4 Child minding Report Format (XE ) Version 6"0 June 2007 Guidelines on inspection Introduction This report has been compiled following an inspection of the Childminder undertaken by the Care and Social Services Inspectorate Wales (CSSIW) under the provisions of the Children Act 1989 as amended by the Care Standards Act 2000 and associated regulations. The primary focus of the report is to comment on the quality of care and protection experienced by the children. The report contains information on how we inspect and what we find. The report is divided into eight distinct parts reflecting the broad areas of the National Minimum Standards. CSSIW inspectors are authorised to enter and inspect a registered Childminder's home at any time. Inspection enables CSSIW to satisfy itself that continued registration is justified. It also ensures compliance with: The Children Act 1989 (as amended by the Care Standards Act 2000) and associated regulations, while taking into account the National Minimum Standards for Child Minding. The Childminder's own Statement of Purpose At inspection, CSSIW tries to capture the views and experiences of service users by means of questionnaires for the parents/carers and any staff, engagement with children who use the setting as well as information drawn from the provider's own self-assessment. At any other time throughout the year visits may also be made to the services to investigate complaints and to respond to any changes in the service. Readers must be aware that a CSSIW report is intended to reflect the findings of the inspector at a specific period in time. Readers should not conclude that the circumstances of the service are the same at all times. The Childminder is responsible for ensuring that the service operates in a way which complies with the service specific regulations. CSSIW will comment in the general text of the inspection report on their compliance. For those regulations which CSSIW believes to be key in bringing about change in the particular service, they will be separately and clearly identified in the requirement section. As well as listing these key requirements from the current inspection, requirements made by CSSIW since the last inspection, which have been met and those which remain outstanding are included in this report. The reader should note that requirements made in last year's report which are not listed as outstanding have been appropriately complied with. Where key requirements have been identified, the Childminder is required under Regulation 3C (Compliance Notification) to advise in writing, the appropriate regional office of the of any action required by CSSIW. The regulated service is also responsible for having in place a clear, effective and fair complaints procedure which promotes local resolution between the parties in a swift and satisfactory manner, wherever possible. The annual inspection report will include a summary of the numbers of complaints dealt with locally and their outcome. Page 2

Where this is the case CSSIW makes available publicly a summary of any matters it has been involved in together with any action taken by CSSIW. Reports on other types of daycare settings are available on the website: Summary of findings: This report was compiled through the Providers Self-Assessment Form for Childminders, parent questionnaires, the viewing of records held and discussion with Mrs. Jones on the day of the unannounced inspection. This unannounced inspection was conducted under the Reform of Regulation, and therefore some information was declared as being a true record by Mrs. Jones on the SelfAssessment Form (SAF). This document gave assurances that policies, procedures, household members and safety issues within the setting had been addressed and were in order. The inspection was performed by analysing the information submitted on the SAF and conducted under a proportionate approach. An unannounced inspection visit was made to Mrs. Jones who was welcoming and who co-operated fully with the inspection process. Mrs. Jones delivered her child minding service from her three bed roomed semi-detached house on a small housing estate on the outskirts of Bridgend and was registered to mind six children under eight years. At the time of the inspection Mrs. Jones was providing a service to five families that included before and after school care as well as care for younger children during the day. There were no minded children present on the day of the inspection. It was noted during the inspection that Mrs. Jones had a variety of toys and equipment covering a wide age range. Through discussion with Mrs. Jones it was evident that play activities and learning opportunities were at the centre of the care provided. Mrs. Jones was able to produce records with ease and she continued to keep detailed records as evidenced at previous inspections. Policies and procedures were not viewed at this inspection.. This was a satisfactory inspection with no regulatory requirements identified, although several good practice recommendations were made. Mrs. Jones continued to provide a child centred service to parents and children. Page 3

A revised copy was received during the inspection. On the day of the inspection, Mrs. Jones stated that she had a portfolio for prospective parents, which contained copies of her policies, insurances, qualification certificates and photographs of activities. It was confirmed on parent questionnaires issued by the CSSIW prior to the inspection that they had received sufficient information in relation to Mrs. Jones' child minding service. Mrs. Jones continued to use NCMA contracts with parents as evidenced at previous inspections. The random sample viewed during the inspection was found to be appropriately completed. 7 Childminding Report Format (XE0040" ) Version 6"0 June 2007 Section two: Planning for individual needs and preferences Inspector's findings: Mrs. Jones confirmed that there had been no change to her settling in procedure so was not discussed at this inspection. Consent had been obtained from parents for photographs, outings, transportation in a vehicle, the application of sun cream and contact with the family pet cat. Mrs. Jones explained that she gave parents verbal feedback of their child's time spent with her. Parents of minded children under two years of age received a daily record / progress sheet. Comments on the parent questionnaires confirmed that they received sufficient information about their child's time with the Childminder. A sample viewing of records took place. Documents seen were satisfactory. Mrs. Jones was advised to include children's surnames and the year on her register of children's attendance, which she agreed to do. Discussion with Mrs. Jones evidenced that play was at the centre of the care provided. It was observed that Mrs. Jones had a huge variety of toys and equipment covering a wide age range. Mrs. Jones stated that she took the minded children in her care to places of interest such as st. Fagons, the library, local parks, parent and toddler groups and Porthcawl. She also added that the children enjoyed art and craft activities, water play in the garden, cookery and she was in the process of compiling a scrapbook for each child of the forthcoming Olympics. 9 r ~ Child minding Report Format (XE ) Version 6"0 June 2007 Section four: Quality of care and treatment Inspector's findings: It was confirmed on the SAF that a Behaviour Management Policy, Medication Policy and an Exclusion of Children who are III or Infectious Procedure were available. Consent for emergency medical treatment had been obtained. It was confirmed on the SAF that Mrs. Jones had a First Aid Certificate dated September 2005 and that her First Aid box was readily available and suitably stocked. The NCMA Accident, Incident and Medication book was available for use. The last accident was recorded on 17 June Mrs. Jones stated that she provided all meals and snacks for minded children. Children's dietary requirements were recorded and age appropriate seating was available at meal times. It was confirmed that on the SAF that Mrs. Jones had a Food Hygiene Certificate dated.september Action required When com pleted Regulation number Action required Original timescale Regulation number (previous outstanding for New requirements from this inspection: Good practice recommendations: To update First Aid and Food Hygiene Certificates every three years before they expire to ensure there are no gaps without a valid certificate. - - Page 7

10 Childminding Report Format (XE0040" ) Version 6.0 June 2007 Section five: Staffing Inspector's findings: It was stated on the SAF that Mrs. Jones worked alone and did not employ an assistant. All household members had been entered on the SAF, which included those with CRB Enhanced Disclosures. Since the previous inspection, CRB Enhanced Disclosures had been updated in respect of Mrs. Jones and her husband. A record of visitors was kept. As part of her professional development Mrs. Jones was currently working towards attaining the Foundation Degree in Early Years Care and Education. Mrs. Jones stated that she was a quality assured member of the Bridgend Childminding Network. 11 Childminding Report Format (XE0040" ) Version 6"0 June 2007 Section six: Conduct and management of the service Inspector's findings: It was confirmed on the SAF that an Equal Opportunities Policy was available and that Mrs. Jones had up to date Public Liability Insurance. As no expiry date for the Public Liability Insurance had been entered on the SAF, the policy was viewed during the inspection, which expired on 13 February Mrs. Jones was registered to mind six children under eight years. It was confirmed on the SAF that Mrs. Jones was providing a service to five families, which included before and after school care as well as caring for younger children during the day. Mrs. Jones confirmed that she was monitoring the effectiveness of her childminding service with parents and children by distributing questionnaires. She added that once all the questionnaires had been returned she would compile a Quality of Care Report. She agreed to send a copy of the report to the CSSIW. Of the CSSIW parent Questionnaires issued prior to the inspection, three had been returned. Parents were complimentary in their comments of the child minding service provided. 12 Child minding Report Format (XE ) Version 6"0 June 2007 Section seven: Complaints and protection Inspector's findings: It was stated on the SAF that a Complaint Procedure was available. A copy was received on the day of the inspection. It was also stated on the SAF that Mrs. Jones had not received any complaints, which was confirmed verbally on the day of the inspection. Mrs. Jones was advised to revise her Complaint Procedure in line with the amended Regulation 14 - Complaints. It was stated on the SAF that a Child Protection Policy was available, a copy of which was received on the day of the inspection. Through discussion it was evident that Mrs. Jones understood her responsibilities and the procedures to be followed should a Child Protection concern arise. 13 Childminding Report Format (XE0040" ) Version 6.0 June 2007 Section eight: The physical environment Inspector's findings: On the day of the inspection, Mrs. Jones' house was well decorated and furnished and in a reasonable state of cleanliness. Minded children had use of the lounge / dining room, ground floor toilet, supervised access to the kitchen and enclosed back garden. All other rooms within the property and the front garden remained out of bounds to minded children. It was noted that the required safety equipment was in place on the day of the inspection. On the day of the inspection, Mrs. Jones had a variety of toys and equipment covering a wide age range for both indoor and outdoor play activities. Mrs. Jones stated that she had received a grant from the Bridgend Children's Information Service to purchase or replac.e new toys and equipment. As part of the inspection process Mrs. Jones had completed the premises and safety checklist on the SAF. Safety requirements within the premises had been addressed by Mrs. Jones but may not necessarily have been checked on the day of the inspection unless otherwise stated. As no date for the service to the central heating had been entered on the SAF this was checked during the inspection and found to be valid.
