The ICTPA has conducted international annual meetings for more than 25 years. The 26 th ICTPA Annual Conference is being held in Tampa, Florida on May 24 th through May 26 th, 2013. The conference theme will focus on the Recent Transportation Developments, Challenges and Solutions in North America and China. The conference goal is to provide a vehicle for the world-wide Chinese and international transportation professionals to exchange ideas, to share experience, and to discuss effective strategies and solutions. 6
Welcome Remarks From ICTPA President Dear Conference Participants: It is my pleasure to welcome you to the 26 th ICTPA Annual Conference in Tampa, Florida, USA. The conference is hosted by the ICTPA Florida Chapter this year. The theme of the conference is Recent Transportation Developments, Challenges & Solutions in North America and Asia. Many ICTPA members have solid education and professional experience from North America and a strong cultural tie with Asia. It is our goal to have transportation professionals from both the west and the east present on recent advances, and share their knowledge and experience in transportation planning, engineering, maintenance, and management. Many of you are professors, researchers, government officials, private consultants, and graduate students. In this conference, you will see sessions that focus on various aspects of the transportation fields, including planning for livability and sustainability, infrastructure design and construction, and traffic safety. Our plenary session speakers will present their views, visions, and strategies for mobility in mega cities and regions in the 21 st century. I appreciate the conference organizing and technical committees led by Dr. Pei-Sung Lin of University of South Florida and Prof. Albert Gan of Florida International University, respectively, for their hard work and dedication in preparing this conference. Keynote Speaker Information and Topic Transportation Challenges and Solutions for the 21 st Century Mr. Paul Steinman, P.E. District Seven Secretary Florida Department of Transportation United States Paul Steinman rejoined the Florida Department of Transportation (FDOT) in March 2013 after serving for two years as Chief Operations Officer for the Idaho Transportation Department. He graduated in 1989 from Michigan State University with a bachelor's degree in Civil Engineering. Paul previously worked for FDOT as State Construction Engineer. Paul has more than 23 years of DOT transportation experience in Florida, Idaho, and Michigan. As the Chief Operations Officer, he provided administrative oversight for the Division of Highways which included the six districts, headquarters and the Chief Engineer. During his tenure, ITD implemented system data decision analysis techniques that maximized system conditions using limited funding resources and implemented the use of innovative contracting methods such as design build (D/B) and contract management general contractor (CMGC) in an effort to expedite project delivery and reduce project impacts in high impact corridors. Paul is licensed as a Professional Engineer in Florida, Idaho, Michigan, and North Carolina. 8
Traffic Congestion Problems and Countermeasures in Beijing Dr. Yanyan Chen, Ph.D. Professor and Executive Director Transport Research Center Beijing University of Technology China Professor Chen is currently a professor and executive director of the Transport Research Center at the Beijing University of Technology. She graduated in 1997 from Harbin University of Technology with a PhD in Civil Engineering and worked for two years as a Post-doctoral Research Fellow. Beginning in 1999, and presently, she works at Beijing University of Technology. In 2004 she worked at London Imperial College as a visiting professor. Her research interests are in the areas of urban transport planning and policy, urban road safety, transport system reliability, dynamic route guidance, and transport information process and analysis. Professor Chen is a member of the committee of developing countries, the Transportation Research Board (TRB), the Institute of Traffic Engineering, the China Highway and Transportation Society (CHTS), and the China Society of Logistics. She has undertaken more than 50 research projects granted by national and provincial science funds, and published more than 100 articles in related journals and six academic books. 9
Bring Mobility to Contra Costa Transportation Authority Mr. Randell Iwasaki Executive Director Contra Costa Transportation Authority United States Mr. Randell Iwasaki is currently the Executive Director of the Contra Costa Transportation Authority located in Contra Costa County, California, which administers a one-half percent sales tax program. The 1988 "Measure C" program consists of $1.1 billion in projects and programs; the 2004 "Measure J" program totals $2 billion and will run from 2009 through 2034. The Authority is also the Congestion Management Agency, making recommendations on how state and federal transportation funds will be used in Contra Costa County; and serves as manager for the Transportation Funds for Clean Air Program. The Authority emphasizes collaborative and cooperative project development and transportation planning, along with aggressive project delivery. He was appointed by Governor Schwarzenegger in July 2009 as the Director for the California Department of Transportation. He was responsible for the operation of California's state transportation system including more than 50,000 lane miles of state highway stretching from Mexico to Oregon and from the Pacific Ocean to Nevada and Arizona. He oversaw a nearly $14 billion annual operating budget and more than 22,000 employees. Mr. Iwasaki obtained a MS degree from California State University from Fresno in 1989, and has a BS degree from California Polytechnic State University in 1982. 10
