If there is more than one co-owner, all lessees must take the Statutory Declaration. The Statutory Declaration must be made in the form prescribed under the Oaths and Declarations Act, 2000. If the person making the Statutory Declaration does not understand English, it must be interpreted to him by a Commissioner for Oaths who must also sign as the witness. The Statutory Declaration must contain the following information: (1) The full names, place of abode and Identity Card numbers of declarant(s); (2) The address of the stall; (3) The sale/transfer price of the stall; (4) The full names, place of abode and Identity Card numbers of the Purchasers/Transferees. TERMS AND CONDITIONS FOR TRANSFER OF LEASE OF A STALL 1. The purchaser(s)/transferee(s) must be Singapore Citizen(s) or Permanent Resident(s) who is/are 21 years of age and above. 2. If there is more than one co-owner of the lease of the stall, a maximum of four (4) co-owners are allowed to purchase the lease as Joint Tenancy or Tenancy-In-Common. 3. The term (i.e. period) of the lease of the stall remains unchanged and the purchaser(s)/transferee(s) is/are in effect purchasing the remaining term (period) of the lease. 4. The purchaser(s)/transferee(s) must agree to accept all the terms and conditions of the Agreement for Lease and the Memorandum of Lease, specimen copies of which have been given to the lessee(s)/transferor(s). 5. The purchaser(s)/transferee(s) must obtain a licence issued by the Director-General for Public Health under the Environmental Public Health Act (Chapter 95) authorising him/them to use the stall for the sale of cooked food, market produce or sundry goods, as specified in the licence. 6. Stalls which are designated as Muslim stalls must be used for the sale of Halal food. 7. The identity cards or passports of all the transferees must be produced for verification. 8. The vendor/transferor must pay an administrative fee of $97.50 to NEA. For cheque payment, the cheque should be made in favour of National Environment Agency. 9. NEA s approval for the transfer is granted subject to: a) The vendor/transferor rectifying all unauthorised alternations/additions found within the stall; b) The vendor/transferor making full payment of all arrears of charges and fees owed to NEA in respect to the stall before the approval is granted; and c) The purchaser/transferee taking up a fire insurance policy for the stall. 10. The vendor/transferor and purchaser/transferee shall be responsible for making good any defects found within the stall. Should disputes arise, NEA shall not be made a party thereto. 11. The vendor/transferor or purchaser/transferee shall notify NEA and obtain NEA s prior written consent before making alteration or addition works to the stall. 12. If the vendor/transferor or purchaser/transferee is an undischarged bankrupt, the consent of the Official Assignee to the transfer/purchaser of the lease of the stall must be submitted together with this application to NEA. 13.
