REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING DESIGN SERVICES A. INTRODUCTION The City of Gary, Indiana (City) is interested in receiving written responses to its Request for Qualifications from Professional Engineering Firms (Respondent) related to the preliminary engineering and design for the reconstruction of Industrial Highway and the design of a multi-use path. Upon receiving responses, the City will review the Respondents leading to the possible selection of a design firm and the negotiation and execution of a professional services contract. B. PROJECT OVERVIEW The City intends to reconstruct Industrial Highway beginning southeast of the abandoned EJ&E Railroad Bridge and ending at the north end of the northern bridge approach for the bridge over the South Shore Railroad. Also included in this project will be the installation of a multi-use path within the same project limits. This project is to take a complete streets approach, following NIRPC requirements. Upon completion of the design, the construction of the Project will be publicly bid in accordance with Indiana public bid laws. It is the City s expectation that the design of the Project will begin shortly after award of the professional services contract. This project will be coordinated with NIRPC and will be bid through INDOT s LPA process utilizing both federal and local funding. C. PROPOSED SCOPE OF SERVICES The City is requesting responses to its request for qualifications ("RFQ") for professional engineering design services that will include providing project management and civil engineering design services. The City expects that the selected firm will be fully capable to perform the following activities. Engineering assessment and alternatives analysis Environmental document preparation Right-of-way and Topographic survey of existing features Geometric design of roadway and multi-use path Geotechnical engineering and design Pavement design following INDOT protocol Utility coordination Drainage design Water main design ADA compliance Page 2
D. Minimal Qualifications and Preferences For the purposes of review and the possible selection of a design firm, the City has established minimum mandatory qualifications for evaluation that the lead consultant must have. Many of these qualifications are directly linked to INDOT s prequalification requirements. Additionally, the City has identified some preferences that will add value to the project and will potentially improve the overall efficiency and quality of the work. Minimal Qualifications: INDOT 3.1 Non-complex Traffic Capacity and Operations Analysis INDOT 4.1 Traffic Safety Analysis INDOT 5.4 Ecological Surveys INDOT 5.5 Wetland Mitigation INDOT 5.11 ESA Screening, Phase I and Phase II, Remedial Design INDOT 6.1 Topographical Survey INDOT 7.1 Geotechnical Engineering Services INDOT 8.1 Non-Complex Roadway Design INDOT 8.2 Complex Roadway Design INDOT 12.1 Project Management for Acquisition Services INDOT LPA Certification Project Managed and Approved by Indiana Licensed Professional Engineer City Preferences: Local office within Lake County Thorough knowledge and understanding of Industrial Highway and project background Relationship with RDA City of Gary design experience INDOT experience NIRPC experience Regional engineering experience Road reconstruction design experience Multi-use Path experience Scoring preference will be given to individual firms or teams whose prime firm can demonstrate that they meet the minimum qualifications and preferences. E. REQUIRED INFORMATION FOR RESPONSE TO RFQ Responses are to be limited to twelve (12) 8 ½ x 11 pages that include Identification, Qualifications, Key Staff, and Project Approach. Appendices may be attached to the back of the response and will not count toward page limit. Appendices shall only include Page 3
firm disclosures, key staff resumes, and a maximum of three project examples. Each response to this RFQ shall, at a minimum, include all of the following: 1. Identification, Qualifications and Key Staff a. Provide the firm name, address of the responsible office from which the work will be performed and the name, phone number, and email address of the contact person authorized to negotiate for the associated work. b. A brief description of the firm, its experience and capabilities, length in business, and how its selection would benefit the City; c. A detailed description of the firm s experience in providing project management and civil engineering design services on related projects for any local or state public project located within the region; d. List the Project Manager and other key staff members and the percent of time the project manager will be committed for the contract, if selected. Address the experience of the key staff members on similar projects and the staff qualifications relative to the required item qualifications. e. Describe the capacity of consultant staff and their ability to perform the work in a timely manner relative to present workload. f. Breakdown of how firm or team meets minimum qualifications and preferences of this RFQ. 2. Project Approach Provide a description of your project approach relative to the advertised services. Confirm that the firm has visited the project site. For all items address your firm s technical understanding of the project or services, cost containment practices, innovative ideas and any other relevant information concerning your firm s qualifications for the project. 3. Firm Disclosures a. A statement confirming Respondent has all requisite licenses in Indiana; b. Details of any relevant criminal investigation or conviction, material pending litigation, regulatory or civil enforcement action pending against Respondent s business or whether Respondent is on a "banned" list or otherwise prohibited from bidding on or obtaining work from any public entity, past or current ethics violations or formal complaints with City, INDOT, the State of Indiana, or the Indiana Professional Licensing Board; and, c. A copy of Respondent's insurance certificate detailing all insurance policies and limits. Respondent must have active professional liability insurance with minimum coverage levels of $1,000,000 per occurrence and $2,000,000 aggregate limit. Page 4
F. RESPONSE TO RFQ DEADLINE All Respondents interested in providing professional engineering design services for the Project shall submit their respective response to this RFQ by no later than 10 a.m. on January 15, 2014. All Respondents shall timely submit four (4) copies of their responses to this RFQ to the attention of Mr. Dwayne Williams, Director of Planning to the following location: Dwayne Williams Director of Planning City of Gary 401 Broadway, Suite 303 Gary, IN 46402 219-881-5090 dwwilliams@ci.gary.in.us The City expressly reserves in its sole discretion the right to change this due date or time for responses to the RFQ and to open any response received after the due date and time. G. IMPORTANT INFORMATION 1. The City will review all valid responses to the RFQ and make a final decision on the responses. The City may elect to award the project to one Respondent, reject all responses and re-post the RFQ, or to cancel the Project. 2. The City creates no obligation, expressed or implied, of any kind or description in issuing this request or receiving a response. Neither this request nor the response shall be construed as a legal offer. 3. The City assumes no responsibility or liability for any expenses incurred by the Respondent, or prospective Respondent, in connection with the preparation or delivery of a response or any action related to the process of completing and submitting a response to this request. 4. The City reserves the right to reject any and all responses with or without cause and waive irregularities in all procedures related to this request. 5. The City shall be deemed owners of all information and documentation submitted by Respondents to this RFQ. 6. Responses to this RFQ may be modified or withdrawn in writing if received prior to the exact hour and due date specified for receipt of responses. The Respondent s authorized representative may also withdraw the proposal in person, providing his or her identity is made known and he or she signs a receipt for the Page 5
withdrawn response. Responses may not be withdrawn after the due date and time for submission has passed except upon the express written consent of the City. H. QUESTIONS Any questions regarding this RFQ shall be submitted in writing to Mr. Dwayne Williams at dwwilliams@ci.gary.in.us by no later than 4 p.m. on January 14, 2014. The City will determine the questions that merit a response and a list of the responses will be distributed shortly thereafter to all known Respondents. The City reserves the right to judge whether any questions should be answered. Only written answers issued by the City or its legal counsel will be considered official and valid. I. COMPLIANCE WITH LAWS Responses shall be in compliance with all laws, rules, regulations, codes and standards applicable to this RFQ and the Project. Respondent shall be responsible for obtaining and maintaining all necessary licenses in the State of Indiana to provide all the professional engineering design services requested herein. J. AWARD The award of any contract arising out of this RFQ and its final negotiation and execution shall be at the sole discretion of the City.
