DEFINITION BROWNFIELD: An abandoned, vacant, derelict or underutilized commercial or industrial property where past actions have resulted in actual or perceived contamination and where there is an active potential for redevelopment. Source: Defined by the National Round Table on the Environment and the Economy.

PURPOSE OF THIS GUIDE The definition of brownfield can include a range of different sites where previous uses may have resulted in actual contamination or the perception that contamination may be present such as:» A former gas station;» An abandoned mill;» An underused industrial warehouse;» An old railyard;» A former landfill; and» A former institutional site; These types of sites are common in cities and towns across British Columbia. They can be difficult to redevelop for a number of reasons, including the high costs of assessment and remediation, and the potential for future liability for cleanup costs and damages that would expose owners to financial risk. These sites may pose a risk to human health and to the environment as a result of potential contaminants. They are also aesthetically unappealing, which can have a negative impact on the image and land values of the neighbourhood and community. Redevelopment of brownfields can provide a number of benefits to the community, including certain reuses that could catalyze the revitalization of the community. However, the costs of these projects can be prohibitive, especially in smaller, rural communities where there can be a lower demand for development land. The success of these types of projects can depend on finding other ways of shifting the business case for redevelopment from red to black; environmental remediation required for these projects can make this a challenge. Many government agencies, non-profit organizations, and other entities manage programs that provide funding for these purposes. However, an understanding of how these available resources can support a project can be key to the successful implementation of a brownfield project. This booklet provides information to assist local governments, First Nations, community groups, non profits / not-for-profits, and other organizations when they are engaging in projects to redevelop brownfields within their communities, and looking for financial support to make the project viable. In this booklet, you will find:» A brief summary of the nature of funding for brownfield redevelopment is provided here, which outlines general details about how to apply and what types of funding are available;» An easy-to-use matrix that summarizes programs and presents contact information; and» A longer summary of each funding program, including requirements for funding, links to applications, and other program details. FUNDING OPPORTUNITIES FOR BROWNFIELDS Typically, support programs for brownfield redevelopment fall into two general categories:» GRANTS These programs provide funds to the organization outright to support their activities with redevelopment. Repayment is not required.» LOANS These programs provide loans to organizations to support costs. These loans typically have repayment schedules, interest rates, and other terms that are very generous when the risk of the project is considered. Currently, available funding in the form of loans tends to be much larger than funding available through existing grants. Additional nonmonetary sources of support may also be available. Technical assistance, in-kind donations of time from local governments, volunteer labour from the community, and other forms of support may also be ways for organizations to help brownfield redevelopment projects in their communities. FUNDING BY PROJECT PHASE / TIMING FUNDING BY PROJECT TYPE Specific funding sources may apply to individual phases of a project. There are four general brownfield management phases that have been used in the table section of this guide to demonstrate potential uses of funding: STEP 1: COMMUNITY PLANNING In this step, plans are developed to create a strategy for managing brownfields over an area. These plans can include specific brownfield strategy plans, as well as broader sustainability plans, Official Community Plans, etc. STEP 2: SITE ASSESSMENT AND PLANNING This step involves investigating a specific site to determine the level of contamination present, identifying targets for cleanup, and developing management plans to achieve these levels of cleanup. STEP 3: REMEDIATION / RISK MANAGEMENT Step 3 involves the actual work to remediate a site and prepare a site for reuse. This includes not only the necessary building demolition and physical site preparation, but also the remediation of the contamination and risk management approaches to deal with any contamination remaining on the site. STEP 4: REDEVELOPMENT This phase involves the actual construction of infrastructure and buildings on a site to allow it to be put back into use. This may be towards a final use, but can also include interim or temporary uses. Continuing management and monitoring of remaining contamination may also be required. There are different types of funding available for brownfield projects in the community. Many of these address specific types of projects, such as:» INFRASTRUCTURE Certain programs provide funding for the development of local capital assets, such as water and wastewater supply systems, community energy systems, and local transportation infrastructure.» TRAINING Funds are often available to support members of the local community to gain job skills and work experience in areas related to brownfield redevelopment. This may include focused job skills training for young people facing barriers to employment.» CAPACITY BUILDING In addition to developing local capacity through skills training with individuals, programs may also seek to improve the ability of local organizations to manage brownfields overall. This can include the creation of new local plans and policies, as well as the development of skills and abilities within organizations.» COMMUNITY REVITALIZATION Brownfield redevelopment can be connected with broader goals in community revitalization, which may also be targets for funding support to local communities.» RENEWABLE ENERGY In cases where a site may not be financially attractive for full redevelopment, one possible interim use for these sites may be to provide a site for renewable energy production, such as through wind or solar facilities. This can be beneficial for a site with low redevelopment potential, and deal with clean air and climate change issues.» DEMONSTRATION OF NEW METHODS Some programs may look to demonstrate new approaches for managing brownfields. This can include both pilots for new technologies for assessing, remediating, managing, and monitoring a site, as well as new ways of approaching the management of the project itself. 6 A COMMUNITY RESOURCE GUIDE FOR BROWNFIELDS REDEVELOPMENT: PROJECT FUNDING

» GREEN BUILDING Green building programs often recognize the benefits to the reuse of a contaminated site within a community, and development on these sites can be closer to accreditation as a green building. With additional considerations in development, funding that supports green building may be a strong option for brownfield redevelopment projects.» CLIMATE CHANGE A number of programs are designed to manage the issue of climate change. Brownfields can provide a number of benefits that can help to reduce the effective emissions of greenhouse gases.» AFFORDABLE HOUSING Affordable housing funding programs are often a source of funding for brownfield redevelopment, especially in areas where infill sites close to local services are in former industrial or commercial areas of a city or town. WHAT YOU SHOULD CONSIDER WHEN APPLYING There are important considerations when applying for any type of funding:» PROVIDE A VISION AND GOALS FOR YOUR PROJECT Above all else, funding programs are looking to leverage their funds to provide the greatest value to communities. Outlining a focused and attractive vision that defines the end goals of the project and describes the social, economic and environmental benefits to local stakeholders can be the most crucial part of a funding application.» PRESENT STRONG CONNECTIONS WITH THE COMMUNITY Strong local support for a project can also be very important to demonstrate value to the community. Providing evidence of the backing of local governments, community groups, businesses, and other organizations can be important in establishing the benefits of a redevelopment project.» PLAN AHEAD Certain programs may have rolling deadlines, but others accept applications only during limited times of the year. Funders may also have other requirements: Developing a strategy to apply for outside support needs to consider these deadlines and requirements in project planning, as well as alternative sources of funding in case these funds do not come through.» WORK IN PHASES Developing a strategy for project funding, especially for larger projects, may benefit if that project is considered in phases. This can allow for flexibility in project planning, and allow for a new strategy if other issues with the site arise or funding does not come through.» DEVELOP PARTNERSHIPS WITH OTHER TYPES OF ORGANIZATIONS Certain programs such as the Green Municipal Fund provide funds for projects owned and managed by local governments, or for projects where a local government is a genuine partner with active involvement. Other programs may provide funds to nonprofit organizations instead. Partnerships that involve different types of groups may be more successful at attracting a range of funding.» STACK FUNDING WHERE POSSIBLE Many of the grant and loan programs that work to support brownfield redevelopment projects will only provide a small fraction of the total cost to investigate and redevelop a site. In most cases, this funding may not be sufficient to cover environmental assessment and cleanup costs and make the project financially feasible. Project coordinators should look to stack funding where possible, applying for a number of awards and using combined funds to meet additional project needs.» FUNDING CAN ATTRACT MORE FUNDING Individual programs may only be able to provide a small amount of funding, but they want to leverage their funds to provide the largest benefits possible. Other awards can present evidence that there is additional support for the project elsewhere, and that other funding will also help to cover the additional expense of redeveloping a brownfield.» APPLY EARLY Many of the funding programs that offer support to organizations can require that phases are not started when funding is granted. Dates of deadlines and notifications about awards should be considered when coordinating long-term plans to make sure that projects are still eligible.
