Sponsored by: Select Committee on Mental Health and Substance Abuse Services A BILL for AN ACT relating to mental health and substance abuse appropriations; providing appropriations as specified; specifying conditions; continuing a study of mental health and substance abuse services delivery systems; and providing for effective dates. Be It Enacted by the Legislature of the State of Wyoming: 0 grants. Section. Strategic alcohol prevention framework (a) In addition to any federal funding provided under the strategic prevention framework state incentive grant (SPF/SIG) program, there is appropriated six hundred thousand dollars ($00,000.00) from the general fund to the department of health for the biennium beginning July, SF000

The funds appropriated under this section shall be used by counties receiving grants to: (i) Prevent the onset and reduce the progression of substance abuse, including underage drinking; (ii) communities; and Reduce substance abuse related problems in 0 (iii) Build prevention capacities and infrastructure at community levels. (b) The funds appropriated under this section shall be distributed by the mental health and substance abuse services division of the department of health to a single applicant selected from within each of the counties and the Wind River Indian Reservation, based upon recommendations of the state epidemiological workgroup. 0 (c) Only one () application from each county and the Wind River Indian Reservation shall be accepted. If more than one () application is received from within a county or the Wind River Indian Reservation, all applications from that county or the Wind River Indian Reservation shall be SF000

Each recipient of funds under subsection (b) of this section shall receive a grant not to exceed fifty thousand dollars ($0,000.00) for the biennium beginning July, 00 and ending June 0, 00 to address the goals specified under subsection (a) of this section. Section. Substance abuse residential treatment for 0 women and women with children. 0 (a) There is appropriated one million six hundred ninety-three thousand six hundred dollars ($,,00.00), or as much thereof as necessary, from the general fund to the department of health for the biennium beginning July, 00 and ending June 0, 00. The funds appropriated under this section shall be used to allow the mental health and substance abuse services division of the department of health to fund not more than sixteen () beds and the reasonable start up costs related to those beds in the southeast region of the state for women who need substance abuse treatment services and their children. 00 STATE OF WYOMING 0LSO-000 (b) Services authorized under this section may include arranging for or providing: (i) Child care for children of eligible women while the women are receiving substance abuse treatment; (ii) Case management services; (iii) Transportation; 0 (iv) Education; (v) Primary health care; and (vi) Therapeutic interventions. Section. Crisis stabilization services. (a) There is appropriated five million one hundred 0 seventy-seven thousand four hundred thirty dollars ($,,0.00), or as much thereof as necessary, from the general fund to the department of health for the biennium beginning July, 00 and ending June 0, 00. The funds appropriated under this section shall only be used to SF000

00 STATE OF WYOMING 0LSO-000 provide crisis stabilization services in four () regions of the state as specified in subsection (b) of this section. The services authorized under this section shall include community based, short-term intervention for adults who are experiencing an acute mental health crisis and are in need of twenty-four () hour intensive mental health treatment and stabilization, and may include persons with co-occurring disorders. Community mental health centers 0 providing crisis stabilization services shall ensure that the services can be provided in a setting staffed twentyfour () hours per day and seven () days per week, with the availability of medical services as necessary. Mobile teams and in-home services may also be provided, based on individual client needs. To maximize existing resources, community mental health centers in a region specified in subsection (b) of this section may collaborate in developing and providing the necessary services. 0 (b) The department of health, mental health and substance abuse services division, may enter into contracts for the fiscal biennium beginning July, 00 and ending June 0, 00 with community mental health centers that agree to provide crisis stabilization services in regions designated as follows: SF000

00 STATE OF WYOMING 0LSO-000 (i) In the Basin region of the state, the division may contract for not more than six () crisis stabilization beds at a cost not to exceed one million three hundred fifty-six thousand four hundred fourteen dollars ($,,.00); 0 (ii) In the central region of the state, the division may contract for not more than six () crisis stabilization beds at a cost not to exceed one million thirteen thousand seven hundred two dollars ($,0,0.00); (iii) In the northeast region of the state, the division may contract for not more than six () crisis stabilization beds at a cost not to exceed one million three hundred fifty-six thousand four hundred fourteen dollars ($,,.00); 0 (iv) In the southwest region of the state, the division may contract for not more than eight () crisis stabilization beds at a cost not to exceed one million four hundred fifty thousand nine hundred dollars ($,0,00.00). There is appropriated forty thousand dollars ($0,000.00), or as much thereof as necessary, from the general fund to the department of health for the biennium beginning July, 00 and ending June 0, 00. This appropriation shall be included in the agency's standard budget request for the biennium beginning July, 00. The funds appropriated 0 under this section shall only be used to provide specialized training to judges, attorneys and mental health, substance abuse and other providers who work with persons who may need mental health or alcohol or substance abuse treatment services. Section. Select committee on mental health and substance abuse services. 0 There is appropriated sixty thousand dollars ($0,000.00) from the general fund to the legislative service office for the period beginning July, 00 and ending December, 00. The funds appropriated under this section shall be expended as necessary to pay the costs and expenses of the select committee on mental health and substance abuse SF000

00 STATE OF WYOMING 0LSO-000 services to enable the committee to continue its study of issues during the 00 and 00 legislative interims and to propose legislation for a more cost effective and accessible delivery system of services for persons in need of mental health or alcohol or substance abuse treatment. Section. 00 Wyoming Session Laws, Chapter, Section (a)(intro) is amended to read: 0 Section. Substance abuse treatment residential services. (a) There is appropriated two million one 0 hundred thirty-one thousand three hundred seventeen dollars ($,,.00), or as much thereof as is necessary, from the general fund to the department of health, substance abuse division, for the fiscal year beginning July, 00 and ending June 0, 00. The funds appropriated under this subsection shall only be used to fund reasonable start up costs and treatment services to increase the capacity of community substance abuse treatment centers to provide residential treatment.
