BACKGROUND The Corporate Governance Service (CGS) organises and integrates the different management systems supporting management practices throughout the Office, namely corporate planning Quality Management, Performance Management, Risk Management, Corporate Sustainability and Programme Management Office. The Performance Management offers to everyone in OHIM an effective statistical and reporting tool which assists with decision making, offering: quantitative analysis of main processes, by proposing and maintaining appropriate performance indicators that are in line with the Office's strategy; detection of deviations and anomalies in the production flows or in defined quality standards and cooperation with the departments to establish the relevant preventive and corrective actions; maintenance and actualisation of workforce planning within annual budgetary process; validation of all Balanced Scorecard indicators. Additional tasks will be gradually taken over by the Performance Management area to become the corporate centre for statistical activities and data mining. Special priority will be given to the monitoring of the OHIM strategy implementation, achievement of strategic objectives and projects development. 2. DUTIES The successful candidate, under the direct supervision of the Head of the Corporate Governance Service, will be responsible for carrying out tasks related to the maintenance, enhancement of the OHIM s performance management system and the main strategic planning process, in particular: Participate in the review and definition of the OHIM strategic implementation and reporting process: Definition of strategic and related operational objectives
Definition of the optimal monitoring system (implementation of the strategy and its impact) Enable different areas of the Office to understand the impact of their activities on the strategy implementation results and to identify corrective actions Develop and maintain the indicators in OHIM s Balanced Scorecard (BSC) and other performance indicators, participate in the review exercises and develop automatic reporting for indicators; document exhaustively how each automatic indicator is calculated Ensure quality feedback to the process owners on process performance (e.g. performance reports, analysis, process performance monitoring etc.) Enhance and maintain OHIM s Performance Management System which include strategic indicators and operational dashboards in collaboration with IT Area Elaborate statistical reports for internal and external stakeholders (WIPO, National Offices, users, researchers, etc.) Coach and train staff to build performance awareness within the organization, including drafting guidelines, manuals and documentation Organize network and benchmarking activities aiming to continual development and improvement of quality, performance and risk functions within and inter-departments Produce and design high quality and graphical appealing presentations/project documentation/reports to effective communicate about performance management both to staff and Top Management Collaborate on the enhancement and maintenance of the OHIM Quality Management System, Enterprise Risk Framework, Programme Management Office and corporate sustainability strategy. Duties applicable to all staff: Actively work towards the achievement of the goals of the OHIM in accordance with the Strategic Plan Perform any other work-related duties and responsibilities that may be assigned by the Line Manager. 3. Professional experience Have a minimum of 3 years of full-time relevant professional experiencef2 in the field of performance management. Language skills Have a thorough knowledge of English (minimum level C1) Have a good knowledge of another language of the European Union (minimum level B2) The levels indicated correspond to the Common European Framework of Reference for Languages. Computer skills Advanced computer literacy is compulsory. Candidates must have extensive practical experience with computer applications such as MS Office package or similar (mainly Word, Excel, PowerPoint, Outlook, MS project), databases (at user level) and Internet research. 4. SELECTION CRITERIA In order to select the best qualified candidates for interview the Office will use the following criteria as advantages: Performance management experience in an international environment, in particular within the international public service, such as the Institutions of the European Union, its bodies or Agencies Professional experience in corporate strategic planning and reporting Professional experience in defining and reporting corporate Balanced Scorecards Professional experience in managing projects Professional experience in process monitoring and improvement (risk assessment, audits) Academic studies in engineering, economy, business, finance or management Diploma or certification in SAP Business Objects Diploma or certification in Project Management, such as Prince II Practical experience with SAP Business Objects or other Business Intelligence/statistical analysis and reporting tools such as SAP BO XI, BO 4.0 (e.g. Data Integrator, Web Intelligence, Dashboard Designer) Knowledge of data sources, tools and mechanisms used to retrieve data and validating reports, Data Warehouse design and SQL language 2 Professional experience is counted from the date of obtaining the corresponding diploma.
