1 Compliance Plan for Ministry of Labour Order Regarding Driver Training The Corporation of the City of Windsor places the safety of its staff members as one of its highest priorities. An order issued by the Ministry of Labour on 15 May 2007 directs the Corporation to provide training to workers that is specific to the type of vehicle being operated. In order to ensure the safety of our driving workforce, the Corporation will establish a corporate driver management program to provide vehicle-specific training administered in a consistent and standardized manner, the content of which will equip our drivers to be prepared for the real-life conditions they will encounter. This plan for the proposed driver management program has been developed in consultation with the respective joint health and safety committee, representatives of Windsor Fire and Rescue Training Division, and the Transportation Health & Safety Association of Ontario. This program will provide training for drivers operating either a commercial or noncommercial vehicle. This plan does not include Windsor Police Services. The proposed corporate driver management plan will provide training for thirteen different categories of vehicles as referenced in Appendix A, the Driver Training Matrix. This plan recommends training standards for both on and off-road types of vehicles, applying the definition of a vehicle found in the Highway Traffic Act. The vehicle categories for driver training are as follows: 1. D1 casual occasional driver of a car van or small truck with a gross vehicle weight up to 4500 kg. 2. D2 a worker who drives frequently as a job requirement, operating a car, van or small truck up to 4500 kg gross vehicle weight 3. CVD1 a worker operating a car, van or small truck or combination of vehicle and towed vehicle with a gross vehicle weight up to 11,000 kg. provided the towed vehicle is not over 4,600 kg. This category will also include large pick-ups or vans, cube vans, small dump and utility trucks. 4. CVD2 a worker operating a truck or motor vehicle combination exceeding 11,000 kg. provided the towed vehicle is not over 4,600 kg. This category will also include refuse packers, recycling trucks, large dump trucks, and winter control trucks. 5. CVD3 Any tractor-trailer or combination of motor vehicle and towed vehicles where the towed vehicles exceed a total gross weight of 4,600 kilograms. 6. CVD4 - a worker operating the Huron Lodge bus that has a capacity of 24 passengers. 7. Fire Apparatus this category addresses the training standards for the seven different types of vehicles operated by firefighters of Windsor Fire and Rescue. 8. Forklifts a worker operating a class 3, 4, 5 or 7 forklift 9. Utility Vehicles a worker operating vehicles such as all-terrain vehicles, gators or club cars 10. Tractors & riding lawnmowers 1

2 11. Front end wheeled Loaders 12. Ice Resurfacing Vehicles 13. Backhoes The proposed criteria for driver training will include the following components: 1 Class D1 the corporate four hour defensive driver training for non-commercial vehicles upon hire and at 5- an annual supervisory evaluation consisting of a drivers license check, a review of the worker s driving history throughout the past year, and observational evaluation of driving performance using a standardized assessment tool 2 Class D2 the corporate four-hour defensive driver training for non-commercial vehicles upon hire and at 5- annual supervisory evaluation as defined under Class D1 3 Class CVD1 the eight hour commercial vehicle defensive driving program upon hire and at 5- annual supervisory evaluation as defined under Class D1 4 Class CVD2 the eight-hour commercial vehicle defensive driving program upon hire and at 5- the four-hour simulator-based training program specific to the type(s) of vehicles a worker will operate upon hire and at 5- air brake refresher training at 5-2

3 5 Class CVD3 the eight-hour commercial vehicle defensive driving program upon hire and at 5- the four-hour simulator-based training program specific to the type(s) of vehicles a worker will operate upon hire and at 5- air brake refresher training at 5-6 Class CVD4 the eight-hour commercial vehicle defensive driving program upon hire and at 5-7 Fire Apparatus The Collective Agreement between the Corporation of the City of Windsor and the Windsor Professional Firefighters Association prescribes who is eligible to be trained to operate fire apparatus. all training for fire apparatus encompasses the standards established by the National Fire Protection Association, hereafter referred to as NFPA, Standard 1002 upon becoming eligible to be trained to operate a fire apparatus vehicle, a firefighter receives vehicle-specific classroom-based theoretical training from a Training Officer of Windsor Fire & Rescue Services. The training material utilizes both the requirements of NFPA and the specific driver/operator handbook from the International Fire Service Training Association for each vehicle, and specifically the pumper and aerial-type apparatus. firefighters receiving classroom-based theoretical training will receive four-hours of simulator-based driver training upon becoming eligible and at 5-3

4 by March of 2008 all employees of WFRS will have received the classroom-based theoretical and simulator-based training. Any new employees will receive this same standard. Refer to training matrix in Appendix A. practical training is completed on specified roadway routes with the firefighter working with a captain who is themselves deemed to be proficient in the particular fire apparatus. As well firefighters training to operate a vehicle will have the opportunity to drive an apparatus on return trips from fire scene under the supervision of a captain. The practical portion of the driver training is designed to familiarize the worker with the daily apparatus report for a fire apparatus and air brake inspection and the prescribed documentation standard, the general operational aspects of the vehicle, the specific dynamics of the vehicle, navigation of a fire apparatus on a roadway and specific tasks required at a potential scene. The standard for daily vehicle inspection is included in Appendix B and the specified criteria for practical training exercise is included in Appendix C. Each fire station evaluating a candidate in the driver training exercise is provided with a standardized answer criterion to ensure consistency of evaluations. the number of hours required to complete the practical training on a particular fire apparatus will depend upon the skill level development and driving experience of each firefighter. Captains responsible for completing practical training with firefighters must assess the individual skill level of each candidate and determine when each has demonstrated sufficient mastery of required skills and knowledge to be formally evaluated upon successful completion of the practical training component of driver training as determined by their Captain, a firefighter is formally evaluated a member of the Windsor Fire and Rescue Training Division utilizing the prescribed Apparatus Driver/Operator Standard. The prescribed Apparatus Driver/Operator Standard is attached and identified as Appendix D. ** if a firefighter successfully completes the prescribed Apparatus Driver/Operator Standard, they become eligible to operate the specific fire apparatus they have been qualified on. If a firefighter is not successful in completing the standard, they may be suspended from driving privileges and must retrain and re-qualify before they can become eligible to operate a fire apparatus vehicle on shift. 7 Forklifts 7-hour classroom theoretical training based upon CSA standard B & Ministry of Labour Guideline vehicle-specific in-cab evaluation upon hire and at annual intervals annual supervisory evaluation as defined under Class D1 4

5 8 Utility Vehicles transfer and at 5- vehicle-specific in-cab evaluation upon hire and at 5-* 9 Tractors & Riding-Lawnmowers 3-hour classroom theoretical instruction based upon manufacturers material upon hire or transfer and at 5- vehicle-specific in-cab evaluation upon hire and at 5-* 10 Front-end Wheeled Loaders transfer and at 5- vehicle-specific in-cab evaluation upon hire and at 5-* 11 Ice-Re-surfacing Vehicle transfer and at 5- vehicle-specific in-cab evaluation upon hire and at 5-* 12 Backhoe transfer and at 5- *Implementation of vehicle-specific in-cab evaluations will be subject to approval of driver trainer positions and training of driver trainers for affected departments **The frequency of this evaluation is impacted by staffing resources Simulator-based Training Initiative: The simulator-based training portion of the proposed driver management program will be undertaken on a trial basis in the first year of program implementation. At the conclusion of the first year of simulator-based training WFRS departmental representatives and the joint health and safety committee will be consulted. As well, other participating departments and their respective joint committees will be asked to provide their assessment of the suitability and effectiveness of this type of training. 5

6 Additional Administrative Criteria In addition to the classroom, simulator-based and practical training and evaluation to be undergone by each candidate, the Corporation of the City of Windsor will perform checks prior to hire to ensure that a potential driver has the prescribed license for the type(s) of vehicles they will operate. Once hired, the Corporation will conduct a driver s abstract search on a quarterly basis to ensure that the driver is maintaining the prescribed class of license in good standing in order to qualify to continue to operate the required classes of vehicle specific to their job. In circumstances where an abstract search identifies that a drive s license is not in good standing, the Corporation will take action to prevent the driver from operating a vehicle on behalf of the Corporation until a subsequent abstract check identifies that they have re-established their license. The Corporation has an accident investigation process that requires the documentation and investigation of every motor vehicle collision. This process will enable the employer to continue to assess the reasons why collisions are occurring and working to implement steps to prevent additional accidents. Windsor Fire and Rescue Services has an established collision review committee consisting of experts within the department who critique the causes of collisions and recommend corrective measures. Investigation into this model shall be undertaken to determine the value of implementing this type of committee for remaining corporate departments. Implementation Timetable Implementation of the proposed driver management program will be over a 5-year period: The first priority will be to complete the simulator-based training for those areas identified as high risk, and specifically fire apparatus drivers, snowplow operators and refuse and recycling drivers. The completion date for the simulator-based training for these high risk groups is March The implementation of the defensive driving component will begin in January of The order of training will begin with commercial vehicle operators and positions where driving is a key component of a job and its related tasks. The training program implementation will continue through the remaining classes of drivers to be completed by the end of a 5-year time period. The implementation of the vehicle-specific in-cab evaluation program component will be subject to approval of an appropriate number of dedicated driver training positions for the affected departments and the training associated with such positions. The implementation of the annual supervisory evaluation component of the program will be phased in over a five-year period. The implementation of the tailgate talks program associated with driver hazards will begin in 2009 and be fully implemented by
