Introduction Farmers Development Organization [FDO] is working in southern Punjab, through participatory principals since December 1994, benefiting hundreds of peasants, women and general communities. FDO strongly believes in community participation/ involvement and it is the major approach of FDO while working in the marginalized communities. As stated in its mission statement to develop and strengthen the disadvantaged and vulnerable segments of society for the realization of their rights by means of collective action through social mobilization, capacity building, facilitating provision of basic amenities, livelihood support and evidence-based advocacy. FDO works with the disadvantaged communities, and selects the areas where basic social facilities are non-prevalent, lack of community involvement in the development activities. Attempts aimed at targeting poverty & enhancing livelihoods of the poor in targeted areas require a sustained & continuous effort to add, upgrade & improve small scale infrastructure in poor communities. Organized poor communities have generally shown demand for unpaved roads, culverts, water courses, drainage & sanitation etc. These conventional CPIs play a significant role in improving living standards & positively impact livelihood generation in intervention communities. Community Physical Infrastructure (CPI) Description of the Project Community infrastructure is iconic in the journey of development. CPI is one of the community participation interventions. Through social mobilization strategy FDO forms the community organizations at hamlet level & develops the village development plan through community members. According to development plan FDO offers CPI projects to community organizations, so far FDO has completed 22 CPIs schemes & Main objectives are as under. The Community Physical Infrastructures project under PPAF-III/ Batch-62 had 6 months duration, initiated on 1st march 2015 and completed on 31st September 2015. Total estimated cost of this phase was Rs. 18068182/ including Rs. 15072908 PPAF s share (80 % of the total cost) and Rs. 2995273/ community s contribution. In addition to contributing their share in implementing the project, the beneficiary community was also responsible for bearing the post completion operations and maintenance cost, which was estimated as Rs.542045/ It was also given in the project that PPAF contribution per household and per beneficiary was about Rs.11187/ and Rs.1598/ respectively. Objectives of the Project 1. To increase the incomes of the poor. 2. To provide benefits to men and women equitably. 3. To build local level infrastructure with a focus on women and productive needs of the communities 4. To improve the infrastructure of the targeted communities through community participation. 5. To restore the Basic community physical infrastructure (Irrigation, sanitation, Soling, culverts etc). 6. To enhance capacity of local community. 7. Efficient & productive use of local resources. 8. Involvement of local community in identification, planning, execution & monitoring of CPI schemes. 9. To create the sense of ownership & responsibility 10. Introduction of new low cost technologies Progress of the Project The project of CPI was implemented by FDO with the financial assistance of PPAF in the 06 UCs of District Multan. District Multan UC Khusroabad Punj Koha Durana Langana Lutaf Abad Binda Sandilla Methodology: Each CO identified the needs of Community Physical Infrastructure in their area. FDO s engineers along with Social Mobilization team visited the site to prepare the feasibility reports for the schemes proposed by the community. Proposals were developed only for the feasible schemes with detailed cost estimations. These proposals were approved by the Project Approval Committee. Once approved by PAC, phase of implementation of the schemes was started. From among the local communities, various working committees were formed for the implementation of each scheme; procurement committee, Finance Committee, Supervisory Committee and Audit Committee. The purpose of these committees is to enhance the sense of ownership among the communities for this kind of interventions. the local markets to inject money in to local economy. Local community was encouraged to work as skilled and unskilled laborers for these schemes. FDO kept multiple checks through community participation to ensure quality in implementing such schemes; Procurement committees ensured the high quality material e.g., bricks, cement, sand etc & Supervisory committee keeps the check & balance at whole work specially at physical work of scheme according to the approved standards & designs while audit committee monitor the working all of these committees to ensure the transparency of the whole process. Actual Achievement FDO believes in community participation to achieve the best results. COs were entrusted with the responsibility of identifying and prioritizing the needs of basic physical infrastructure in their areas. In this activity, duplication has always been a threat of which FDO team was warned in the very beginning. FDO increased its communication with district government and other organizations working in that area regarding its interventions. The community Organization CO, VO and LSO will regularly overlook the schemes and will ensure their proper repair and maintenance 2. 3. 3 percent against total project are kept in CO accounts for repair and maintenance 4. FDO team will also take follow up visits Impacts of CPI Schemes During feasibility survey & proposal developing, CPI & HID Units considered the following impacts positive or negative with regard to each specific project; o Social Impacts; Social harmony among the community people increased due to group work. Community participation at their street/hamlet level especially women increased. Sense of Ownership & responsibility among the people improved Easy to travelling in rainy season Political involvement reduced due to awareness of people about their rights & collective decisional approach towards their problems. o Economical Impacts; Easy Approach to nearby markets/min Roads after the provision of link roads (i.e. Brick soiling) Water wastage & water logging reduced after the provision of irrigation schemes (i.e. Lined water course) & possibility of conflicts at the distribution of water is also reduced. All the implemented schemes are environmental friendly. Challenges In this phase CPI s Team faced some challenges like as: Most CO s are not properly keeping and maintaining their records Delay in opening bank accounts was also a challenge Share Collection of 20% from COs Social mobilization issues faced at different stages Community conflicts and disputes were faced for implementation of schemes but these were resolved timely and successfully Project Completion Report CPI Page 11 of 13
Timely supply of material was an issue at sometimes spatially availability of quality bricks. But project team managed and mobilized the community about variance occur in estimate due to increase of rates During rainy season and flood zone of Lutafabad material shifting Problem Due to Some CO s internal personal issues effected the Schemes Lessons Learned COs should remain active after completion of project and LSOs should monitor their timely meetings and savings for proper usage in the future. Trainings should be proposed for skilled and unskilled labor before the implementation of project. In rainy/flood season, prices and supply of construction material becomes difficult, to cope this issue proper vendors should be selected through tender process before the start of project for the smooth implementation of schemes. FDO should remain in contact directly with COs (CPI Project committees) on monthly basis for the information sharing about completed schemes and required new schemes in the area.
