Theodore Roosevelt s Square Deal : The "Square Deal" - Reforms - Increase in Federal Power, ended Laissez Faire. Elkins Act (1903) -Made it illegal for railroads and shippers to offer rate rebates. Railroad had to set rates. They couldn't change w/out notice. 4. Hepburn Act (1906)-Gave ICC the power to set maximum railroad rates. 5. Pure Food and Drug Act - Passed in 1906 and amended in 1911 to include a prohibition on misleading labeling. 6. Meat Inspection Act (1906) 7. Conservation -Strengthening of Forest Bureau and created National Forest Service. -Creation of much national park land. -Appointment of Gifford Pinchot, professional conservationist to be in charge of national forests. The 16 th Amendment The 16 th amendment to the constitution was passed by congress in 1909 and ratified in 1913. Article 1, Section 9. of the Constitution was modified by this amendment. Article 1, Section 9 of the Constitution states: No capitation, or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken. 1. What does this amendment specifically state? In your own words what does this mean? 2. How did this require a change in the constitution? 3. Why do you feel this was put into effect during this time period? 4. What are the long lasting effects of this amendment today? 5. Who would have supported this amendment? Child on Strike : Video Clip Camella was a child working in a mill in the early part of the 20 th century. She testified to Congress about working conditions for children during the Industrial Era. As you watch answer the following questions. 1. Where did Camella s family settle in the U.S.? 2. How were workers separated in the mills? 3. How much was deducted per paycheck for drinking water? 4. How old was Camella when her accident occurred? And what happened to her? 5. How did factory owners respond to labor restrictions in 1912? 6. What does IWW stand for? 7. How did they help the strikers? 8. How were children a part of this strike? 9. Which president ordered an investigation into labor conditions?

Federal Regulation of Railroads Progressives targeted the railroad industry at the turn of the century. At this time the railroad companies formed a monopoly and were able to set prices as they wished. Many farmers and industrial companies were frustrated with the railroad system and their ability to control this industry that was crucial for their success. The following pieces of legislation or court cases occurred during the industrial era from 1887-1906.
