The Local Planning Authority have worked with the applicant in a positive and proactive manner based on seeking solutions to any problems arising in relation to dealing with this application and have implemented the requirement in National Planning Policy Framework paragraph 187. In reaching this decision, the Local Planning Authority has had regard to the following: SPLIT DECISION The proposed illuminated fascia advertisement on the building is considered acceptable in scale and design and complies with the National Planning Policy Framework. The proposed illuminated free standing totem sign located in the south-east corner of Champions Business Park would result in an excessive concentration of advertising matter on the site which the Local Planning Authority considers would create a cluttered appearance to the detriment of the visual amenity. The proposed totem sign is contrary to the National Planning Policy Framework. Wirral Borough Council hereby grants Advertisement Consent for the development specified in the application and accompanying plans submitted by you subject to the following conditions:- 1 Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Local Planning Authority. 2 Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. 3 Where an advertisement is required under these Regulations to be removed, the removal shall be
carried out to the reasonable satisfaction of the Local Planning Authority. 4 No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of, any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway or aerodrome (civil or military). 5 No advertisement is to be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission. 6 This consent shall expire after a period of 5 years from the date of this permission. Rights of Appeal If you disagree with any of the conditions in this decision, other than those which have been imposed to comply with Regulations made under the Town and Country Planning Act 1990, you are entitled to appeal to the Secretary of State.
