Crossing the KET valley of death

Crossing the KET valley of death 1 st objective Supporting industrial pilot lines in the EU First production INFRASTRUCTURES Success of dedicated calls for KET industrial pilot lines - in the field of Microelectronics (ENIAC, ECSEL) - in other domains crossed cutting KET s (2014- H2020)

Crossing the KET valley of death 2 nd Objective (on progress) Stimulate investment in manufacturing industry in the Eu Mass production infrastructures IPCEI «Juncker Plan»

Crossing the KET valley of death Last but not least Objective Support to technology infrastructures RTO s infrastructures

Crossing the KET valley of death as seen by a large company RTO s infrastructures Co-development on RTO KET Infrastructure Proof of concept &Technological demonstrators Transfer to Industry Pilot line Industrial Site Mass Prod

Crossing the KET valley of death as seen by SMEs Bottleneck for SME s Co-development on RTO KET Infrastructure Proof of concept &Technological demonstrators Transfer to Industry Pilot line Industrial Site P.L. decision more difficult Most SMEs cannot afford the investment needed to operate a pilot line even if a public grant is provided. They also evolve in a particular business, usually mono-product requiring primarily low scale production. >> Some innovative SMEs have cuttingedge technology in-house, but often no pilot lines or/and manufacturing infrastructure to turn the technology into consumer goods and services. Mass Prod

Crossing the KET valley of death as seen by SMEs Bottleneck for SME s Co-development on RTO KET Infrastructure Proove of concept &Technological demonstrators Pilot line Industrial Site Mass Prod Alternative way for SME s Fabrication of early series of product Prototypes Using RTO s KET Infrastructure Most SMEs cannot afford the investment needed to operate a pilot line even if a public grant is provided. They also evolve in a particular business, usually mono-product requiring primarily low scale production. >> Some innovative SMEs have cuttingedge technology in-house, but often no pilot lines or/and manufacturing infrastructure to turn the technology into consumer goods and services. Consequently, the HLG-KET has repeatedly stressed the urgency to earmark and support manufacturing SMEs with appropriate R&D and manufacturing capacities to assist them to accelerate development and fabrication of the early series of product prototypes

Why to support Technology Infrastructures? - Key role in the reindustrialization : the Infrastructures of RTO s provide a state of the art environment, crucial for SMEs - Risk of Obsolescence : disruptive technologies almost require new Technological Infrastructures But Investment of RTO s themselves limited Decrease of Eu member states support for Infrastructures No instrument at EU level to support Infrastructures (projects only) Depreciated fee can t cover more than 50% of total RTO investment

How to support Technology Infrastructures? European framework of technology Infrastructures by supporting technology infrastructures networks which provide access to SMEs to share their expertise, cooperation and business practices, develop common projects, build up shared vision and common roadmaps in strategic areas, Access at Eu level of industry to RTO s technology infrastructures by structuring a Pan-European access of industry (including SMEs) to RTOs technology infrastructures: specific calls identifying co-operative KETs projects of capable industry and suitable RTOs (ex Horizon 2020, the SME instrument, and the Fast-Track-to-Innovation instrument) Facilitating the investment for RTO s infrastructure by a workable funding mechanism allowing to fund capital-intensive expenditures as initial investment for cooperation activities between KETs technology Infrastructures and SMEs until fabrication of pre-series of products. Preparing the future by anticipating needs, gaps and related opportunities to support new technological infrastructures offering capabilities for the most pressing technological challenges that merit focused attention and appropriate support.

Technology infrastructure recognition and support is a long way to go HLG-KET INITIATIVE SPECIFIC ACTION FROM RTOs IS NEEDED NATIONAL/REGI ONAL SUPPORT EC SUPPORT TO SMEs Rejuvenate KETs Technology infrastructures for industry (SMEs) (HLG KET final report + EARTO annual meeting.
