Applied Sciences Education Committee Regulations Article 1 Status and definitions 1. These regulations are regulations as referred to in article 25 paragraph 4 of the administrative regulations of the HAN. 2. For this regulation, the definitions and regulations that are documented in the Glossary of this Education Charter (appendix 2). Article 2 Joint Education Committees 1. Each domain has a Joint Education Committee associated with it. 2. In case the courses of one institute do not have a joint degree program committee, all degree program committees belonging to the institute joint meet at least four times per year (in common consultation between the Institute director and the degree program committees belonging to a domain it is determined how often per year there is a meeting, but at least 2 times per year) times per year about the common points, including at least that stated in article 3 paragraph 2. 3. At the Institute of Applied Sciences the following degree program committees exist: the degree program committee Institute Applied Sciences. Article 3 Tasks and powers 1. A degree program committee is responsible for: Bringing out advice on the education and examination arrangement (EER) of the relevant course. The annual assessment of the way of carrying out the EER of the relevant course, as well as the assessment of the system of quality care of the relevant course. The if required or on their own initiative giving of advice to the institute directorate, the faculty management and/or the faculty council on all other matters on the education in the relevant course(s). 2. The joint meeting has as its task: To discuss the separate recommendations on the EER of the degree program committees that belong to a domain. This to arrive at one joint advice, so that the EER can be established at domain level. Discuss the separate assessments of the courses over the way of carrying out of the OER, as well as the separate assessments of the system of quality control. This is in order to evaluate the implementation of the EER and the quality assurance system at domain level. The if required or on their own initiative giving of advice to the institute directorate, the faculty management and/or the faculty council on all other matters on the education in the relevant course(s) at domain level. Article 4 Advice and assessments 1. An advice, respectively assessment as referred to in article 3 paragraph 1 is given to the institute directorate and by the degree program committee - sent for cognizance to the faculty management and the faculty council. 2. Before giving advice the degree program committee can undertake consultation of the students and/or the teachers of the relevant course. 4. Insofar as the institute directorate does not follow an advice of the degree program committee, it gives reasons for the appropriate decision and informs the degree program committee, the faculty management and the faculty council of this in writing. 3

Article 5 Composition 1. The composition of the education committee is as follows: An Education Committee for one degree has at least four members. A degree program committee for a group of degrees has at least 2 members from each degree belonging to that group. The number of members per degree program committee is determined by the faculty management. 2. The degree program committee: a) half of the number of members appointed from and on the nomination of - the teachers of the relevant course. In special circumstances or if a person possesses special qualifications, other staff members may be appointed in the place of lecturers. b) the half of the number of members appointed from and on the nomination of - the students of the relevant course. Efforts will be made to ensure representation of the variants of the degree programme and different phases (full-time, part-time, dual, foundation year, main phase). 3. The composition of the joint meeting is as follows: of each degree program committee the chairman and one other member is delegated. 4. The institute directorate specifies the members of the degree program committee as indicated in paragraph 2 and 3 of this article. Article 6 Selection procedure 1. With observance of article 5 the Institute director specifies from the students and the teachers of the course a minimum of 4 members for a degree program committee for one course and for a degree program committee for a group of courses. Both the students, and the teachers ensure nomination of members. 2. If for the courses of a domain, one joint degree program committee has not been established, each separate degree program committee belonging to that domain annually chooses a teacher and a student representative, who will be representatives in addition to the chairman, in the joint meeting. Article 7 Term of office 1. Members of the Education Committee are appointed for a term of 2 years, beginning on September 1. Members whose term has expired can be nominated for a subsequent term. 2. 2. It is annually assessed whether the requirements of article 5 of these regulations are complied with. If necessary, new nominations will be made to fulfil the requirements. Article 6 here is applicable. 3. Paragraph 1 of this article is likewise applicable to the joint meeting. Article 8 Termination of membership 1. The membership of a degree program committee and the joint meeting finishes: a. after 2 years, in case the member is not nominated again; b. interim; - in case of death; - A situation as described in article 7, par. 2, second complete sentence; - in case the teacher is no longer connected to the domain, or the relevant course; - in case the student-member has left the course; - in case of notice of termination by the member - stating reason by the end of the month, having regard to a period of notice of 2 months. 2. In case of interim termination of the membership of the joint meeting of one of its members, having regard to article 5 and 6 a new member is nominated from among the eligible candidates. 4

Article 9 Mid-term vacancies 1. In the case of an interim vacancy at a degree program committee the institute directorate specifies a successor, as indicated in article 5. 2. The nomination of a successor takes place within 4 weeks after the formation of the interim vacancy. 3. The interim successor resigns at the moment the party whose membership is finished in the meantime, had had to resign. 4. Paragraph 2 and paragraph 3 of this article are likewise applicable to the joint meeting. Article 10 President and Secretary 1. The degree program committee chooses from its members a chairman and a secretary, and for each of both a deputy. 2. The joint meeting chooses from its number a chairman and a secretary, and for each of both a deputy. Article 11 Meetings 1. The meeting is convened by the chairman of the degree program committee. This convenes the meeting at least twice per year and furthermore when at least half of the number of members of the degree program committee so requests. 2. The members of the degree program committee receive not later than 10 working days for the date of the meeting a written invitation including the agenda. 3. The meeting documents should be not later than 5 working days before the meeting in the possession of the members of the meeting. If this time limitation is not met, then the members of the Education Committee can vote with a simple majority to decide to withhold advice on the related agenda point. 4. The meetings of the degree program committee are public, unless the degree program committee decides to the contrary. Decisions may not be made in a closed meeting. 5. The degree program committee is responsible for ensuring that its recommendations and proposals are available for inspection in a place accessible for one for the teachers and the students of the domain, respectively the course. 6. The degree program committee holds at least 2 times per year a public meeting in accordance with paragraph 1 of this article. 7. The dates of the public meetings are so planned in consultation with the institute directorate that they connect to the HAN academic calendar. 8. The degree program committee determines itself whether for the preparation of a public meeting it holds a closed meeting. 9. The meeting of the joint meeting is convened by the chairman of the joint meeting This person convenes the meeting as often has been determined in article 2 paragraph 2. 10. Paragraph 2, 3, 4, 5, 7 and 8 of this article are likewise applicable to the joint meeting. Article 12 Decision making 1. The degree program committee decides by a simple majority of the votes cast on bringing out an advice or proposal. 2. The degree program committee ensures where necessary for that also the standpoint of the minority of the votes cast is notified to the institute directorate. 3. Paragraph 1 and 2 of this article are likewise applicable to the joint meeting. 5

Article 13 Reports 1. Of every meeting a report is made under the responsibility of the secretary of the degree program committee. 2. The report contains at least: a. date/time/place; b. present members; c. absent members; d. agenda; e. the broad lines of the discussion; f. the outcome of the requests for an opinion (with possible vote); g. possible vote declarations; h. decision list. 3. The report is sent not later than 15 working days after the meeting as draft to the members. 4. The report is established in the next meeting. 5. The reports of the public meetings of the degree program committee digitally made available for the teachers and students of the domain, for their respective course. 6. Paragraph 1 up to and including paragraph 5 of this article are likewise applicable to the joint meeting. Article 14 Tasks of the Institute Directorate in relation to the Education Committee 1. See articles 3 and 4. 2. At the request of the institute directorate - either its appointed deputy or at the request of the degree program committee the institute directorate attends or its appointed indicated - the meetings of the degree program committee or a part thereof. 3. The faculty management, the institute directorate and the training co-ordinator provide the degree program committee all information that this committee needs reasonably for the execution of her tasks. 4. The institute directorate is responsible for ensuring that the students and the teachers of the relevant domain are adequately aware of the existence and the functioning of the degree program committee. 5. Paragraph 1 up to and including paragraph 4 of this article are likewise applicable to the joint meeting. Article 15 Reporting 1. The chairman of the degree program committee brings out in each case annually in the month of November a written report to the institute directorate on the functioning and the activities of the committee in the previous section academic year. The chairperson also sends the report to the Faculty Management and Faculty Council for information purposes. 2. The report contains in each case information on the following subjects: - The vision of Education Committee on its tasks and methods of working. - the policy and activity plan in relation to in the period under review (= previous academic year); - the composition of the degree program committee during in the period under review; 6

- the judgements and recommendations made by the degree program committee in the period under review; - the response of (amongst other things) the institute directorate, respectively the chairman degree program committee to these recommendations; - evaluation of the policy and activity plan; - conclusions and recommendations. 4. The report referred to in the paragraphs 1 and 2 is made available in every case digitally and if desired in writing for the teachers and students of the domain, respectively the relevant course(s). Article 16 Services and facilities 1. The management of the faculty and institute make sufficient facilities available to the Education Committee. 2. In concrete terms, facilities implies the following: a. For the whole set of activities of the degree program committee (meetings, preparation) there applies for each teacher a allocated a minimum of 40 hours and a maximum of 60 hours per academic year. b. The members of the degree program committee are given an opportunity during a quantity of time to be established by the faculty and institute directorate and the commission jointly to receive the education that the members of the committee need for the fulfilment of their task. The academic staff members in the Committee are given the opportunity to receive training within working hours and with salary. c. The degree program committee can have in consultation with the institute directorate secretarial support, meeting room, possibilities for reproduction distribution of meeting documents and catering facilities. 3. Paragraph 1 and paragraph 2 of this article are likewise applicable to the joint meeting. Article 17 Protection The Administrative Board, the faculty management, the institute directorate and the training coordinator ensure that the members of the degree program committee and the members of the joint meeting - pursuant to their membership of the degree program committee are not damaged in their position and/or interests in relation to the university. Article 18 Disputes If the opinion of the Programme Committee is not followed then the Education Committee can report this to the Representative Advisory Council. The Representative Advisory Council may bring a dispute for the Education Committee to the attention of the Arbitration Board. Article 19 Unforeseen situations In all cases which are not foreseen by this regulation and for which an immediate decision is required by the (Joint) Education Committee, the chairperson of the (Joint) Examination Committee will make the necessary decision. The chairperson will notify all other members of the (Joint) Education Committee, the coordinator of the relevant degree programme(s) and the Faculty management as soon as possible. Article 20 Effective date These regulations come into effect on 1 September 2015. 7
