CITY OF ALHAMBRA FOR YOUR RECORDS FIRST TIME HOMEBUYER PROGRAM DOWN PAYMENT ASSISTANCE The First Time Homebuyer Program (FTHB) Down Payment Assistance offered by the City of Alhambra and funded by the Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME), assists renting Alhambra families become FTHB homeowners. 1. OVERVIEW: Qualifying for the First Time Homebuyer Program Down Payment Assistance is based upon the following eligibility criteria: a. Must be a resident of the City of Alhambra for two consecutive years at the time of application. b. Must be a United States Citizen or Legal Permanent Resident. c. Must have 2% of the down payment money based upon the purchase price of the house to be bought. d. Have not owned, or been on Title, on any real property within the United States within the past three years. e. The assisted property must be the Buyer s principal place of residence during the affordability period. f. The purchased property must be located within the City of Alhambra. (The house may be a single-family home, a townhouse, or a condominium). g. Your first mortgage must be a 30 Year Conventional Fixed Rate Loan. h. The property must remain affordable for 15 years. i. Prior to making an offer on a home, each house must be inspected by the City of Alhambra,. j. Within escrow, a certified building inspection company must inspect the house, and each buyer must have a one-year warranty plan. FTHB Program Overview 2012- rev 02.22.13 Page 1

PURCHASE PRICE LIMIT: $374,500.00 for Town homes and Condominiums $508,250.00 for Single Family Homes 4. DOWNPAYMENT ASSISTANCE LOAN: $75,000.00 5. PAYMENT TERMS: If the remains in the unit for the entire 15 year affordability term, the loan and interest (if applicable) will be forgiven. The FTHB assistance provided by the City shall be evidenced by a Promissory te secured by a Trust Deed junior to the initial First Trust Deed provided by the lender participating in the initial buying of the property. In addition, a tice of Declaration of Covenants, Conditions and Restrictions (CC&R s) will be recorded detailing recapture restrictions by the City of Alhambra. The recapture provision becomes effective when FTHB Homeowner does one of the following: a. The Owner sells, transfers, or assigns title to the home b. The Owner does not utilize the property as the principal place of residence during the length of the affordability period c. The Owner refinances (taking cash out) d. Unauthorized refinancing of the first trust deed e. Prepays the loan before 15 years, but the 15 year affordability covenant remains. The method of recapture provision to be utilized by the City of Alhambra is the Ongoing Commitment to the First Time Homebuyer Program. This option allows the City to reinvest the Net Proceeds to assist future qualified First Time Homebuyers. FTHB Program Overview 2012- rev 02.22.13 Page 2
