Innovation and Networks Executive Agency Frequently Asked Questions on Selection & Recruitment issues 1. What is an Executive Agency?? Executive Agencies of the European Union are organisations established in accordance with Council Regulation (EC) No 58/ /2003 (OJ L11, 16.1.2003) (http://eur- /LexUriServ.do?uri= =OJ:L:2003:011:0001:0008:EN:PDF) with a view to being entrusted with certain tasks relating to the management of one or more EU programmes. Executivee Agencies are set up for a fixed period, and must be located at the seat off the European Commission (Brussels or Luxembourg). At lex.europa.eu/lexuriserv/ present, theree are six Executive Agencies (http://europa.eu/about- eu/agencies/index_en.htm). 2. Where is the Innovation and Networks Executive Agency (INEA) located? The Agency has its permanent headquarters in Brussels, Belgium. 3. How many people work at thee Agency? What kind of recruitment procedure is used by the Agency? Details about the entire selection procedure and the conditionss of recruitment are clearly set out in all of the Agency's vacancy notices, it can be summarised as follows: 1. Invitation of candidates and notification of rejection for all other applicants not pre-selected (once all applications have been carefully examined you are either short-listed for an interview and will receive an invitation, or you will be informed that your application has not been retained. The interview will be scheduled within a reasonable time after the closing date of the position) 7. You will be selected on the basis of the eligibility and selection criteria specified in the vacancy notice, which you must meet by the closing date indicated. 7. What is a Contract Agent? Contract Agent positions are classified in four function groups corresponding to the duties and responsibilities involved: Function group IV: comprises six grades corresponding to administrative, advisory, linguistic and equivalent technical tasks Function group III: comprises five grades corresponding to executive tasks, drafting, accountancy and other equivalent technical tasks Function group II: comprises four grades corresponding to clerical and secretarial tasks, office management and other equivalent tasks Function group I: comprises three grades corresponding to manual and administrative support service tasks. Contract Agents of the type "3a" who are hired to work at the Agency enjoy longerterm employment prospects currently compared to those in the Commission. The initial contract at the Agency runs for a maximum period of two years, is renewable for one year, and then converted into a contract of indefinite duration. All Contract Agents are in any case required to serve a probationary period of nine months. What is a Temporary Agent? Temporary Agents may be employed to perform a wide variety of tasks for nonstandard (highly specialised jobs) or temporary tasks, essentially the same kind of work as permanent Commission officials. However, this depends on factors such as the temporary needs of the Agency and the situation with regard to filling vacant posts. Temporary Agent contracts are offered for two years + one with the possibility of renewal for an indefinite period. - 2 -

Temporary Agent posts are classified according to the nature and importance of the duties in: Administrators' function group (AD): comprises twelve grades from AD5 to AD16 corresponding to technical, administrative, advisory, linguistic and scientific duties Assistants' function group (AST): comprises eleven grades from AST1 to AST11 corresponding to executive, technical and clerical duties. Temporary Agents are required to serve a probationary period of six months. Information concerning Temporary Agents within the meaning of Article 2 of the Conditions of Employment of Other Servants of the European Communities can be found on the website (http://ec.europa.eu/civil_service/job/contract/index_en.htm) of the European Commission's Directorate General of Personnel and Administration. 9. What is a CAST list? A CAST is a selection procedure for contract staff, intended for a fixed-term contract. The EU Institutions and Agencies employ staff on these fixed-term contracts to provide additional capacity in specialised fields where there are not enough permanent officials with the required skills. Contracts are offered for specific administrative tasks, and generally limited in duration. Contract staff are recruited from a pool of applicants (CAST lists) kept in a database following a selection procedure usually organised by the European Personnel Selection Office (EPSO). The difference between an open competition and a CAST selection procedure is that there is no assessment centre stage and the number of successful candidates is not predefined. Regular selection procedures of contract staff for a limited number of generalist profiles such as secretaries, administrative staff, human resources staff, financial managers, auditors, IT and telecommunications specialists, are introduced on more or less an annual basis. Following my placement in the EPSO CAST database, how can I check whether this list is open also for the INEA? Each EPSO CAST list/database is open for a specific group of Institution(s). I'm not on a CAST list. Can I still apply for a vacant position? Yes, but only for a temporary post which doesn't require you to be on an EPSO CAST list. 12. What language should I use in my application? You may use any EU official language in your application. However, as noted in all our vacancy notices, we invite you to use English in order to speed up the selection process. Nevertheless, you are not disadvantaged in any way if you apply in one of the other EU official languages. 13. How can I apply for a post in the Agency? On our Job Opportunities' page, you will find a big orange rectangle where you can click on to access our e-recruitment tool and start your application. 14. Can I send a normal CV or is there a specific format? As mentioned in each vacancy notice, candidates must submit detailed curriculum vitae in EU CV format (http://europass.cedefop.europa.eu/en/home). This is not one of the eligibility criteria but it is welcome to apply in this format. 15. I come from a country that is not an EU Member State can I still apply for a vacancy advertised by the Agency? No. You must have the nationality of an EU Member State in order to be eligible to work in the Agency. 16. I have a degree from a country that is not an EU Member State; am I eligible for a vacancy advertised by the Agency? Holders of university diplomas and degrees received in a country that is not an EU Member State should have the degree officially recognised in an EU Member State in order to be eligible to apply for a position at the Agency, which requires such a degree. 17. What is the age limit for applying for a post at INEA? The EU Staff Regulations stipulate a mandatory retirement at age of 66 (https://myintracomm.ec.europa.eu/hr_admin/en/pension/retirement/ageretirement/pages/from-01-2004.aspx). Candidates who have not yet reached this age are free to apply for any suitable position at the Agency. - 4 -

18. I'm currently working in the Commission as a Contract Agent and my contract is ending. Am I eligible to work at the Agency? Yes. You are invited to apply for a position at the Agency if you fulfil all the eligibility and essential criteria. 19. I served my military service before/during my studies and in my country, military service is obligatory. Does this count as work experience? Obligatory military service counts as work experience even if it is served before the date you obtain your degree. 20. I have not done my military service yet but, in case I get the job I could finish it within 1 month. How do I reflect this in the application form? If the military service is compulsory for you in your country, you must have fulfilled your obligations by the date of taking up duties. The Agency will not postpone the starting date to accommodate the military service of an individual. You can therefore apply at this stage but you have to give the necessary explanations in your motivation letter. 21. I do not have the required years of experience, can I apply anyway? You are free to submit your application. However, if you do not have the required level of education and years of work experience for the specific post, your application will be excluded as it does not meet the formal requirements and selection criteria. 22. Can I apply for more than one open position at the same time? Yes. However, it is mandatory to apply to each position separately within our e- recruitment tool and pay attention to each application's related documents. 23. Where are INEA's vacancy notices published? On our website, our Parent DG's Intranet, on EC Permanent Representations' websites, LinkedIn, Twitter, EurActiv JobSite, EuroBrussels and on the EPSO website. You may also find our jobs advertised on other sites to enhance the exposure of the vacancies. 24. Are all applications and applicants that come to the Agency treated in the same way? The Agency applies a policy of equal opportunities and accepts applications without bias on the grounds of gender, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation. 25. If I made a mistake or forgot to attach a document in my application but have already submitted my application, can I ask the Agency's HR department to correct or attach it? It is the sole responsibility of the candidate to ensure that the information provided in the application form is complete, correct and consistent with the CV. The Agency's HR Recruitment team cannot correct, modify or delete an application as submitted by the candidate. Candidates who realise a mistake or omission after submitting their application (and before the deadline for applications), may inform the Agency's HR Recruitment team by e-mail (INEA-HR-INFO@ec.europa.eu). - 5 -

26. Will I receive a confirmation that my application has been correctly received? As soon as your application is received in the Agency's e-recruitment tool, as mentioned in the vacancy notice, you will automatically receive an acknowledgement of receipt automatically sent by the e-recruitment tool. If you do not receive such a confirmation, please contact us (INEA-HR-INFO@ec.europa.eu). 27. How long do vacancies remain posted on the site? Vacancy notices remain on the site until the closing date that is clearly indicated on the vacancy notice. 28. Can I also send my application by post? No. All applications must be submitted within our e-recruitment tool. 29. Since submitting my registration, my e-mail address has changed. How can I notify the Agency about it? Please note that the e-mail address you provide with each application must be valid for the duration of the selection procedure as it cannot be changed. 30. Can I contact the Selection Committee members to give them some helpful information? No. Candidates are strictly forbidden to make any contact with the members of the selection committee, either directly or indirectly. Any infringement of this rule will lead to disqualification from the selection procedure. 31. How often are new jobs posted on your website? New vacancies are posted regularly, please check frequently. 32. How long does the recruitment procedure take? The entire recruitment procedure may take up to three months from the date when the position is advertised to the final offer being made. However, the overall length of the process also depends on other factors, including the number of applications for a given position etc. so this estimate should only be used as a benchmark. 33. When could I expect an invitation for an interview? The time taken to invite applicants for an interview depends on the number of applications received for the particular vacancy notice. It is important to bear in mind that, in the future, we will publish a number of vacancies simultaneously. Therefore, it may take up to 6 weeks from the closing date of the vacancy notice before the invitations for interviews first can be sent out. This is in part attributable to diligent observance of the strict recruitment rules applied in the Agency, which require detailed scrutiny of every application - notwithstanding the number of vacancies or applications per vacancy. 34. I missed the deadline for a selection procedure. Can I still send my application? - 6 -

Once the deadline for the selection procedure for a vacancy has passed, the e- recruitment tool does not allow you to apply for the position concerned. If ever you success in submitting your application, please note that this one will be considered as not eligible. Unless indicated, applications will be accepted with a time stamp until 12:00 (noon) Brussels time (GMT+1) on the date of the deadline. 35. How long do the tests and interview take? Contract Agents FGI/FGII: no written tests. The interview usually takes 30 minutes. Contract Agents FGIII/FGIV: the test (case study) takes 30 minutes and the interview 30 minutes. It means a total of 60 minutes. Temporary Agents: the tests (case study and multiple choice questions) and the interview usually take 75 minutes (including 45 minutes for written tests). 36. If I'm invited for an interview, is my travel to Brussels refunded? All candidates who come for an interview and have their official residence (as indicated in your application) located 150 km or more from Brussels are reimbursed according to the Agency's rules on travel reimbursement. Together with your invitation letter, you will receive the guidelines for the reimbursement, along with the legal entity and financial identification forms. 37. Is it possible to lodge an appeal against the decision of the Selection Committee? An applicant who would like further information, or considers that he/she has grounds for complaint concerning a particular decision may, at any point in the selection procedure, request further information from the Chairperson of the Selection Committee by contacting the Agency's HR Recruitment team (INEA-HR- INFO@ec.europa.eu). 38. I am on a INEA reserve list. Do you have any vacancies corresponding to my profile? A place on a reserve list does not automatically guarantee an offer of recruitment. However, during the validity of the reserve list (usually one year/ may be extended to two years), you may be invited for a second interview should your profile, skills and experience match our vacancy requirements and if the reserve list still is valid.
