5 FOR INFORMATIONAL PURPOSES ONLY Part II Land Development Chapter 109 Buildings and Building Regulation Article IV Mobile Homes, Modular Housing and Manufactured Homes Subdivision I. General Provisions Sec Inspection requirements. Mobile homes over five years old from the date of manufacture shall require preinspection by the county building department, or a department authorized agent, prior to transportation, installation or commencement of work within the county. The purpose of the inspection is to determine compliance with this division. (1) Where the subject used mobile home is located outside the county prior to transport, the county building official may accept a written, signed statement of condition or compliance from the respective jurisdiction's building department. Any fees for such special inspections or services shall be the responsibility of the applicant. (2) Where the subject used mobile home is offered for sale by licensed mobile home dealers, brokers or company agents, the building official may accept a signed, notarized deemed-tocomply statement from such licensed professional certifying unit compliance or intent to comply. When the building department accepts an intent-to-comply statement, the statement shall include a maximum time for compliance, not to exceed 60 days. (3) The owner of an existing mobile home within the county requiring relocation within the county may be exempted from provisions of this article. However, any existing conditions deemed to pose imminent health, safety or welfare hazards shall be corrected prior to approval to relocate or occupy. This exception shall apply only to existing units that have been occupied by the owner for a continuous period of no less than two years. Where a question of homestead classification exists, the building official may request good proof of required occupancy and ownership. Subdivision III. Relocation and Installation of Used Mobile Homes Sec Location, relocation of mobile homes. Any used mobile home, trailer, manufactured home, park model or recreational vehicle, hereinafter collectively called mobile home, built and remaining in compliance with this division 2, shall be eligible for relocation, installation, or reinstallation in accordance with regulations established by the schedule of district regulations and with the appearance and design standards of this division 2. Except as otherwise permitted by this subdivision, no used mobile home shall be placed, replaced, located, relocated, installed or reinstalled from the site upon which it was first placed, constructed or installed. (Ord. No. 98-2, 1, ) Subdivision IV. Construction and Mechanical Design Standards Sec Compliance. Mobile Home Pre-Inspection Form 5

6 Prior to installation or occupancy, used or preowned mobile homes over five years old shall meet, or be rebuilt so as to meet, the minimum construction and mechanical design standards set out in this subdivision. (Code 1992, 5-186; Ord. No. 89-1, art. 3, ) Sec Structural systems. The standards for structural systems of used or preowned mobile homes over five years old are as follows: (1) Exterior or bearing wall studding shall be no less than two inches by three inches at no more than 24 inches on center. (2) Floor joist systems on units of 12 or more feet in width shall be no less than two inches by six inches at no more than 24 inches on center. (3) Roof joist and rafter or trussed systems on units of 12 or more feet in width shall be no less than two-inch by three-inch members. (4) All other structural systems shall comply with ANSI or SBCCI codes. (5) Other manufactured or engineered structural systems may be accepted provided existing wall, roof, floor and chassis systems substantially retain original structural integrity. Deflections (yielding) observed at preinspection shall not exceed those allowed by ANSI mobile home or SBCCI standards. (Code 1992, 5-187; Ord. No. 89-1, art. 3, A, ) Sec Electrical systems. The standards for electrical systems of used or preowned mobile homes over five years old are as follows: (1) Unit shall have approved type S or circuit breaker panel installed so as to meet National Electrical Code accessibility requirements. (2) Electrical distribution panel shall be located so as to be accessible from within the living unit. (3) Mobile home electrical distribution panels shall have a main buss listed rating of no less than 100 amps two phase. (4) Pigtail cord or attachment cap cables shall not be approved for mobile home service wiring use. (5) All built-in branch circuit and secondary wiring shall be National Electrical Code approved AWG copper wiring. (6) All electrical branch circuit devices and fixtures shall be HUD Mobile Home Standard approved type and in good working order. Mobile Home Pre-Inspection Form 6

7 (7) All other electrical shall comply with the National Electrical Code as adopted by the county or HUD Mobile Home Standards requirements. (Code 1992, 5-188; Ord. No. 89-1, art. 3, B, ) Sec Plumbing systems. The standards for plumbing systems of used or preowned mobile homes over five years old are as follows: (1) Sanitary drain systems shall all be properly affixed, free of leaks, vented and in good working order. (2) Potable water piping systems shall be properly affixed, pressure tight and all fixtures in bathrooms and kitchens in proper working order. (3) A properly installed, working hot water system, with safety devices shall be required in all used mobile homes. (4) All other systems shall comply with HUD Mobile Home Standards, standard plumbing and housing codes and housing conditions standards of this division. (Code 1992, 5-189; Ord. No. 89-1, art. 3, C, ) Sec Heating, cooling and duct systems. The standards for heating, cooling and duct systems in used or preowned mobile homes over five years old are as follows: (1) Factory heating, cooling and air duct systems connected to electric or fuel supplies or intended for use shall be in safe, proper working order. (2) Such factory equipped heating or cooling systems not intended for service shall be physically disconnected and secured from control devices and energy supplies. (3) All other systems shall comply with HUD Mobile Home Standards, standard mechanical code and housing condition standards of this division. (Code 1992, 5-190; Ord. No. 89-1, art. 3, D, ) Sec Fire safety. (a) (b) Mobile homes up to 40 feet in length shall be equipped with a minimum of one approved smoke detection device. Units more than 40 feet in length shall be equipped with a minimum of two smoke detection devices, all in good working order. Mobile homes approved for installation with the intent to rent or lease shall have one class ABC fire extinguisher so mounted as to be accessible and in plain view within the kitchen area. 8 (c) (d) All used mobile homes shall be equipped with code approved fire egress windows in all required rooms. Visual signs of nonfactory construction or repair work on used mobile homes shall be noted at time of preinspection. Approval shall require that all materials and methods comply with current fire safety, housing and condition standards. (e) All other systems shall comply with HUD Mobile Home Standards or fire safety codes. (Code 1992, 5-191; Ord. No. 89-1, art. 3, E, ) Subdivision V. Housing Condition Standards Sec Compliance. Prior to installation or occupancy, used or preowned mobile homes shall meet or be repaired so as to meet the minimum housing quality and condition standards in this subdivision. (Code 1992, 5-211; Ord. No. 89-1, art. 4, ) Sec Structural systems. (a) (b) (c) (d) (e) (f) (g) Exterior bearing wall framing, studs, upper and lower plate systems, shall be structurally sound and intact as a designed assembly. Floor joist systems and floor covering shall be structurally sound, solidly secured and intact. Roof joist and rafter or trussed systems shall be structurally sound and intact as a designed assembly. Exterior siding and roof covering shall be free of rot, rust, decay, open seams, physical damage or any other openings permitting moisture, insect or rodent penetration. General condition of exposed exterior shall be of sufficient appearance and quality to ensure continued service life with minimal maintenance. All exterior doors and windows shall be of approved exterior type, suitable for mobile home use and in good condition and working order. Exterior doors shall be equipped with working key lock sets. All exterior glass or windowpanes shall be intact and without cracks or breaks. Window openings where a window type air conditioner has been removed for trailer transport may be exempt. All exposed siding or exterior materials shall be protected by sealing, priming and painting, coating or other product prescribed methods of protection. Wood rot, rust, neglected appearance, physical damage or excessive yielding of structural systems in bearing walls, floor system, roof system or permanent chassis that is considered upon inspection to pose a threat of premature failure or short-lived product shall not be approved for installation permits or occupancy within the county. 9 (h) Visual evidence of existing repairs at time of inspection that are considered covering internal structural damage or unpermitted repairs shall authorize the inspector to order such covering to be removed, opened or otherwise uncovered so as to allow proper inspection. (i) Used mobile homes failing structural inspection requirements under this division or section may, at the applicant's discretion, be put to independent test. Such test shall be certified by a professional engineer or state-approved inspection facility. Upon satisfactory test results, the written report shall be submitted with reapplication for permits. Testing report shall include, but not be limited to, structural load testing and roof load testing by acceptable engineering nondestructive test methods. Fees for such special services shall be the responsibility of the applicant. (Code 1992, 5-212; Ord. No. 89-1, art. 4, A, ) Sec Electrical systems. (a) Electrical wiring, cords, fixtures and devices shall be properly attached and securely mounted to solid construction. Any current carrying equipment showing signs of breakage, arcing, dry rot or high-temperature damage shall be replaced. (b) Any external wiring, boxes or devices shall be securely attached, protected and weathertight. (Code 1992, 5-213; Ord. No. 89-1, art. 4, B, ) Sec Plumbing systems. (a) Plumbing fixtures, commodes, sinks, bibs, tub and shower enclosures and piping shall be sealed and securely installed to good solid floor or wall construction. (b) Signs of water damage to housing unit structure shall be inspected prior to repair, covering or enclosure. (Code 1992, 5-214; Ord. No. 89-1, art. 4, C, ) Sec Heating, cooling and duct systems. Heating, cooling and air duct systems, whether intended for use or not, shall be tight, secure and free of leaks, breaks or any exposure to outside entry or infiltration. (Code 1992, 5-215; Ord. No. 89-1, art. 4, D, ) Sec Fire safety. Replacement of existing interior materials, where required, that do not meet current HUD flame and smoke spread rating minimum standards, shall be replaced with approved materials complying with current standards.
