3 ACHIEVING ENERGY EFFICIENCY GOALS CA Building Energy Efficiency Standards set by CA Energy Commission: Title 24, Part 6, CA Code of Regulations since 1978; continued revisions to reduce gas and electricity use (at: Onsite Renewable Energy Generation CA Solar Initiative: state rebates for installation of solar electricity and solar hot water on residential, commercial and government buildings For new residences to receive solar system rebates, building energy use must be lower than Title 24 requirements Builders must offer solar electricity system on all new residences in subdivisions recorded 2011 and after Federal tax credit (30% of renewable energy system cost) through 2016 Onsite solar system leasing/power purchase agreements -- no upfront cost to customer; monthly payments to solar system owner do not exceed amount that would have been paid to the utility company Financing: PACE Property Assessed Clean Energy: loans by local governments, with repayment on the property tax bill; repayment obligation transfers to new owner when property is sold

5 SMART GROWTH/TRANSIT ORIENTED DEVELOPMENT Mixed use community with an average ¼ mile walking distance to a transit stop and commercial area. Mixture of residential, retail, office, open space, schools, recreation and public uses within comfortable walking distance. Convenient for travel by transit, bicycle or walking. Higher density residential development to take advantage of transit, reduce commute distance to employment centers/ shopping,and preserve habitat. Employment opportunities that are accessible by public transit. Encourage and facilitate walking/biking to school, work, and shopping: narrow and inter-connected streets, low speed limits, sidewalks in good repair; bikepaths, bicycle parking, showers. Discourage single occupancy vehicle trips by avoiding subsidies for parking; accurately price parking to reflect increased development costs; reduce parking requirements for new transit oriented development; if employers provide financial subsidies for parking, provide similar subsidies or rewards for employees who use transit.
