Salvana OLONGAPO CITY The city s Anti-Illegal Drugs Special Operation Task Force and Police Station 1 under the leadership of Insp. Mar Joseph B. Ravelo arrested drug pushers through a buy-bust operation conducted at Brill St., West Bajac-bajac, Olongapo City over the week. The suspects were identified as Oliver Real de Guzman, 23; Carlo Capistrano Tolentino, 32; Erick Diaz delos Reyes, 35, of West Bajac-Bajac, Olongapo City; and Jason Calalang Paderon, 36, of Filtration, Sta. Rita also in this city. Recovered were 18 pieces of heat-sealed transparent plastic sachets containing suspected methamphetamine hydrochloride or shabu and five pieces of P100 bills, and a blue Tamaraw FX with plate number UTT-254. The arrested suspects are now detained at Police Station 1 for documentation and filing of appropriate charges. Olongapo Police City Director Sr. Supt. Jerry Tait Sumbad commended the operating unit for apprehending the illegal peddlers operating within the city. Free creative writing training for students set this April BATAAN The Komisyon sa Wikang Filipino (KWF) will spearhead in Bataan province this April an all-expense-paid creative writing conference for qualified Grade 7 to 11 students of public and private schools nationwide. KWF said the April 1 to 3 conference Pambansang Kampo Balagtas 2016 at Orion Elementary School, Orion town, will train such students in creative writing to develop their skill in this and encourage them to practice the craft so they can eventually help enrich and promote Philippine literature. Several award-winning writers will be at the event to guide them, said KWF Sangay ng Edukasyon at Networking (SEN) chief John Enrico Torralba. He said KWF is already accepting applications to participate in the conference. According to KWF, schools must submit their respective applications to Gusaling Watson, Kalye J.P. Laurel, Malacanang Complex, San Miguel, Manila. SEN language researcher Roy Rene Cagalingan noted KWF decided extending its Jan. 30 deadline for submitting the applications. Schools interested in joining the conference have until Feb. 15 instead to submit their respective applications, he said. He said each application pack must consist of KWF s duly accomplished application form and copies of three of the school paper s best issues. KWF will choose the conference s 100 participants from among students who are part of their school papers and whose literary works were published in these, he said. Albert S. Garcia and Provincial Social Welfare and Development Officer Marilyn C. Tigas received the much coveted GAPAS (GAwad sa PAglilingkod sa Sambayanan) Award for Model Local Government Unit Implementing DSWD Programs and Projects nationwide. The awarding ceremony, dubbed PaNata Ko sa Bayan or PAgkilala sa NATAtanging KOntribusyon sa Bayan awards, coincided with the celebration of DSWD s 65th founding anniversary, held at the Conference Hall of the Asian Institute of Management in the City of Makati. According to DSWD Undersecretary for Policy and Plans Florita R. Villar, who is herself a true blue Bataeña, there are two things that make this award really significant: first, this is the category wherein there were eight nominees, compared to the other categories where there were only three or four; second is the nature of the award itself where all DSWD programs and projects being implemented underwent rigid review and evaluation. Winning under this category means consistent hard work, dedication and perseverance, Villar said. Bataan bested the municipalities of Asilo, Ifugao; Paracella, Mt. Province; Divilacan, Isabela; Maconacon, Isabela; Sanchez Mira, Cagayan; Santiago City, Isabela; and Alicia, Isabela. With the theme, Mga Kwentong Tagumpay Tungo sa Masaganang Pagbabago, the Department of Social Welfare and Development (DSWD) likewise conferred awards to international de- velopment partners/donors, corporate institutions, individual and group volunteers, non-governmental organizations (NGOs) and other stakeholders that have been contributing to the advancement of the agency s various programs. A Mariveles-based nongovernment organization (NGO), the SOS Children s Village, also received a plaque and cash prize for being adjudged the Best NGO under the Salamat Po Award category. Other awardees from Region 3 are the Municipalities of Jaen, Nueva Ecija for the Gawad Listahan and Floridablanca, Pampanga for the Model LGU Implementing Day Care Services. In her closing remarks, DSWD Secretary Dinky Soliman rallied the awardees and her colleagues in public service to continue working together, converging tal- ents, resources and energy towards breaking the cycle of poverty; alleviating the lives of the people, above the poverty line into improved well being in a sustained manner. Gov. Garcia was proud and appreciative of the Province s latest addition to its numerous citations from prestigious award giving bodies. Before the night of celebration ended, Gov. Abet congratulated the PSWDO Bataan staff for a job well done but also posed a challenge to get more awards next year. Garcia also said he will be bringing home the plaque to show to his father, Bataan s 2nd District Congressman, Enrique Garcia Jr. The award was based on the Province s performance covering the period 2012 to 2015, during the administration of his father, who is the governor s predecessor. Susan Madayag, Bataan National High School (BNHS) math department head, said the activity is part of the monthly presentation of each department in preparation for the school s centennial celebration on March 3 and 4, 2016. It is the BNHS English department s turn this month to present the festival of talents. The department is headed by Virginia Enriquez. Students wore colorful costumes, representing gods and goddesses of the underworld, witchcraft, fire and thunder, rainbow, sun, flowers, sea and earth, war and life, among others. Aside from prominent figures from Greek mythology, some students from Grades 7 to 12 were dressed like Spaniards and Chinese during the olden times. The BNHS, for years, was known as the Arellano Memorial High School, named in honor of Cayetano Arellano, the first Chief Justice of the Supreme Court who is a native of Bataan.

Cayabyab CLARK FREEPORT The Bureau of Soils and Management (BSWM) together with the Department of Agriculture in Central Luzon (DA 3) awarded composting facilities for biodegradable waste to 17 local government units (LGUs) in the region. Senator Cynthia Villar, concurrent chairwoman of the Senate Committee on Agriculture, served as the guest speaker during the program. In her message, Villar put emphasis on achieving sustainable agriculture through the use of composting facilities. We are promoting these (composting facilities) because this is the only way so that we could prevent the degradation of the soil. As advised by the United Nations Food and Agricultural Office we must be able to compost our waste and bring it back to the soil. Otherewise kapag pinalala natin ang degradation of the soil then it will be difficult for us to produce enough food for our population and also for the next generation. At the same time maganda ito kasi makakapag produce tayo ng libreng fertilizer for our farmers, Villar said. Meanwhile, DA 3 executive director Andrew Villacorta said that through the Republic Act 10068 or the Organic Agruculture Act of 2010, authored by JOB FAIR. Purisima: PHL remains strong to face global challenges MANILA The Philippine economy is strong enough to face challenges in the global economy after posting faster expansion in the last quarter of 2015 to 6.3 percent, Finance Secretary Cesar Purisima said Thursday. The fourth quarter 2015 print is better than the upwardly revised 6.1 percent in the previous quarter but slower than yearago s 6.6 percent. It brought the full-year growth, as measured by gross domestic product (GDP) to 5.8 percent, a little lower than yearago s 6.1 percent due to weakness in exports on account of lower demand from trading partners, specifically the advanced economies. Although growth is lower against the 2014 figure, Purisima, in a statement, said the country remains well-positioned to withstand the turbulence caused by uncertainty in the global landscape. He cited the domestic economy s performance in the last quarter of 2015 alone made it the fastest among the ASEAN-5 economies, which also include Malaysia, Indonesia, Singapore and Thailand. Page 11 MANILA A senior lawmaker over the week urged the national government to get its priorities right and start the proposed North-South Commuter Railway (NSCR) in Luzon as soon as possible. This railway project, once completed, will greatly facilitate the movement of people and goods in the main island of Luzon, create new growth centers in the regaions and thus boost national economic development, said Leyte Rep. Martin Romualdez. He said similar railway projects should be built in Panay and other regions in the Visayas as well as in Mindanao as these would accelerate economic growth in the rural areas and bring the country to First World status in the next two or three decades. I think we should now build a modern railway system that will span the whole of Luzon -- and later Visayas and Mindanao -- and allow us to leapfrog to industrialized status, Romualdez pointed out. He and presidentiable Sen. Grace Poe are also pushing for the full utilization of the Clark International Airport, which they believe will not only decongest Metro Manila, but will also generate more jobs and could contribute to the economic growth of the northern luzon region. They now belong to the growing list of personalities who have vowed to do something about the Clark airport, if given a chance to serve the public. For her part, Poe said that if she is lucky to have been elected, she will issue a presidential policy for the full utilization of the CRK if that s all it would take to make it as the country s premier airport. There was also mention of a Senate resolution giving incentives to international carriers who will house their flights at CRK, as well as a railway system that would connect Northern Pampanga to Manila. ARTICLE V INFORMATION AND AWARENESS CAMPAIGN Section 12. Information, Education, and Communication Air quality information and awareness campaign shall be promoted by the City Government through the CENRO and shall involve the participation of Barangay officials and other offices such as the City Information Office, TMD, City Health Office, other government agencies and the private sector including Non-Government Organizations (NGOs), the academe, environmental groups, transport sector and other private entities in the implementation of a multisectoral information campaign of this Ordinance. The enforcement and implementation of emission standards as embodied in this Ordinance enjoins the active cooperation of the importers, local assemblers, owners/ operators and users of all motor vehicles. To ensure the cooperation of these groups, there is a need for an intensified and sustained awareness raising campaign which shall focus on: (1) the harmful impact of gas emission on general public and workers in the transport sector; (2) the technological option available to the transport sector to prevent smoke belching; and (3) the commitment of the City Government to enforce emission standards through strengthening of apprehension activities. ARTICLE VI FINES AND PENALTIES Section 13. (US Embassy) QUEZON CITY The Philippine Drug Enforcement Agency (PDEA) netted more high-value drug personalities in 2015 posting a significant increase in its anti-drug accomplishments. From January to December of 2015, PDEA in collaboration with the Philippine National Police (PNP), the National Bureau of Investigation (NBI), the Bureau of Customs (BoC) and other law enforcement agencies (OLEAs), have conducted a total of 24,462 anti-drug operations that led to the arrest of 19,406 drug personalities, 1,821 of these were classified high-value targets (HVTs). This is 44.4 percent more than the operations conducted in 2014. As a result of the increase, the number of arrested drug offenders likewise rose by 40.7 percent from 13,792 in 2014 to 19,406 in 2015, said PDEA Director General Undersecretary Arturo G. Cacdac, Jr. For the period, an increase of 30 percent in the number of high-value targets apprehended was also observed, from 1,402 HVTs in 2014 to 1,821 HVTs in 2015. According to PDEA, a person is said to be a highvalue targeted drug personality if he/ she is involved in illegal drug activities and falls under the following classification: priority targets, government employees, elected officials, law enforcers, foreign nationals, drug group members, armed drug group members, and other wellknown personalities. Of the total arrested HVTs in 2015, 37 are foreign nationals, 103 are government employees, 63 are elected officials, 31 are law enforcers, 102 are leaders/ members of drug group, 248 are drug den owners, 10 are members of armed group, six are target-listed suspects, 47 are wanted-listed suspects, 571 drug suspects arrested from high-impact operations and other HVTs numbering to 603. PDEA has shifted its operational thrust towards the neutralization of HVTs involved in illegal drug activities through the conduct of high-impact operations (HIOs) nationwide that include the dismantling of clandestine shabu laboratories, chemical warehouses, drug dens and shabu tiangges, eradication of marijuana plantation sites, and highvolume seizures of dangerous drugs. In 2015, PDEA and OLEAs conducted a total of 289 high-impact operations which resulted in the dismantling of two clandestine laboratories used in the manufacture of shabu, one shabu warehouse, 75 drug dens, two shabu tiangges and three marijuana facilities. In addition, 286 marijuana plantation sites were destroyed in 22 eradication operations that led to the destruction of P280.08 million worth of illegal hemp.
