Introduction The Oakland University Police Department (OUPD) security system standards have been compiled for architects and engineers retained to provide professional services for Oakland University (OU). They include the planning, construction and maintenance standards of closed circuit television equipment, intrusion detection and notification equipment, access control equipment for police department facilities and emergency telephone equipment. These security system standards have been prepared so that reliable and consistent systems are constructed, thereby requiring minimal maintenance and operating expense. Adherence to these standards is required. Deviations must be reviewed with OUPD Information Technology prior to implementation. Equal or improved concepts, methods, or productions will be given full consideration when presented prior to implementation. The standards presented in this document should be followed in conjunction with OU s campus design standards. The images in this document are provided for illustrative purposes only. Please refer to product descriptions for specific information about each item. If an item outlined in these specifications is no longer available, please contact OUPD Information Technology to make a recommendation on a replacement product. Sections of this document will be revised and updated as experience of construction developments warrant. Each revised section supersedes all previous editions and directives concerning security system practices for OU. Video Surveillance Equipment Introduction OU utilizes Pelco IP surveillance equipment with Pelco Endura as the video management system. Approved Cameras As a standard, the following cameras are approved for use on the campus of OU. Certain projects may require nonstandard or specialized camera models. Any deviation from these standards must be approved by OUPD Information Technology prior to implementation. Indoor Ceiling Mount PTZ Camera Spectra HD Series IP Dome (S5118-FW0) 1.3 Mpx, 18X optical zoom Ceiling Mount Smoked Lower Dome Black with White Trim Ring Approved Mounts Rooftop Pendant Mount 6 OU utilizes a modified rooftop mount from Moog Videolarm (SRCW2000). The heavy duty mount shall be installed as indicated based on the associated roof detail for flat roof installations. It should allow the camera to be raised above the roof line so service can be accomplished by rotating the unit in over the roof. The mount should be constructed of heavy gauge steel with 150 lb load rating. An associated extension arm for camera mounting should be modified as required to meet the design intent. The contractor shall coordinate with a local fabrication shop for all modifications necessary to meet the design intent while maintaining the full functionality of the mount including the rotation of the mount to allow for CCTV servicing and securing of the final position. The modified mounts shall be modified using like material and shall be painted with a powdercoat finish after fabrication/modification to match the housing of the camera. The rotating joint shall be covered with a 3 Fernco flexible coupling. The center of the camera dome shall extend a minimum of six inches beyond the roof line to allow the camera to view straight down. All modifications to roofs must be coordinated through and approved by OU Facilities Management. Surface mount conduit is not allowed on rooftops. Mount Notes All mounts should match the color of the camera housings selected. IWM24-GY mounts should only be used indoors if surface mounting options are not available. All exterior cameras shall be appropriately protected from lightning strikes. Power Supply for Exterior Non-PoE Cameras VertiLine 166 UL Listed CCTV Rack Mount Power Supply 16 fused power outputs Surge Protector for Exterior Non-PoE Cameras DITEK DTK-PVPIP Surge protectors should be mounted on a Middle Atlantic 2u flanged blank plate. The surge protectors should be mounted on the plate in a way that the flange wraps around the top and bottom of the surge protector. No more than 3 surge protectors should be mounted per blank plate. All surge protectors should be properly grounded. Network Storage Manger NSM5200 Projects with 14 or fewer cameras must include $1000 per camera storage fee. Projects with 15-20 cameras must include 1 NSM5200 unit. Projects with 21-40 cameras must include 2 NSM5200 units. Projects with 41-60 cameras must include 3 NSM5200 units. Projects with 61-80 cameras must include 4 NSM5200 units. If a project includes more than 80 cameras, contact OUPD Information Technology for storage calculations. Security System Standards 7

Building Entrance Cameras (Placement) All building entrances will be covered by a wall mounted fixed camera. The bottom of the dome should be mounted 72 above the finished floor. Entrance camera locations must be approved by OUPD Information Technology prior to installation. 72 above finished floor Security System Standards 8

System Integration Generally, the integration of cameras to the Endura system will be handled by OUPD Information Technology. Unless otherwise specified, the installing contractor will be responsible for the following: - The purchase and installation of approved cameras and/or equipment in accordance with these standards. - Provide power and networking to each camera location in accordance with these standards. - Notify OUPD Information Technology once cameras are installed and punched down in patch panels. - Label panels with the camera numbers provided by OUPD Information Technology. - Provide OUPD Information Technology with a list of device MAC addresses for integration into the camera network and also provide MAC addresses on the as-built drawings. Once the above is complete, OUPD Information Technology will: - Test each camera for functionality. A list of camera malfunctions or other issues will be provided to the installing contractor for correction. A representative of the installing contractor may accompany OUPD Information Technology during this process. - Configure all camera settings. - Authorize all MAC addresses on the camera network. - Focus and position all cameras. Camera Naming and Numbering Cameras will be named and numbered by OUPD Information Technology. To avoid confusion, all documentation regarding cameras shall utilize these names and numbers. Camera ports on patch panels should be labeled with the camera number. Drawings and Plans Once all camera locations have been determined, the architect shall provide OUPD Information Technology with a set of building plans in.pdf format indicating the location of each camera. These drawings should reflect the camera numbering provided by OUPD Information Technology. These plans will be used to present the camera locations to the Surveillance Review Panel. The installation of cameras should not commence until the plans are approved by the Surveillance Review Panel. At the conclusion of a construction project, a final set of drawings (as builts) shall be provided to OUPD Information Technology in.pdf and CAD format outlining the location of all surveillance equipment. Emergency Telephones Introduction OU utilizes Code Blue equipment for interior and exterior emergency telephones. All equipment should be IP based and able to integrate with ToolVOX Media Gateway. All phone locations must be approved by OUPD Information Technology. Other locations as determined necessary by OUPD Information Technology. Interior Wall Mount Phones CB 4-S Enclosure FP1 Faceplate High Gloss Black Emergency in White Letters Placement: Non Residential Buildings - Inside stairwells (near the stairwell door) on every floor. - Every elevator lobby area. Residential Buildings - Every elevator lobby area. - Near stairwell doors (on the living area side of the door) on every floor. - Common areas (unless an elevator lobby phone is near by). Emergency Phone Naming and Numbering Emergency phones will be named and numbered by OUPD Information Technology. To avoid confusion, all documentation regarding emergency phones shall utilize these names and numbers. Emergency phone ports on patch panels should be labeled with the emergency phone number followed by a (EP) for emergency phone. Drawings and Plans The installation of emergency phones should not commence until the plans are approved by OUPD Information Technology. At the conclusion of a construction project, a final set of drawings (as builts) shall be provided to OUPD Information Technology in.pdf and CAD format outlining the location of all emergency phone equipment. Access Control Introduction Access control for all facilities except OUPD facilities is handled by the ID Card Office. Networking Equipment Introduction Under normal circumstances, networking infrastructure will already be installed and available at the start of a security systems project. The following equipment shall be utilized in all other instances. Network Cabling All security system networking wiring shall be yellow CAT6A. Uninterruptable Power Supplies Introduction Most OUPD projects will not include UPS since existing network infrastructure does not have UPS protection. If UPS protection is requested for a project, the below models should be used. Liebert GXT3, 500VA - 3000VA. All UPS equipment should include the network interface for remote management. Emergency Responder Radio Coverage Introduction All buildings shall have approved radio coverage for emergency responders based upon the public safety communication system(s) of the Police/Fire/EMS agencies having jurisdiction at the exterior of the building. This standard shall be met without improvement or modification of the existing communications system infrastructure. Standard The building shall be considered to have acceptable emergency responder radio coverage when signal strength measurements in 95 percent of all areas on each floor of the building meet the signal strength requirements outlined below. A minimum signal strength of -90 dbm shall be receivable within the building as well as be receivable by the agency s radio system when transmitted from within the building. The dbm abbreviation represents a measured power level stated in decibels relative to 1 milliwatt (mw) and indicates the strength of the signal as compared to 1 mw. Window Blanking Window blanking is used to conceal user-defined privacy areas that cannot be viewed by an operator. Spectra HD supports up to eight blanked windows. A blanked area will appear on the screen as a solid gray window. This performance is maintained whether the system is operating under normal conditions, dealing with disk drive errors, or rebuilding the RAID array. The NSM5200 improves the total cost of ownership and energy efficiency by consolidating disparate components into a single chassis. The 250 Mbps throughput provides double the improvement over Pelco s first generation integrated recorder, allowing users to service far more data streams in one storage unit than previously possible. Temperature sensors throughout the chassis detect possible air-flow obstruction or clogged intake filters. The use of enterprise-class SAS technology provides advanced enclosure management and monitoring. Notifications of potential or actual issues are transmitted to the specified user interfaces for action. Storage capacity is scaled using third-party storage arrays with an optional fibre channel interface. Software Built for Flexibility, Reliability, Cost Optimization In addition to unique strains placed on hardware components, surveillance applications also demand innovations in software. Recording software must accommodate automatic failover should a catastrophic failure occur. Recording software must deal with file fragmentation caused by overwrite, locking of video clips, and managing metadata associated with alarms and events. Finally, recording software must deal with the escalating cost of storage by finding innovative ways to manage recorded content. This ensures that the user extracts the most value from the cost of the storage subsystem. The NSM5200 supports the pooling of multiple recorders to provide for automatic load balancing and failover. Up to twenty NSM5200 nodes can be placed into the same storage pool. One of the NSM5200s in the pool acts as the master and manages the assignment of incoming streams, health monitoring, and redistribution of the recording load. Should a unit fail, the given streams are automatically redistributed to the remaining units in the storage pool. When the failed unit is brought back on line, the recording load is distributed again such that the load on any given recorder is balanced. This capability also allows users to dynamically add additional storage to a pool as their retention needs change. Single NSM5200s can be monitored by another NSM5200 or an entire storage pool when the single NSM5200 cannot be incorporated into a standard storage pool. For mission-critical applications where business continuity is essential, the NSM5200 supports redundant recording. Independent schedules can be created on both the primary and redundant storage pools to ensure that the most vital data is duplicated across physical boundaries. The NSM5200 incorporates an improved version of Pelco s patented EnduraStor storage optimization technology. EnduraStor was developed to manage the cost of storing high resolution, high-frame rate video by leveraging the fact that the value of recorded video is typically higher immediately following an incident. Organizations are capable of specifying a desired delay period during which all recorded video will be kept at 30 images per second (25 for PAL). As the age of video available on hard disk drives exceeds the delay period, it is automatically groomed to a lower frame rate, thus freeing up storage capacity for new data. The NSM5200 incorporates advancements in the EnduraStor algorithm, which gives administrators the option of classifying the priority level of alarm or event video to retain the full frame rate. The NSM5200 is built upon the proven stability and robustness of its Linux -based operating system. It utilizes an XFS file system and automated defragmentation routines to keep the database from becoming fragmented. XFS has been proven to be a more superior file format for the rigors of surveillance recording applications than an NTFS file system, which is standard with Windows -based recorders. The NSM5200 incorporates a number of diagnostic monitoring functions that serve vital roles in notifying operators of potential problems and failures. Integrated diagnostics utilize on-board LED indicators to display warnings and failures on the NSM5200 and then it reports these failures to operators. The NSM5200 monitors and provides warning messages for items such as retention time issues, accumulation of software errors, network errors that result in packet loss, and changes to network link speeds.
