JUNE 2011 MONTHLY JUNE 2011 MONTHLY REPORT OF ACTIVITIES Danny N. Crank Butler County Recorder Ohio General Assembly Passes Biennial Budget INSIDE THIS ISSUE: State Budget Bill 1 June Report of Ac vi es Other Office Sta s cs Mortgagee Report 4 6 EFFECTIVE JULY 1ST, 2011 Copies of documents printed off of the office search terminals will be 15. OFFICE HOURS Effec ve January 1st, 2011, the office hours of the Butler County Recorder s Office have changed. Due to budget reduc ons, the office will be open from 8:00 a.m. un l 4:00 p.m. The Recording desk will close promptly at 3:30 p.m. 2 3 Governor John Kasich signed HB 153 on June 30th, 2011 and urged local governments to take advantage of what he describes as cost savings measures. Guaranteed cuts to the Local Government Fund (LGF) are at the forefront of concerns among county offices. The LGF has been appropriated at $577 million for SFY 2012 and $348 million for SFY 2013 to help support every county of the state. The Butler County 2012 tax budget, released by Finance Director Pete Landrum, an cipates a $2.4 million reduc on in local government funds for Butler County. Although the outcome does not look encouraging, the Butler County Recorder s Office staff is commi ed to con nuing the outstanding service that the taxpayers of Butler County expect. Addi onal items that have been included in the state budget for coun es affec ng the recorder s office: County Centralized Services Gives the Board of County Commissioners the authority to adopt a resolu on to establish centralized purchasing, prin ng, transporta on, vehicle maintenance, human resources, revenue collec on, and mail opera on services for county offices. The recorder s office supports collabora on of county resources to lower costs of government. Cost Savings Program Furlough days for employees. In SFY 2010 & 2011, the appoin ng authority was given the means to furlough employees. The furlough program has been extended to include 2012 & 2013. The Butler County Recorder s Office furloughed employees in SFY 2010 & 2011. Modified Work Week The budget bill allows the reduc on in hours to include any number of hours so long as the reduc on is not more than 50% of the hours worked by employees. The Butler County Recorder s Office already reduced employee work hours to 35 hours per week on January 1, 2011. Con nuing Educa on The budget bill requires new con nuing educa on requirements for all county recorders.
