid must be responsive to this ITB and CWI must be able to determine that the vendor is responsible and has the resources and capacity to perform the resulting contract satisfactorily. b) Responsive bids are those that comply with all aspects of this ITB and meet the requirements set forth herein. Bids, which do not comply with all the terms and conditions of this ITB, will be rejected as non-responsive. c) Responsible vendors, at a minimum, must meet the following requirements: Have adequate financial resources, or the ability to obtain such resources as required during the performance of any resulting contract Be able to comply with the required performance schedule, taking into consideration all existing business commitments Have a satisfactory record of past performance Have necessary personnel and management capable of performing requirements on a resulting contract Be qualified as an established vendor regularly engaged in the type of business necessary to fulfill the contract requirements Be otherwise qualified and eligible to receive an award under applicable laws and regulations 2.7 Proprietary Information All materials received relative to this ITB will be kept confidential until such time an award is made or the ITB is canceled. At such time, all materials received must be made available to the public if so requested, pursuant to Title 9, Chapter 3, Idaho Code. If any vendor feels their bid contains confidential information or trade secrets, those pages or sections must be clearly marked, indicating the confidentiality. Those areas will not be included in a public request of records without authorization from the vendor. 5

2.8 Limitations CWI reserves the right, in its sole discretion, to accept or reject any or all responses to this ITB, to negotiate with any or all vendors considered, or to cancel this ITB in whole or in part. CWI reserves the right to request additional information from any or all vendors. 3. BID EVALUATION AND AWARD 3.1 Bid Opening All Bids received on the due date and time will be opened by a CWI evaluation committee on May 15, 2012 at 9:00 a.m. at the Aspen Creek Business Center, 6056 Birch Lane, Nampa, Idaho. This bid opening is open to the public. 3.2 Evaluation Criteria An Evaluation Committee will review all bids submitted on time to determine which bid best meets the needs of CWI and the criteria set forth in this ITB. Bids will be evaluated using the following criteria: Evaluation Criteria Submission of Bids, Section 2.2 of ITB Ability to meet or exceed the requirements in Section 4, Scope of Specifications and Requirements Total projected cost and delivery of products. Total Maximum Possible Points Points Pass or Fail 100 points 100 points 200 points 3.3 Discussions/Negotiations CWI reserves the right to conduct discussions with vendors, to accept revisions of bids, to negotiate price changes, or to negotiate separately with any source whatsoever if no acceptable bids are submitted in order to best serve the interests of CWI. During this discussion period, CWI will not disclose any information regarding bids submittals. Upon the execution of a contract, the bids will become public records and contents will be disclosed upon request. 6

4. SCOPE OF SPECIFICATIONS & REQUIREMENTS The following pages outline the specifications for both pieces of equipment requested by CWI. Vendors are to provide a bid for each of the two (2) machines. Vendors must specify when each of these machines will be delivered to CWI.
