CAPPS Improving State Government Business Functions The 2007 Texas Legislature s HB 3106 charged the Texas Comptroller s office with creating the Centralized Accounting Payroll/ Personnel System or CAPPS to streamline and consolidate state government s major business functions, including accounting, payroll, human resources (HR), procurement and inventory. With CAPPS, entering information once automatically updates all functions. This reduces error and manual effort, increasing efficiency and reducing cost. CAPPS reporting is flexible, accurate and highly automated, providing greater detail and better data for big-picture overviews required by agency leaders and legislators. Why CAPPS? Until recently, much of Texas state government relied on outdated financial and HR/payroll systems that could not easily communicate with one another. Updating or replacing these systems on an agency-by-agency basis would be expensive and many of the problems of the old systems would remain. CAPPS implementation instead employs a statewide strategy, providing flexible systems for all agencies regardless of complexity and size. CAPPS Implementation Thirteen state agencies implemented CAPPS Financials, CAPPS HR/Payroll or both through early fiscal 2015, including the five Health and Human Services agencies and the Texas Department of Transportation. Four more agencies will adopt CAPPS HR/Payroll in fiscal 2015, including the Department of Information Resources, Texas Department of Motor Vehicles (TxDMV), Office of Court Administration and Office of the State Prosecuting Attorney. Four agencies adopted CAPPS Financials on Sept. 1, 2014, including the TxDMV, Railroad Commission, Public Utility Commission and Juvenile Justice Department. The Texas Education Agency and Texas Workforce Commission will introduce CAPPS Financials later in fiscal 2015. With the current plan, by the beginning of fiscal 2018 CAPPS will handle: HR/payroll functions for 58 percent of all full-time state employees 86 percent of all state spending CAPPS: Benefits for Texas FY 2012-2018 Page 2

CAPPS Advantages CAPPS offers a variety of advantages over existing systems, including: Improved transparency CAPPS allows for easier reporting across agencies and provides policymakers with a statewide view of budget and spending. Greater accountability CAPPS provides better control of state finances and employee data, ensuring more consistent recording and reporting. CAPPS ensures standardized payroll calculations for all state agencies, as required by law. Greater cost-efficiency CAPPS implementation saves state agencies millions of dollars and months of time compared to the acquisition of separate systems, as well as millions in ongoing support costs. Continuous improvement of state operations CAPPS provides the foundation for shared services across multiple agencies, resulting in greater efficiency and lower operating costs. Better management of federal funds CAPPS provides enhanced budgeting, tracking and reporting for federal funds. Improved state budget control CAPPS provides detailed time and labor information on consultants hired by state agencies. Better security CAPPS security is comprehensive, with access control across all applications. CAPPS security measures are highly customizable to respond to specific needs. CAPPS provides extensive monitoring capabilities to reduce the likelihood and impact of hacking. CAPPS security provides reportable and auditable security-specific data. CASE STUDY: Reduced Error Rates & Faster Processing CAPPS implementation at several large agencies has reduced rejected payroll/personnel transaction requests by about 66 percent. Since implementing CAPPS HR/Payroll, these agencies have reduced payroll processing time by 50 percent. CASE STUDY: Implementation Savings Separate financial and HR systems at a medium-sized state agency would cost $23.5 million, including five years of maintenance support. CAPPS can provide more robust and efficient versions of these systems for just $6.9 million. CAPPS allows state agencies to avoid the cost of individual software licenses, hardware purchases and modifications needed for state requirements. The Texas Department of Criminal Justice, Teacher s Retirement System, Employees Retirement System and Department of Public Safety will account for 9 percent. 50 other agencies will account for the remaining 5 percent. The Texas Department of Criminal Justice will account for 26 percent. 71 other agencies will account for the remaining 16 percent. Planned CAPPS Rollout (Fiscal 2012 18) With the baseline CAPPS system complete (CAPPS Financials and CAPPS HR/Payroll), statewide deployment is the primary program goal going forward. Agencies are currently lined up through fiscal 2018 and beyond to join the CAPPS family of agencies. If CAPPS implementation is allowed to maintain its current momentum, by the beginning of fiscal 2018 CAPPS will handle 86 percent of state all-funds spending and provide HR and payroll functions for 58 percent of all state full-time employees (FTEs).
