Carbon Savings Community Obligation Ofgem Carbon Savings Community Obligation (CSCO) System This tool is designed to aid installations of energy efficiency measures under the Carbon Savings Community Obligation (CSCO) under the Energy Companies Obligation (ECO). The tool can be used to confirm whether postcodes are eligible under CSCO, to identify CSCO eligible areas and to validate CSCO specific information. This is a short user guide to assist in using the website. The various tools described in this help guide can be accessed via the menu in the top right corner of the home page, as indicated in the red box below. Page 3
Simple Search This function allows you to search for an individual postcode to assess if it is in an eligible CSCO area and if so under which eligibility criteria and ECO time period it is eligible. In order to get a result you need to enter a full postcode and click search. Once you have searched a matrix will appear showing you the results for that postcode. Results Key Page 4
Advanced Search This search allows you to search for the postcodes within eligible areas by eligibility criteria, local authority, full or partial postcode and by ECO time period. In order for the search to work select at least one option from the Geographic Filter or Eligibility Criteria and one ECO time period. You can select multiple Eligibility Criteria options to query several criteria at once. Only the first 100 rows will be shown on the website, but you can export the results to show all records. Please note that when searching for either ECO1 or ECO1.2 the results table and export will contain fields for ECO1 and ECO1.2 as both ECO time period fall under the same ECO1 scheme. The search will still be based on the ECO time period selected. The following screenshots show the search criteria options, onscreen output and exported output. Results Key Page 5

Map Search This section lets you visualise the CSCO eligible areas of ECO on a map. The following sections will lead you through how to view, select and export data from the map. Map Search To view data select an ECO time period from the menu on the left and one or more of the sub categories which will automatically zoom the map and display the data. You can only select one ECO time period at a time, so if you click another ECO time period it will remove your current data from the map. You can also zoom into an area of interest either using the zoom bar at the top left of the map or by searching via full postcode, as highlighted below. Additional help on how to use the Map Search can be found by clicking the? icon at the top right of the map, as highlighted below. Page 7
Background mapping can be switched between colour and black and white by clicking the button under the zoom bar on the map, as highlighted below. Page 8
Defining an Area to Export In order to export data from the map you can use either the Simple Box or Free Draw tools. These tools let you draw a shape on the map where data inside this shape will be exported. Please note that in order to enable these tools the map needs to be zoomed in on an area of interest. Simple Box draw a simple square Click the Simple Box button. Click and hold on the map to define the top corner of your shape, then drag the cursor to the opposite corner to define your box. Release your click and the box will turn from blue to orange and your area is ready to export as shown below. If you want to redraw click Clear Selection. Click the Export button. This will run for a short time (depending on the size of your area) and will display a message Export Complete. Click here to download! Click Click Here to begin downloading the CSV results file. Free Draw draw a custom shape Click the Free Draw button. Perform a series of single clicks on the map to define a custom area. Complete the shape using a double-click. If you want to redraw click Clear Selection. The box will turn from blue to orange and your area is ready to export as shown below. Click the Export button. This will run for a short time (depending on the size of your area) and will display a message Export Complete. Click here to download! Click Click Here to begin downloading the CSV results file. Once downloaded, you can open the CSV file in your chosen software and view the data. Page 11
Validation This function is designed for use by Ofgem, energy suppliers and installers of CSCO measures wishing to validate CSCO specific data. In order to use this function you need to follow the steps below: 1. Download template Download the template from the Validation page as highlighted in the screenshot below. This template shows the format in which your data needs to be in order to be successfully validated. 2. Upload template Once complete, upload your data by navigating to it using the Browse button and then click load as highlighted below. 3. Validate file If successful you will see the screen below stating Successfully uploaded file. Then press Validate File as highlighted below. Page 12
4. View and Export Results The tool will perform area based eligibility checks on the data giving a summary of the validation process in the green box as shown below. Results can then be downloaded as a CSV file by clicking the Download Validation Results link as highlighted below. Below is an example of the CSV output. The 'Error Message' column explains why a record failed validation. If no message is shown in this column the record passed validation. Page 13
