Vision Statement To provide a safe national road network. Mission Statement To improve the national road network by achieving an acceptable standard of road infrastructure and meeting road use management standards. 1

1. CORPORATE PROFILE: 1.1 Background The establishment of the Land Transport Authority (LTA) is the latest in a series of major reforms of the Public Sector that have been ongoing for several years. Land Transport Authority came into existence as a fully functioning and legally independent entity on 1st July 2009. The Land Transport Authority s immediate predecessor organization is the Ministry of Works, Transport and Infrastructure. Two of the latter Ministry s major functions namely road asset management and road use management was transferred under the administration of the new Land Transport Authority. Mandated by the LTA Act 2007, the Land Transport Authority prime objectives are to effectively engineer and maintain a safe and environmentally friendly transportation network through a diversity of functions which include but not limited to:- Construction and maintenance of national roads; Improve standards of public transportation; Effective enforcement of road safety codes, rules and regulations; Set fees and charges to ensure sustainability of autonomy at affordable costs to users (Stakeholders). 1.2 Core Functions: The gathering and management of economic data relevant to road usage and maintenance:- Management and implementation of licensing and other road user charges Management of road infrastructure data and classification of roads Assistance with and implementation of road safety initiatives Enforcement of road usage laws Instigating road maintenance programs Quality assurance to road maintenance standards Assistance with Government s road development program 1.3 Financial Performance: The Authority is funded with direct injections from Government through monthly budget appropriations and internal generated revenue from vehicle registration, driver licensing and others. 1.4 Organizational Structure: The Authority is operated with five (5) core divisions and three (3) supporting divisions. The core divisions are Executive, Road Operations, Programming and Procurement, Road Use Management, and Savaii Operations. The supporting divisions are Corporate Services, Legal, and Information Technology. 2

3. CHAIRMAN S REPORT: Fiscal year 2012/2013 was a year of significant opportunity, challenge, activity and achievement for the Authority. The Authority makes a substantial positive contribution towards achieving its goals through its commitment to lifting performance and improving our frontline services to the public, in line with its duties and responsibilities. I therefore take pleasure in presenting this Annual Report which summarizes the activities that were implemented, significant progress, financial summaries with challenges and recommendations for the way forward of the Authority. The Authority s highlights for the year are as follows: The Cyclone Evan of December 2012 which caused massive damages to many villages immediately initiated its recovery works; The enhanced quality of drainage networks; In celebration of the First Public Service Day, the Authority honored its Excellence Award in Public Awareness Initiative in the Implementation of the Road Switch. Support energy efficiency practices in all sectors but mainly the transport sector; Ongoing awareness programs concerning safety on roads. I commend the support and contribution of all our key stakeholders and partners in shaping these significant changes in achieving the goals and objectives desired by the Authority. The Honorable Minister Manu alesagalala Enokati Posala s leadership and passion to compel the implementation of Government s main concern is also accredited with appreciation. Last but not least, I would also like to thank the Staff, Consultants and the Executive Management for their flexibility, hard work and collaborative commitment over the past year. 4. CHIEF EXECUTIVE OFFICER S REPORT: The ongoing operational functions and service delivery of the Authority have benefited the country in the financial year reported. The focus is to ensure developments integrated road user management and road asset management while meeting Government s needs for good quality transport and infrastructure. It is my pleasure to present the Annual Report for the Land Transport Authority highlighting its annually work performances for the financial year ended 30 th June 2013. 4.1 Cyclone Evan 4.1.1 Post Cyclone Evan Recovery Works Tropical Cyclone Evan (TCE) struck Samoa in December 2012. The damages and losses assessment to the Land Transport Infrastructure immediately after Cyclone Evan, carried out by the United Nations Development Program and LTA counterparts, concluded that the estimated value of damages to land transport infrastructure equate to about SAT$62.2 million whereas the estimated value of losses equate to SAT$18 million. This assessment is documented in the Post Disaster Needs Analysis, March 2013. 4.1.2 Immediate Post Cyclone Evan Works The immediate works carried out by the LTA after Cyclone Evan was the cleanup of large debris within the vicinity of roads and bridges and at private and commercial residences in the Vaisigano and Gasegase River basins that were heavily affected by flooding. Twenty (20) local contractors including those not in the LTA Prequalification Registry were employed to implement these immediate post cyclone clean up works. The total amount spent by the Authority on these works equates to SAT$2.96 million. 9 Mana Industries 19 Ulia Construction 10 May Construction 20 Webster Works & Infrastructure 4.1.3 Rehabilitation Works along Cross Island Road and Tafitoala Heavy flooding as a result of Cyclone Evan caused severe washouts and heavy damages to various roads around the Upolu Island. The most significant of these damages were affected on the Cross Island Road from Vailima to Siumu, and the South West Coast Road at Tafitoala. Therefore the Authority divided the rehabilitation works of Cross Island Road into 3 packages and Tafitoala into 2 packages then outsourced their construction to the following local contractors: Post Cyclone Evan Rehabilitation of Cross Island Road - Package 1 Rehabilitation of Cross Island Road - Package 2 Rehabilitation of Cross Island Road - Package 3 Rehabilitation Works at Tafitoala - Package 1 Rehabilitation Works at Tafitoala - Package 2 Ott Transport Lucky Construction Ulia Construction T & N Toleafoa Silva Transport 4.1.4 Reconstruction of Savalalo Bus Shelters Eight (8) bus shelters at Savalalo Bus Depot were damaged by Cyclone Evan and reconstruction works were carried out by Poloa Builders Ltd. 4.2 Infrastructural Works 4.2.1 Capital Works The Capital Works Program for fiscal year 2012/2013 consisted of construction of access roads and seawalls in Upolu and Savaii. These are also known as emergency works that required a shorter procurement process i.e. Request for Quotation (RFQ). The following lists some of the minor works in approval thresholds of less than and equal to SAT$100,000.00 and greater than SAT$100,000.00 but less than and equal to SAT$200,000.00. 7

4.4 Financial Performance The Authority s Total Income has increased from $33,863,241 in 2012 to $42,410,528 in 2013, an increase of 25%. The Total Expenditure has increased from $38,056,041 in 2012 to $42,713,281 in 2013, an increase of 12%. The deficit has decreased from ($4,192,801) in 2012 to ($302,752) in 2013, a decrease of 92.8%. 4.5 CONCLUSION: The overall performance of the Authority in its fourth year of operation recorded a deficit result. The major challenge faced by the Authority at year end was the closely monitoring of its road work expenses to be aligned with the budget. I am glad to say that the deficit has reduced by 92.8%. GENERAL The Land Transport Authority was set up on 1 July 2009, and became independent from the Ministry of Works, Transport and Infrastructure. Its main functions are set out in Section 5 of the Land Transport Act 2007, is to provide maintenance of the national road network and control of road users in Samoa. The Authority s operations are directed by a seven member board of directors. The Board consists of a Chairman who is the CEO of the MWTI. 2. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES Set out below is a summary of signifigant accounting policies adopted by the Authority in the preparation of its financial statements. a. Statement of compliance The financial statements are prepared in accrodance with the Land Transport Act 2007, Public Finance Management Act 2001, Public Bodies (Performance & Accountability) Act 2001 and applicable International Financial Reporting Standards appropriate for public benefit entities. b. Basis of Preparation The financial statements are prepared on the accrual basis using the historical cost convention unless otherwise stated. c. Presentation and Foreign currencies The financial statement balances are presented in Samoan Tala (SAT$) and has been rounded to the nearest Tala. Transactions in foreign currencies are translated to Samoan tala at exchange rate ruling at the date of the transaction. Receivable and Payable balances in foreign currencies are converted at ruling rate at balance sheet date. Any exchange gain or loss arising from conversion are recognised in the Income Statement. d. Grants Recognition Grants are from the Government of Samoa which included: i. Government Budget Allocation to support the financing of the operation of the Authority. ii. Fuel Levy based on diesel/fuel usage at a rate of 35sene per litre. Grants are recognised as income in the period to match with the costs for which they are intended to compensate, on a systematic basis. There are no restrictions and contigencies attached with the Government Grants except for the Authority to meet all its objectives and works as proposed in its Budget Statement that submits to the Minstry of Finance every year. 24

Property, plant and equipment Items of property, plant and equipment are measured at cost less accumulated depreciation. Road capital works not capitalised. All costs for Road Capital works are regosnised in the Income Statement. These costs cannot be capitalised as LTA is not holding legal ownership or have total control of Lands where the roads were built thereon. g. Receivables Receivables are stated at their expected realisable value after providing for bad debts. h. Payables Payables represent liabilities for goods and services that are unpaid at balance sheet date. i. Provisions. (a) Provisions for Capital and Maintenance Works. A provision is established to recognise for claims of capital and maintenance works that have already been done but both the actual amounts and timing to pay for these Claims are not specifically known at balance date. An estimation was therefore carried out to determine the value of works been completed at balance date but have not paid or claimed yet. (b) Provision for Doubtful Debts After a review of individual debts a provision is assessed and established to cover for all debts and it is confirmed their collectibility is no longer probable or in doubt. j. Cash and cash equivalents Cash and cash equivalents in the balance sheet comprise cash at bank and on hand and short term deposits with maturities less than one year. k. Value Added Goods and Services Tax (VAGST) The Motor Vehicle Registration and Licenses income and expenditures are the only items that subject to VAGST on a cash basis. All other revenues and expenses are not entitled to VAGST and therefore recorded as Vagst inclusive. l. Income Tax Exempt The Authority is exempted from income tax under its principal ACT. 25

The cost of inventories comprises all costs associated with the bringing the inventories to its present condition and location. 3. GOVERNMENT CONTRIBUTION This represents total value of assets and liabilities transferred to the Authority from prior year, when it became independent from the Ministry of Works, Transport and Infrastructure on 1 July 2009.
