VACANCY NOTICE FOR THE POSTS 3 Project Managers to the Bio-Based Industries Joint Undertaking (BBI-JU) Reference (to be quoted in all your communication regarding this post): BBI/2015/1/FGIV-PM Contractual Agent FG IV M/F The Bio-Based Industries Joint Undertaking (JU) is a public-private partnership between the European Commission and the Bio-Based Industry Consortium (BIC). The Bio-based Industries JU is established in Brussels under European law for a period up to 31.12.2024. The Bio-based Industries JU will implement a Joint Technology Initiative aimed at promoting investment in the development of a sustainable bio-based industry sector in Europe. The objective of the Joint Technology Initiative on Bio-based Industries is to implement a research and innovation programme in Europe that will assess the feasibility of the establishment of sustainable and competitive bio-based value chains. These activities will be carried out through collaboration between stakeholders from the research community along entire bio-based value chains, including primary production, processing industries and end-users. The Bio-based Industries JU will encourage the participation of SMEs to ensure their full involvement in the programme. The Bio-based Industries JU will organise competitive calls for proposals to support and facilitate research, innovation and deployment activities, which will play an essential role achieving its objectives. Close synergies with other European Union policies in areas such as, industrial competitiveness and SMEs, agriculture, energy and environment, and with the European Structural and Investment Funds or Rural Development related actions will be developed The Joint Technology Initiative will engage up to 3.7 billion for the period 2014 2024. For further information, please consult the following website: www.bbi-europe.eu OVERALL PURPOSE The Project Manager shall, under the supervision of the Head of Programme Unit of the BBI JU, be responsible for the implementation of the Multiannual and Annual Implementation and Work Plans, for the organisation of competitive calls and evaluations of project proposals, as well as for the management of the entire project cycle. He/She shall deal with several European Union procedures. The post will also entail contacts with Industry and Research Communities. DUTIES AND RESPONSIBILITIES The Project Manager shall mainly be responsible for projects in application areas related to bio-based industries.
The Project Manager shall in particular be responsible for: Contributing to the Annual Implementation and Work Plan; Ensuring publishing, managing and monitoring calls for proposals, evaluating and selecting projects; Negotiating the Grant Agreements linked to the preparation and implementation of the projects with the support of financial and legal staff; Facilitating the discussions between interested parties leading to the Grant Agreements; Ensuring the follow-up of project implementation and monitoring contractual obligations. ELIGIBILITY CRITERIA Candidates will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the deadline for applications: Be national of one of the Member States of the EU and enjoy full rights as citizens 1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is 4 years or more, or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least 1 year when the normal period of university education is at least 3 years. The studies must be followed by proven working experience of at least 5 years following the award of the diploma; at least 3 years should be in a field related to the bio-based industries sector. Thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties. Produce the appropriate character references as to their suitability for the performance of duties of the post. Have fulfilled any obligations imposed by applicable laws concerning military service. Be physically fit to perform the duties linked to the post 2. SELECTION CRITERIA Candidates selected on the basis of the above eligibility criteria will then be evaluated according to the following selection criteria: 1 Prior to the appointment, the successful candidate will be asked to provide a certificate issued by the competent authority attesting the absence of any criminal record. 2 Before his/her appointment, the candidate shall be medically examined in line with the requirement of Article 12(2)(d) of the Conditions of employment of other servants of the European Communities.
Technical knowledge Experience of project management is essential; Good knowledge of EU institutions and policies is essential; Very good command of both oral and written English is essential; Computer literacy in the use of standard MS Office applications, email, internet is essential; Knowledge of the scope and aims of the BBI JU is an asset; Professional experience acquired in liaison with EU funding schemes is an asset. Communication, organisational and inter-personal skills Proven ability to work in a team and a multicultural environment; Ability to work under pressure and to meet tight deadlines; Ability to multi-task; A strong sense of responsibility, initiative and self-motivation; Good analytical ability, problem-solving and organisational skills; Good social skills and ability to communicate effectively. SELECTION AND APPOINTMENT PROCEDURE The present procedure is organised under the responsibility of the European Commission in accordance with clause 19 of Annex I to the Regulation establishing the BBI JU. A Selection Committee will evaluate the applications and select those candidates meeting the eligibility criteria and matching best the selection criteria. The Selection Committee will invite the selected candidates to an interview. A binding commitment can only be made after the verification of all conditions and will take the form of a contract signed by the (Interim) Executive Director.
