October 30, 202 OCSO TRAFFIC STOP LEADS TO CREDIT CARD COUNTERFEITER An Okaloosa County Sheriff s deputy who made a traffic stop on a man driving erratically on Interstate Ten October 26 th discovered marijuana, an unusual amount of credit cards, a laptop computer, a credit card reader/coder and bundles of merchant store gift cards inside the car. 48-year old Jesus Bello told investigators he was traveling from Lafayette Louisiana to his home in Miami and refused to answer questions about the credit card encoder. The OCSO conferred with the Secret Service in Tallahassee, which confirmed that Bello possessed what is described as a credit card counterfeit operation. The suspicious credit cards turned out to be fake. Bello in fact had thirty-nine credit cards with his name on the front, along with 5 merchant gift cards believed to be counterfeit. He has been charged with possession of marijuana, possession of drug paraphernalia, trafficking in counterfeit credit cards, possession and transfer of credit card making equipment, and use of a scanning device or re-encoder to commit fraud. ###

[ STATEMENT OF PROBABLE CAUSE / NARRATIVE ] On Friday, October 26, 202, at approximately 000 hours, I conducted a traffic stop on an Infinity QX56 eastbound on Interstate ( I-0) near the 64 mile marker, Okaloosa County. The Infiniti SUV displayed Florida tag #BQM V90 and was gray in color. The reason for the stop was for failure to maintain a single Lane and for following too closely. The vehicle was occupied by the owner and driver, Jesus Bello. Mr. Bello provided me with A Class E Operators License # Mr. Bello was explained the reason for the traffic stop and was cooperative. Mr. Bello provided verbal consent to search his vehicle which was recorded via Digital Alley digital video recording system. Part of my duties as a Deputy Sheriff assigned to the Interstate Interdiction Team is to intercept illicit drugs and or monies. Based on my training and experience, I have a working knowledge of the odor of marijuana and or description. During the non-custodial consensual search of Mr. Bello s vehicle, a tin container with an attached rolling device was discovered with what appeared to be suspected marijuana and or paraphernalia. Upon discovery of the suspected marijuana, Jesus Bello spontaneously stated the marijuana was for recreational use. The said substance was field tested with a Quick Chek test kit which resulted positive for the presence of THC. When the marijuana/cannabis tested positive, Jesus Bello was given rights advisement and once again stated the cannabis was for his recreational marijuana. While further searching the vehicle, an unusual amount of various credit cards were observed about the vehicle. Also noted was a laptop computer and a credit card reader/coder. Also observed inside the vehicle were several bundles of merchant store gift cards. Mr. Bello was detained for the narcotics violation and transported to the North District Sheriff s Office. While at the North District Sheriff's Office, Investigator Mike Irwin conducted an interview with Jesus Bello. During the said interview, Mr. Bello stated that he was traveling from Lafayette Louisiana to his home address in Miami. Per Bello, the credit card encoder belonged to a friend, Wilford Lafiti in Lafayette, Louisiana. After further conversation, Bello stated he would take full responsibility for the items discovered inside his vehicle. When asked to describe the credit cards that he possessed, he could only name three. When questioned about the credit card encoder, Jesus Bello invoked his right to counsel. Subsequent investigation into the suspicious credit cards revealed that they were in fact counterfeit. Coordination with Special Agent, Emily Beyer, United States Secret Service, Tallahassee, Florida confirmed that Jesus Bello possessed what is described as a credit card counterfeit operation. Photos of the credit cards were e-mailed to Special Agent Emily Beyer which through coordination with her agency confirmed the credit cards were in fact fraudulently manufactured and or counterfeited. An inventory of the credit cards revealed that Jesus Bello possessed 39 credit cards with his name depicted on the front. Also in his possession were 5 merchant gift cards which are believed to be counterfeit. Based on the aforesaid facts, I have reason to believe that Jesus Bello did in fact commit the offenses of Possession of Marijuana, Possession of Drug Paraphernalia, Traffic in Counterfeit Credit Cards, Possession and Transfer of Credit Card Making Equipment, and Use of Scanning Device or Re-encoder to defraud to wit: Jesus Bello knowingly and intentionally possessed marijuana and paraphernalia for his recreational use which is evidenced by a presumptive field test and his admission along with his intentional possession of 39 credit cards and 5 gift cards which are believed to be counterfeited for his personal/monetary gain. This is evidenced by the credit card number not matching the magnetic number along with an abundance newly purchased merchant items with no receipt and or means of tracing the said items. Jesus Bello could not identify his personal credit cards (39) nor give a reasonable explanation for possession of a laptop computer along with a credit card encoder. There is reason to believe that Jesus Bello is pairing the laptop computer with the encoder to encrypt credit cards with fictitious information for monetary gain. These offenses violate Florida State statutes 893.47(), 893.3(6b), 87.6, 87.63, 87.625 and occurred in Okaloosa County.
