Yuan Ze University Regulations for Recruiting Transfer Students Passed by the 2 nd Student Recruitment Committee of the 2002 School Year, on December 26, 2001 Approved for future reference by Ministry of Education in Letter Tai-(91)-Kao-1-Tzu No.91049202, on April 10, 2002 Passed by the 6 th Student Recruitment Committee of the 2005 School Year, on June 13, 2005 Approved for future reference by Ministry of Education in Letter Tai-Kao-1-Tzu No.0940117449, on August 31, 2005 Passed by the 4 th Student Recruitment Committee of the 2012 School Year, on December 21, 2011 Approved for future reference by Ministry of Education in Letter Tai-Kao-1-Tzu No.1010017098, on February 02, 2012 Article 1 These regulations are provided pursuant to Article 24 of University Act, Article 19 of its Enforcement Rules as well as Regulations for Criteria of Reviewing Recruiting Procedure of Universities. Article 2 The University s Transferring-student Recruitment Committee shall be established according to Organizational Rules of Student Recruitment Committee ; matters relating to the recruitment of students shall be specified in student recruitment regulations and shall be processed based on the principles of equity, justice and openness. The University s Organizational Rules of Student Recruitment Committee shall be otherwise drafted. Student recruitment regulations shall include the departments / colleges / degree programs offered, year of a program offered, quotas for the admission, qualifications and requirements, subjects of examination, date of examination, procedures of application, means of reviewing or screening, procedures of registration, rules for filling vacancies, and other related information. Student recruitment regulations shall be announced at least twenty days before the date accepting the sign-up. Article 3 If there is a vacancy for a bachelor s program of department / college / degree program, the department may hold a transfer examination in the summer vacation for recruiting transfer students to fill up the vacancy; but not for the freshmen year and senior year of study. The examination for recruiting transfer students shall not be divided into different sessions. Bachelor s program mentioned in the previous paragraph refers to the department / college / degree program requiring a length of study for at least 4 years. Vacancy mentioned in the previous paragraph shall be limited to the vacancy caused by the recruitment or students dropout of each department / college / degree program; it shall not be applied to the vacancy caused by reservation of admission qualification, suspension of study, or extra quota of admission. After each department / college / degree program recruits transfer students, the total number of students of each grade shall not exceed the admission quota within an academic year verified by Ministry of Education. The number of students for each class of all departments / colleges / degree programs shall follow the Standards for Overall Developmental Scope And Resource

Conditions for Vocational School And Above and related stipulations formulated by the Ministry of Education. The distribution of admission quota for the University s transfer examination shall be specified in student recruitment regulations. The quota shall not be applied to departments / colleges / degree programs related to teacher education, medical education, or those with quota limit regulated by the government departments. The actual admission quota for each department / college / degree program shall be based on the quota vacancy announced by each department / college / degree program on the day of transfer examination and shall be specified in student recruitment regulations. Article 4 Those who meet one of the following criteria may take the University s transfer examination: 1. Undergraduate students of domestic public or registered private universities, or foreign universities recognized by the Ministry of Education; students upon completion of two semesters of study may apply for a transfer to the second-year of another department / college / degree program; students upon completion of four semesters of study may apply for a transfer to the second-year or the third-year of another department / college / degree program. 2. Graduates of domestic public or registered private junior colleges, or graduates of foreign junior colleges recognized by the Ministry of Education. 3. Those who meet one of the following criteria may take the University s transfer examination by submitting junior college diploma or equivalent documents to the university: (a) Junior college students who have finished the required years of study. (b) Those who have passed an examination evidencing possession of academic attainments, and hold a certificate equivalent to the diploma of a junior college. (c) Those who have taken courses of college level or of continuing education in a college or a National Open University and earned the credits for graduation required for two-year program of junior college (no less than eighty credits) 4. Students of a National Open University upon completion of thirty-six credits may take the transfer examination for enrolling into the second-year of a department with a similar academic focus; students of a National Open University upon completion of seventy-two credits may take the transfer examination for enrolling into the third-year of a department with a similar academic focus. For those who have studied in the curriculum stipulated by Article 7 of the Art Education Act and are belong to the university system with a certificate of study, they can be subjected to Paragraphs 1 and 3 of the preceding article content. To determine whether the departments originally majored in or credits taken by the

examinees applying for the University s transfer examination stated in the previous paragraphs are compliant with the nature of the department they intend to register for the examination and whether their grades and academic achievement (e.g. GPA) at their original schools have to be qualified, the university shall stipulate (determine) and specify it in student recruitment regulations. The University shall also include the comparison table containing information on departments (credits) sharing similar nature in student recruitment regulations as reference for examinees. Students who have been ordered to withdraw from the schooling due to unsatisfactory conduct records or disciplinary dismissal shall not apply for the University s transfer examination. Article 5 Transfer examinations can be held through written test, oral test, written review, field test, or practical work. Examination subjects, review of grades, the percentage that each grade counts for the recruitment shall be established by each department / college / degree program, approved by Student Recruitment Committee, and specified in student recruitment regulations. If the examination is held through oral test, field test or practical work, the process shall be audio taped, video taped or transcribed in details. The detailed transcript shall be finished before Student Recruitment Committee makes the final decision about the admission list. In the case that examinees may be marked with unusually high or low grades, detailed explanations shall be given on the grading documents. Article 6 The admission list shall be confirmed by Student Recruitment Committee and officially announced by the University. The followings are admission criteria: 1. Student Recruitment Committee shall establish the minimum requirements for acceptance for each department / college / degree program, and the priority of acceptance shall be determined by the total grades of examinees. Those applicants who meet the minimum requirements for acceptance and are within the admission quota shall be regarded as new recruits; others shall be regard as alternates on the waiting list. 2. If the number of applicants meeting the minimum requirements for acceptance is less than the admission quota, the vacancy may not be filled up and there are no alternates listed on the waiting list, which shall be decided by Student Recruitment Committee with detailed explanations. 3. If there are any quota vacancies after the new recruits enroll into the University, the vacancy may be filled up with alternates on the waiting list before the deadline specified in student recruitment regulations; the deadline for filling up vacancies shall be by the date the enrolling semester begins which is specified in the University s school calendar. 4. If there are more than two examinees with the same total scores for the last one quota for each department / college / degree program, or there are alternates on the waiting list with the same total scores, the order of admission for filling the vacancies shall be subject to the method stipulated in student recruitment regulations. Article 7 In the special case of extra quota of admission, it shall be approved by Student Recruitment

Committee; all the minutes from Student Recruitment Committee along with relevant documents shall be processed as the followings: 1. In the case that extra quota of admission is permitted due to examinees with the same total scores, this case shall be reported to and verified as well by the Ministry of Education after the enrollment of new recruits. The Ministry of Education may adjust the recruiting quota for the next school year based on whether the University/department is fair or not while processing the order of admission for filling the vacancies. 2. In the case that extra quota of admission is permitted due to administrative negligence, a review report for student recruitment affairs shall be submitted to and verified as well by the Ministry of Education before processing the case. The Ministry of Education may adjust the recruiting quota for the next school year based on the seriousness of the case. Article 8 Students being accepted shall register to the University through regulated processes, and students who fail to do so shall be regarded as giving up the acceptance. The quota vacancy may be filled up with alternates on the waiting list before the deadline which shall be by the date the enrolling semester begins and specified in the University s school calendar. Students being accepted through the transfer exam shall submit a certificate of suspension of study, or a certificate of study, as well as relevant documents specified in student recruitment regulations when they register to the University. Those who don t have documents on suspension or withdrawal due to their decisions of enrolling into both schools at the same time may substitute with transcripts from the past years; these exceptions shall be approved by both schools based on relevant regulations. Article 9 Examinees may file an appeal to Student Recruitment Committee with statements and reasons for the appeal along with written documentary evidence if they have any complaints about recruiting affairs within fifteen days of the date of notification of the result to which it relates. Any appeal filed after the time limit expires will not be accepted. After receiving the appeal, Student Recruitment Committee shall make a reply within a month; Student Recruitment Committee may establish a team for handling examinees appeals impartially if necessary and may inform the appellant with administrative remedy procedure. Resolving procedures for disputes over recruitment affairs shall be processed according to Yuan Ze University Regulations Governing Appeals of Examinees. Article 10 University personnel engaged in handling examinations have the obligation to keep the examination affairs confidential. No one related to the examinee within three degrees of kinship is permitted to take part in examination affairs for the principles of interest avoidance; anyone found to do so must be withdrawn from these examination affairs. All documents relating to the grading of test results shall be retained for at least one year; all documents shall be retained till the termination of the appealing or administrative remedy procedure in the case that an appeal has been filed by an examinee. Article 11 Other relating affairs of recruiting transfer students:

1. Students being accepted shall process exemption matters according to Yuan Ze University Regulations for Credit Exemption as well as relevant regulations established by each department / college / degree program. 2. For students receiving government grants and students doing internship or service (military service) such as government sponsorship receivers of teacher preparation programs, students of military or police schools, serviceman, or policeman, the admission procedure shall be processed according to relevant regulations established by competent authorities. Students who are deprived of their qualifications due to the above-mentioned procedures shall be deemed as voluntary withdrawal; the University will not retain the admission qualifications of these students. 3. In the case of overseas Chinese students, students from Hong Kong and Macau, or international students who have received an Alien Residence Certificate, Permanent Residence Permit, their qualifications for being examinees of the transfer examination shall be according to relevant regulations or provisions. 4. Examinees with foreign degrees shall meet the qualifications specified in provisions governing recognition of foreign diplomas as well as in the University s student recruitment regulations. 5. Examinees who apply for the tests with special identities must submit related certification documents and present the documents at the time of registration in order to be arranged based on the regulations for privileged examinees with different identities. Otherwise, they shall follow the requirements for regular students without privileges. Late applications for special identities with supplemental submission will not be accepted after the examination. For students who have two types of special identities, they can only select one of them for the examination. 6. Matters not specified herein shall be governed by other relevant provisions and the University s regulations. Article 12 These regulations will be adopted by Student Recruitment Committee before being reported to the Ministry of Education for ratification and implementation, as shall amendments when they are made. If any controversies or disputes occurred regarding clauses of the contract, it shall always refer to its Chinese version.
