This schedule provides for only one half business day between the posting of the responses and the due date of the proposal. This does not allow offerors adequate time to react to responses to questions that could materially impact the content and quality of their proposals. It could potentially result in the disqualification of some offerors due to the logistics involved with obtaining binding executive signatures for the transmittal letter (to include acknowledgement of all addenda), financial proposal, and required forms. In order to receive the best possible offeror responses, will the State extend the due date for the proposals until Friday, May 29, 2015? Or, as an alternative, will the State post responses to questions by 5:00 pm on Thursday, May 21, 2015? 2 What are the advantages of submitting resumes concurrently with the RFP? Or, by signing the Labor Rates form does that indicate agreement to the compliance and guarantee language included in the instructions?
