A Solid Foundation for Open Government with Pragmatic Guidelines derived from the Principles of the OGWG A pan-european egovernment foundation includes: Treaties, Declarations and Directives Lisbon, Malmö and the Service Directive Certified Base Registries to establish trust in basic information (persons, businesses, property, etc.) Certified Intermediaries to establish trust in handling basic information Certified Transactions to establish a legally binding audit trail Secure Webservices to enable secure communications NB Guidelines implement the Principles of the Open Government Working Group, i.e. data must be: Complete, Primary, Timely, Accessible, Machine-processable, Non-discriminatory, Non-, proprietary, License-free (hence the base for Certification) 1

Why are we working towards pan-european Public? The Lisbon Treaty confirms freedom of services (2007, Art. 56-62 TFEU) The Service Directive (2006/123/EC) requires: Simpler establishment of a business Cross-border provision of services Points-of-Single-Contact The Malmö Declaration on egovernment (18 Nov. 2009) demands: Empowerment of Businesses and Citizens Reduction of administrative burden Seamless egovernment services 2

It is operational! Recommendations: For the EC: Legislation Framework create a legal framework for cross-border public services Infrastructure ensure a pan-european Federated Security Infrastructure (e.g. stesta2) Certification certify the (MS) Certification of Base Registries and Service Intermediaries For the MS: Legislation create legislation to ensure re-use of Base-Registries Base Registries make Base-Registries available through Webservices Certification certify Base-Registries and Intermediaries subject to EC certification guidelines 13
