Scolarchip schemes for official master's degree and doctorate students Board of Governors Agreement of 18 July 2007 (This translation into English is of an informative nature. The official version is originally in Catalan.) In the 1998-1999 academic year, Pompeu Fabra University began its own scholarship scheme with the aim of facilitating research studies to people undertaking doctoral programmes. This scheme was amended by agreement of the Board of Governors on 4 July 2000, and by agreement of the Board of Governors on 29 May 2003, the current scholarship Scheme was passed for postgraduate students. Royal Decree 63/2006, of 21 January, passing the Research Staff in Training Bylaws and, most especially, the new rules governing doctoral studies and the implantation of Official Postgraduate Programmes requires adapting the current scheme to the new structuring of postgraduate studies. To this end, there is a need to differentiate between scholarships of the official master's degree and those of the doctorate. Hence, Sole article.- The scholarship schemes for students of the official master's degree and doctorate are passed, and shall be governed by the Guidelines stipulated in the Annex. Annex Guidelines for the Scholarship Schemes for official master's degree and doctorate students Chapter I. Scholarships to attend teaching for official master's degree students Article 1 Two scholarship modes are established for students of the official master's degree: a) type 1 attending student b) type 2 attending student Article 2 Beneficiaries of this scholarship shall: a) maintain a good level of grades on the official master's degree. b) devote themselves full time to the study and research activities for which the scholarship has been awarded. c) participate in specific activities organised by the Education Quality Programme with the aim of initiating the beneficiaries in teaching activity, as a complement to

their training. One of these activities shall include, under the guidance of a lecturer, the teaching of practical classes or seminar activities for degree subjects, up to a maximum of 60 hours per year. d) assist the teaching staff with the tasks of preparing teaching materials. e) participate in complementary evaluation activities assigned by the department directors. Article 3 The vice-rector for Teaching Staff shall approve the maximum number of scholarships he or she may award to each department financed by the university budget. The director of each department shall: a) see that information concerning scholarships be included in the dissemination of the postgraduate programme, in accordance with the criteria established by the competent university committee on postgraduate matters, so that students may apply for the scholarship when registering. b) establish the criteria applicable to the awarding of scholarships. c) establish the body of the department to undertake the selection of scholarship awardees, in accordance with the composition of the official postgraduate programme which includes the centres and, if applicable, research institutes. d) propose the awarding of scholarships to the students of the respective Master's Degrees. Article 4 The scholarships of this scheme shall last a minimum of four months and a maximum of one year. In exceptional, duly justified cases, the type 2 scholarship may be extended under the condition that the scholarship holder shall maintain the link with the official studies of the UPF postgraduate course. Article 5 The scholarship holders of this scheme who enjoy a scholarship for a period of one year shall have the right to aid to the amount of the official public price of the academic credits of the registration for the Master's Degree, regardless of whether they are from EU countries or not. Chapter II. Scholarships for Training Research Staff for doctorate students Article 6 Three modes of scholarship are established for doctorate students: a) doctoral scholarships: funded exclusively by the UPF budget. b) research (R&D&I) scholarships: co-funded by the UPF budget and by research projects or contracts. c) research scholarships: funded exclusively by research projects or contracts. Article 7 Training research staff scholarships shall last a minimum of one year and a maximum of four, counting within this period, if such is the case, type 1 scholarships to attend teaching.

Article 8 For the first two years of participation in this scheme, this aid shall be considered a scholarship and the scholarship holder shall covered by the General Social Security Regime. Once the scholarship period has expired and the student has obtained the Advanced Studies Diploma or substitute administrative document, aid shall consist of employment contracting for a maximum of two years. Exceptionally, for foreign staff who are not in possession of the corresponding work permit, the two periods shall consist of a scholarship. Article 9 The individual provision for doctoral scholarships shall be as stipulated by the Generalitat, via the AGAUR, in the call for Research Staff Training Scholarships. Article 10 The individual provision for research (R&D&I) scholarships shall be the amount equivalent to 60% of the individual provision of doctoral scholarships boosted by a monthly provision set against the research project or contract to which the scholarship holder is linked so that he or she shall be assured a monthly provision which is equal to or higher than a doctoral scholarship. In the event that the research project or contract is managed by an external body, UPF shall undertake the part of payment against its budget and the scholarship shall be considered part time. Article 11 The individual provision of research scholarships shall be, at least, equivalent to that of doctoral scholarships. Article 12 Scholarship holders of this scheme shall have the right to aid to the amount of the official public price of the academic credits of the registration for the doctorate and thesis tutorship, regardless of whether they are from EU countries or not. Article 13 Beneficiaries of this scholarship shall: a) maintain a good level of grades on the postgraduate programmes. b) devote themselves full time to the study and research activities for which the scholarship has been awarded. c) with an aim to initiating the beneficiaries of doctoral scholarships in teaching activity, and as a complement to their training, activities shall include the teaching, under the guidance of a lecturer, of degree subject classes, up to a maximum of 60 hours per year in the scholarship period, and 80 hours a year in the period for which there exists a contract of employment. For beneficiaries of research (R&D&I) scholarships, the limit of practical classes shall be 40 hours in the scholarship period and 50 in that of a contract of employment.

d) participate in complementary evaluation activities assigned by the department director. Article 14 The doctoral scholarships provided for in this programme may temporarily become research (R&D&I) scholarships provided the department can ensure the student's involvement with a research project or contract. Article 15 The vice-rector for Teaching Staff shall approve the maximum number of scholarships he or she may award to each department financed by the university budget. The director of each department shall: a) publish the calls for scholarships, which shall be posted on the departmental website. b) establish the criteria applicable to the awarding of scholarships. c) establish the body of the department to undertake the selection of scholarship awardees, in accordance with the composition of the official postgraduate programme which includes the centres and, if applicable, research institutes. d) propose the awarding of scholarships to the students selected. Article 16 The scholarships shall be awarded for a period of one year and may be extended annually to a maximum period of four years, provided the scholarship holders continue to fulfil the requisites as established in the call, and, with a general nature, that of being UPF doctoral students. Proposals for the renewal and change of the type of scholarship shall be approved by the vice-rector for Teaching Staff at the proposal of the director of the department and, if applicable, of the director of the research institute, accrediting that the scholarship holder fulfils the requisites. Chapter III. Provisions common to the two scholarship programmes Article 17 Receiving a type 1 scholarship to attend teaching or a training research staff scholarship is incompatible with any other scholarship or aid of the same nature, barring what may be provided for in article 10, or with the doing remunerated work while the scholarship is still valid. Article 18 The monthly amounts of the scholarships shall increase annually by the same increment as applied by the Generalitat to training research staff scholarships. Article 19 The relationship between Pompeu Fabra University and the beneficiaries during the scholarship period does not constitute a commitment of employment, and neither do the amounts received by the scholarship holder constitute a salary. Any lawsuits arising from the regime of scholarship holders shall be settled via contentious administrative jurisdiction.

Article 20 The amounts received in the form of scholarships as dealt with in this scheme shall be subject to the fiscal consideration deemed appropriate by IRPF (income tax) laws. Consequently, the University shall practise, when applicable, the corresponding tax retentions in accordance with the nature of the contractual relationship and the beneficiary's personal situation. Article 21 In view of the proposals of the directors of departments and, if applicable, of the director of the research institute, the decision as to the concession of scholarships shall fall with the vice-rector for Teaching Staff. The scholarship holders selected shall sign a document of acceptance of the scholarship which shall stipulate the essential conditions pertaining to it. The University services shall issue the opportune credential that shall accredit the status of scholarship holder. Single additional provision. The amounts to be received for each type of scholarship as of 1 October 2007 are: a) master's degree scholarship: - type 1 attending student: 918 per month. - type 2 attending student: 416 per month. b) doctoral scholarship: - scholarship period: 918 per month. - period contracted as Training Research Staff: 1,133 per month. Single transitory provision. Current third cycle and research (R&D&I) scholarships shall adapt to this new scheme as of 1 October 2007. Also, collaboration scholarships covered by research projects or contracts that fulfil the requirements established in this scheme may be adapted as research scholarships. Final provision. The scholarship scheme for third cycle students, passed by agreement of the Board of Governors on 29 May 2003, is revoked.
