2 Title: Proposal to Revise the Bachelor of Science in Health Information Management Sponsor: Department of Biomedical and Health Information Sciences, College of Applied Health Sciences Executive Summary: Description: The revisions are proposed to update the catalog for consistency with existing department policies and practice. These revisions include: (1) allowing additional courses KN 253 and 254 (Human Anatomy and Physiology I and II) and STAT 101 (Introduction to Statistics) to fulfill the prerequisite courses in anatomy/physiology and statistics; (2) require BHIS 405 (Medical Sciences and Pathophysiology) be completed within the first 17 hours of matriculation, excluding program prerequisites; (3) add the Registered Health Information Technician (RHIT) credential to the list of coding/credentials for which students can potentially receive course credit; and (4) require all post-prerequisite courses be completed within three years. The following revisions are requested: 1. At present, the prerequisites for students pursuing the BS in Health Information Management include KN 251 and 252 (Human Physiological Anatomy I and II) and PSCH 242 (Introduction to Research in Psychology). These courses fulfill the degree prerequisites in anatomy/physiology and statistics respectively. The department wishes to allow additional courses KN 253 and 254 (Human Anatomy and Physiology I and II) and STAT 101 (Introduction to Statistics) to fulfill the prerequisite courses. 2. The degree requires BHIS 405 (Medical Sciences and Pathophysiology), and the department currently advises students to complete the course within the first 17 hours of matriculation, excluding courses prerequisite to the program. The department wishes to formally require the course be completed within the first 17 hours of matriculation, excluding course prerequisites. 3. The department wishes to add the RHIT (the Registered Health Information Technician) credential to the list of coding/credentials for which students may receive proficiency credit for HIM 432 (Coding and Classification Systems) and HIM 433 (Coding and Reimbursement Systems). 4. The department wishes to require all program courses beyond prerequisites be completed within three years of program enrollment. If the student goes beyond this time frame, they may be required to demonstrate proficiency by exam or retake the course to continue in the program. Justification: 1. In regard to the addition of KN 253/254 and STAT 101 as options to fulfil the prerequisites in anatomy/physiology and statistics, these courses were not offered when the BS in Health Information Management was first established. The content of these courses is appropriate to prepare HIM students for further study within the department. Further these courses are offered in an online format to meet the needs of online students. The inclusion of these courses has been approved by the affected departments (see s endorsing the additions). 2
3 2. BHIS 405 is a pivotal foundational course in the program and is a prerequisite for other courses. It is also a course which some students find difficult. As such the department wants to be sure students demonstrate timely competence to continue in the program, and avoid further financial expense if they are unable to complete the program successfully. 3. The RHIT credential is being added to the list because the department has in the past had students with this credential who have significant coding education and experience and were able to pass the exam demonstrating their proficiency in this area. So the addition of the RHIT credential is to be consistent with past departmental practice and to ensure that students with the RHIT are not unwittingly disadvantaged by exclusion from the formal catalog statement. 4. A major goal of this program is to prepare students to pass the Registered Health Information Administrator credentialing exam. Due to the evolving nature of this profession, content frequently is updated. Students who take more than three years to complete the major-specific requirements will most likely need to refresh their knowledge of courses taken early in the program in order to be prepared for the exam. This requirement is critical to ensure the quality of our program as a successful pass rate is a requirement of program accreditation. 5 Catalog Page 1 Present: Catalog Statement Proposed: Bachelor of Science in Health Information Management Introduction: The mission of Biomedical and Health Information Sciences is to advance the quality and efficiency of healthcare through improved information management, communication, and the generation of new forms of biomedical and other healthcare data. The goals of the department are leadership, innovation, initiative, and quality with strong focus on the unique arena of health informatics at the University of Illinois at Chicago. The department actively supports the central mission of the College of Applied Health Sciences by facilitating innovative educational and research programs, providing leadership within department disciplines to meet current industry challenges, and ensuring that graduates have a competitive edge in the increasingly demanding health informatics marketplace. The department strives to produce healthcare professionals who can effectively partner with and/or lead information technology professionals in the problem-solving activities of their organizations. The Department of Biomedical and Health Information Sciences offers an undergraduate program leading to the Bachelor of Science in Health Information Management. The undergraduate brochure for Health Information Management is available online Accreditation The Bachelor of Science in Health Information Management program is accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM). BS in Health Information Management The Health Information Management undergraduate degree program provides skilled instruction in the management and use of information and information systems for healthcare planning, provision, resource allocation, and executive
6 Catalog Page 2 decision making. The undergraduate program, established in 1965, maintains a reputation of excellence and consistently produces graduates who become leaders in the field. Within the world of health information management, registered health information administrators (RHIAs) are responsible for the management of health information systems consistent with the medical, administrative, ethical, and legal requirements of the healthcare delivery system. RHIAs often have opportunities to develop information systems for quality patient care, facility reimbursement, medical research, health planning, and healthcare evaluation. Administrative duties of the RHIA encompass responsibility for personnel, capital equipment selection, systems design and analysis, hospital committee activities, and budget management. RHIAs also provide health information to qualified users and safeguard confidential patient data. The job forecast for RHIAs is positive, not only in hospitals but also in other healthcare settings, such as home health agencies, hospice programs, nursing homes, and ambulatory care facilities. Employment opportunities also exist in education, research, consulting, sales, insurance companies, and with state and national healthcare organizations. The Health Information Management program is available on a full- or part-time basis. Admissions to the campusbased program are accepted for the fall semester only. Admissions to the online program are accepted each semester. Although health information technician course credits do not count toward the required 60 semester or 90 quarter hours of prerequisites, students who are graduates of an associate degree program in health information technology accredited by the Commission on Health Informatics and Information Management Education (CAHIIM), who also hold current Registered Health Information Technician (RHIT) and/or coding certification may receive up to 31 hours of proficiency credit in required Health Information Management courses. Other students with a transcript of equivalent coursework may request the opportunity to demonstrate proficiency through exam. A student may be dismissed from the program if the student demonstrates a pattern of poor academic progress and has failed to demonstrate competence at the established minimum level. Transfer Admission Requirements: Students seeking admission to the Bachelor of Science in Health Information Management program must meet these minimum requirements: Completion of application process, including a personal interview and submission of three references. International students must have a Test of English as a Foreign Language (TOEFL) score of 80, with subscores of Reading 19, Listening 17, Speaking 20, and Writing 21 on the Internet-based test (ibt). Demonstrated reading and writing proficiency; ability to convey maturity; desire to work with people; and ability to direct work of others. Thorough understanding of the professional health information manager s role and responsibilities Junior standing with 60 semester or 90 quarter credit hours at an accredited college/university. Successful completion of Pre-Health Information Management courses offered by the College of Liberal Arts and Sciences or the equivalent. Students apply to our competitive BSHIM program as juniors after completing UIC general education courses plus specific prerequisites in statistics, anatomy and physiology, and information systems. We also have an IBHE approved Post-baccalaureate Certificate in HIM which requires the same prerequisite courses. For a number of years the statistics requirement has been met by taking PSCH 242, Introduction to Research. At the time our program began, there was no other statistics-related course available. We now feel STAT 101 would better meet the needs of these students for a basic foundation in statistics. Our program is available in both campus and online versions, and STAT 101 would especially be a desirable option for our online students. David Halsted has been working with us to facilitate online options for these students, and may have contacted you already about this. In terms of numbers, I would anticipate no more than 3-5 campus and 3-5 online students per term in your courses. A proposal is set to go forward to SCEP this coming week which includes as one item offering STAT 101 as an option for the statistics requirement, along with PSCH 242, and I would greatly appreciate a written response from you approving this recommendation by Tuesday, Nov 5.
