Resident Janet Harwell expressed concern that, if acted upon, placement of a NW (Neighborhood Watch) sign would violate Article X, Section 16 of the CC&Rs. Article X, Section 16 allows for the placement of signage approved by the ACC (Architectural Control Committee). e. Traffic - Roberto Talamas / Ron Richter Discussion: Reviewed examples of reports (See Exhibit B) generated by Hillcrest's SMDD (Speed Monitoring and Display Device). The data confirms that Hillcrest's traffic issue is severe and should help to advance Hillcrest's request of the COA for traffic calming and related devices. Also, the increased surveillance by the Travis County Constabulary in Hillcrest which will be formally announced in August, before school starts, is expected to be an important and integral component in addressing and resolving Hillcrest's traffic issues. 72315 Board Meeting Minutes Page 2

Pool - Roberto Talamas / Ron Richter Action: Minor Pool repairs will be delayed until after the season if it is confirmed that no further damage(s) will result so as not to disrupt Pool use during the Summer season. Action: Electronics (Video, Access, and Phone Systems) relating to the Pool area are under review and will be repaired and/or upgraded as required. X. Old Business Playground Equipment - Roberto Talamas / Ron Richter/ Nelly Blakely Action: Three proposals for a two bay swing set including bordered area, and required site preparation to meet COA code have been solicited. Finalization of this issue is expected on or before the next Board Meeting 8/27/15. Resident Janet Harwell expressed concern that Hillcrest's Liability Insurance rate would be adversely affected by the addition of a Swing apparatus in the playground are The Board President assured Ms. Harwell that Hillcrest's insurance provides for such additions and the resulting coverage. b. Reserve Study - Ron Richter Action: The three Reserve Study proposals solicited and received were reviewed and the HillcrestHOA Board voted to move forward with the proposal offered by: Reserve Advisors XI.
