Orders placed pursuant to the MAS, using the procedures set forth in FAR 8.404, are considered to be issued pursuant to full and open competition. As such, when placing orders under the MAS, ordering agencies and contracting officers are not required to seek further competition, synopsize the requirement, or make a separate determination of fair and reasonable pricing. GSA has already determined that the prices of our services contained in the price list attached to our Schedule are fair and reasonable. By placing an order against the schedule using the procedures outlined in FAR 8.404, the ordering office has concluded that the order represents the best value and results in the lowest overall cost alternative. FAR 8.404 encourages Contracting Officers to compare and negotiate volume discounts on pricing before entering discussions for contracts in excess of $200,000 per year. Attachment I: Labor Category Descriptions Special Item Number 246-54 Guard Services The following paragraphs establish required qualifications for the corresponding labor categories. Each labor category contains a narrative description of the typical duties and responsibilities of the security position. Please note these categories are not the only positions available. Specific customer needs may vary and task order requirements are stated accordingly. When a specific labor category defines an amount of years experience as substitute for as educational degree, only an earned degree may be substituted for each defined experience period. If the number of years experience is not provided as a substitute for as educational degree in a labor category, then a minimum of five (5) additional years of specialized experience is required. If a request for substitution of two degrees is submitted, then ten (10) additional years of specialized experience (five for each degree) must be provided in the nominee's work experience documentation (resume). Additional degrees may also be considered as a substitute for a lack of required experience tenure. An additional degree may substitute for the lack of two or fewer required years of experience. Registration as a Certified Protection Professional is considered equivalent to a Bachelor's degree. FJC carries basic liability insurance coverage for its entire security force. If the ordering agency desires insurance coverage above the policy amount or performance bonds for security guards, the fees for such services will be negotiated outside the scope of this contract. An ordering office should contact our Senior Vice President of Federal Services, Mark Machi, to obtain pricing information. Guard Level I Functional Responsibility: Carries out instructions primarily oriented toward insuring that emergencies and security violations are readily discovered and reported to appropriate authority. Intervenes directly only in situations which require minimal action to safeguard property or persons. Duties require minimal training. Experience: 21 years of age; Entry Level Education: High school diploma or GED plus completion of a certified security training program or local, state or federal law enforcement training academy. Guard Level II Functional Responsibility: Enforces regulations designed to prevent breaches of security. Exercises judgment and use discretion in dealing with whether first response should be to intervene directly (asking for assistance when deemed necessary and time allows), to keep situation under surveillance, or to report situation so that it can be handled by appropriate authority. Duties require specialized training in methods and techniques of protecting security areas. Commonly, the guard is required to demonstrate continuing physical and proficiency with firearms or other special weapons. Experience: 21 years of age; one (1) year of guard experience. Supervisor Level I Functional Responsibility: Performs immediate on-site supervision; provides leadership and guidance to non-supervisory personnel on a day-to-day basis. Completes and submits well-organized, legible, neat, understandable reports and log entries for reportable incidents including date, time, description and identification, etc. Monitors, acknowledges, reports and responds to security system violations/alarms, fire and/or fire alarm occurrences, and other reportable events, in accordance with instructions/post orders. Experience: Certification of graduation from a local, state or federal law enforcement academy or a certified security training program; plus completion of a certified supervisory or leadership course. Education: 5 years experience in security or law enforcement, to include military police, 2 years in a supervisory position or a 4-year degree.
