3 3 Short description of the pilot The building is situated in a small village, Mas Thibert, 18 km from the city centre of Arles, in the region Provence- Alpes-Côte d'azur, South of France Mas Thibert
4 4 Short description of the pilot Contracting authority responsible for the payment of the retrofitting financed by ELIH-Med : 13 Habitat Number of dwellings : 30 Rural area Apartment building Low income housing compatibility : as a social housing organisation, to get a dwelling, our residents have an income below a level defined by the french law.
5 Context : Context and objective Too much domestic oil consumption every winter More and more difficult for our tenants to pay for it More and more difficult for us to find new tenants due to a high level of energy cost Our objective : The main objective of our project is to save energy, not for us as an owner, but for the occupants Provide our tenants low energy consumption dwellings 5

13 13 Financial plan Planned cost of energy-saving measures : (estimation of the engineering company) Rental agreement mandatory before launching the rehabilitation. Has been signed. Increase of the rents for all the tenants who have not reached the rent treshold defined by the french law. Won't exceed 12% of the present rent.
14 Financial plan The renovation will be financed by : Elih-Med Grants from the French energy agency (called Ademe) Local authorities An Eco loan from the national Bank Caisse des Dépôts et Consignations A contribution of the tenants (increase of the rents) Self financial resources from 13 Habitat 14
15 15 Providers selection for the retrofitting workings We don't know yet who will undertakes the works. Tender in the respect of the french public market law. Cost, experience and technical criterias will be evaluated. Qualified specialists.
16 Heating Smart metering Has been defined, will be integrated in our tender Temperature sensors in the dwellings and one outside Temperature of the ground water, before and after the heat exchanger (impact on the efficiency of the heat pump) Electric consumption of the heat pump Fuel consumption on the boiler fuel (back up) Domestic Hot Water Solar Heating Temperature sensor in the common water tank Volumetric and electric consumption for each dwelling (electricity will be used in back up to heat the water, especially in winter) Others Global electric consumption for each dwelling Electric consumption in the common areas (ventilation and lighting) 16
17 17 PPCG The tenants are advised since the beginning of the retrofit. We organised meetings to present them this renovation. An agreement has been signed with the tenants, most of them agreed. This step was mandatory.
18 Expected time frame Building permit delivered from the city of Arles The tender is being currently written by the engineering company. Will be ready in february. Schedule of each step till the end of the project : Tender : March / April 2013 Start of works : summer 2013 End of the works : 2nd quarter 2014 Implementation of the smart metering during the works 18
