MANPOWER AVAILABILITY STATUS (MAS) CODES This document provides additional guidance to supplement MAS code instructions found in. Echelon IV and V manpower and mobilization officers should familiarize themselves with and ensure adherence to this guidance, particularly MAS code currency (provided in parentheses) regarding how long certain MAS codes should be used. Any questions concerning MAS codes should be directed to COMNAVRESFOR N35. NSIPS allows the tracking of three categories of MAS codes: Medical, Administrative, and Training. When assigning MAS codes, Echelon IV and V commands are directed to follow the order of precedence provided below. Note: F = Field, for use by echelon IV/V commands. HQ = Headquarters, for use by COMNAVRESFOR only. If an HQ MAS code has been entered in a Reserve Sailor s record, do not remove/change the code without COMNAVRESFOR N35 permission. 1. Medical/Dental s: Medical/Dental MAS codes are used to report and track potential medical/dental issues that may preclude a Reserve Sailor from executing active duty orders. Note: RC Sailors assigned medical/dental MAS codes are expected to aggressively correct the issue resulting in assignment of the MAS code. If unable to correct the issue, NRAs are to submit required MRR packages IAW current guidance. Medical/Dental MAS code definitions follow: MPQ MS1 Meaning Temporarily not physically qualified for mobilization; MRR or PEB is NOT required or has NOT yet been submitted. (180 days) Temporarily not physically qualified for mobilization. MRR or PEB package has been submitted. Final adjudication of MRR or PEB package has not been received. MS1 shall be assigned when the MRR or PEB package is submitted to allow tracking of package through adjudication. (365 days) Note: MS1 shall also be assigned when annual PRC B MRR package is submitted. After annual PRC B
MRR package is adjudicated, assign medical MAS code as appropriate. MPC Pregnant. (365 days) MPP Non-deployable mother, child less than 12 months old or postpartum convalescence. (365 days- automatic removal) MNN MDT MDF Not physically qualified for deployment OCONUS, unless the member obtains an approved waiver. (365 days) Dental Class III which does not preclude mobilization. Members may perform IDT at their assigned site, but may not perform IDTT or any type of active duty to include AT, ADT, ADSW, or IDTT. Members in a TNDQ status may perform IDTT if it is to complete an annual Type 2 dental examination. Dental Class IV which does not preclude mobilization. Members may perform IDT at their assigned site, but may not perform IDTT or any type of active duty to include AT, ADT, ADSW, or IDTT. Members in a TNDQ status may perform IDTT if it is to complete an annual Type 2 dental examination. Administrative s: Administrative MAS codes are used to report and track administrative issues that may preclude a Reserve Sailor from executing active duty orders. Administrative MAS code definitions follow:
AUP AAP APB TS1 AS1 ARR Meaning Unsatisfactory participant. When administratively separating personnel, Enlisted members shall be transferred to the APU, and Officers shall be transferred to the ASP. (180 days) Administrative action pending which would preclude mobilization (e.g., unadjudicated ADMIN SEP other than for UNSAT participation, NRA received IRR request, etc.). (180 days) Enlisted probationary drill status (UNSAT). NRA has six months to declare member in good drill standing or ADSEP for UNSAT participation. (180 days) Active Duty/Full Time Support member who affiliated within 0 to 183 days of release from active duty and is authorized a 24 month deferment from involuntary mobilization commencing on the date of affiliation. Sailors may volunteer for mobilization at any time during this deferment by signing a NAVPERS 1070/613 waiving their deferment period. Deferment does not apply to long term operational support orders (e.g., ADSW, ADT, RECALL, etc.) or NAT/NCS Sailors. (730 days- automatic removal) Active Duty/Full Time Support member who affiliated within 184 to 365 days of release from active duty and is authorized a 12 month deferment from involuntary mobilization commencing on the date of affiliation. Additionally, this code will be used by CNRFC N35 to identify any Sailors who were cancelled from their mobilization within 60 days of the Ready Load Date. Sailors may volunteer for mobilization at any time during this deferment by signing a NAVPERS 1070/613 waiving their deferment period. Deferment does not apply to long term operational support orders(e.g., ADSW, ADT, RECALL, etc.) or NAT/NCS Sailors. (365 days- automatic removal) Retirement request submitted to NRA and pending approval from PERS-9, or retirement request approved by PERS-9. (365 days)

AS2 ACR MPT AFP ASP ASD AS3 ASF AKE ASO Member is within six months of HYT or statutory attrition. (180 days) Member has a pending or approved conditional release from the Navy Reserves. Remove when conditional release expires. (180 days) Member has two PFA failures in the last three years with one of the failures being the most recent PFA (BCA failure is considered a PFA failure). This code is used to track PFA failures that may prevent mobilization, not to track members being processed for separation due to PFA failures. (365 days) Joint Personnel Adjudication System (JPAS) indicates the member has a security clearance issue that may preclude mobilization. These issues may include expired, suspended, revoked or denied clearances or no investigation. (365 days) Member is a single parent or guardian, and requires a family care plan. Member has an Active/Reserve military spouse and requires a family care plan. Member is a non-custodial single parent who does not require a family care plan. Member is ineligible for force protection duties. Key state/local employee (COMNAVRESFOR use only). Sole surviving son or daughter. Training s: Training MAS codes are used to report and track Reserve Sailor who are in special training programs or who have not completed all training required by law, DOD directive or other directives/instructions. Training MAS code definitions follow: SAD TBH TRL TMS TRP OWS THS VOL Meaning Approaching sanctuary. Member has 16 years or more of Active Duty (COMNAVRESFOR use only do not remove without contacting COMNAVRESFOR N35). Member has not completed prescribed basic training (e.g., DCO, BQC-NR, A and C schools). (1825 days) Attending validated religious leader training. (730 days) Attending authorized medical/dental/nursing school. Requires letter designating member has been accepted into the program and BUMED RAO approval. (1460 days) PRISE-R/designator or rate conversion training. (545 days) Member is on ADSW. NRA will assign code upon member departing on orders and will remove the code when member returns to the NRA. Mobilization Capacity Hold (COMNAVRESFOR use only). Member is a volunteer and fully available/ready for mobilization. Should be verified annually.
