1 MSCA Board Meeting Adler Graduate School January 10, 2014 Members Present: Dave Warner, Murray Smart, Katie Gerdts, Rachel Close, Emily Erwin, Kelly Booth, Christopher Cary, Juli Montgomery-Reiss, Derek Francis, Dawn Brown, Marie Atkisson- Smeins, Dawnette Cigrand, Stephanie Larson, Matt Hintz, Betty Jo Braun, Heather Krause, Tom Tillberry, Jim Bierma, Bill Lepkowski 1. 9:00 AM - Team building activity 2. GOFF introductions and meeting Goff Public has been hired as MSCA s new lobbyists. 3. MEETING CALL TO ORDER Meeting officially called to order by Matt Hintz, 2 nd by Juli Montgomery-Reiss. All in Favor, motion carries 4. Approval of Agenda with flexibility Motion to approve the agenda with flexibility by Bill Lepkowski, 2 nd by Matt Hintz. All in favor, motion carries. 5. Approval of Minutes from Hamline on October 25 th Motion to approve the October 2013 minutes by Bill Lepkowski, 2 nd by Heather Krause. All in favor, motion carries. 6. Governance Policy ASCA Governing Style, Ground Rules for Meetings, Board member roles and responsibilities, Holding Powerful Conversations. (Board members are asked to review these prior to the meeting.) 7. Work Plan Professional Development The committee would like to offer a mini ASCA RAMP Camp, provided by ASCA. Jim Bierma has ASCA contacts and will help facilitate. Derek will be sending out a Survey to MSCA members next week to find out how many members are interested in participating. Legislative Policy The committee will combine what is currently in the work plan with what Goff public is recommending. Topics discussed include: Career Pathways Taskforce, Bullying, how to present key messages (e.g. dean issue) at the legislative level, PAC s, relationships with Education Minnesota and Governor Dayton, and reaching out to Media.
2 Day on the Hill Thursday, March 6. The committee discussed changing the format a bit. Goff Public offered to help set up meetings and get things organized. In addition to Day on the Hill, there are discussions about doing a virtual Day on the Hill as a way to get additional MSCA members involved. Dawnette, Jim, and Murray will look into evaluation tools to measure the effectiveness of our lobbyists. They will also look into how effective our board is to them. Research and Evaluation As of May 2014, there will be no members of this committee. It would be beneficial for the board to discuss the future of the committee at LDI this summer when new board members are transitioned. Partnerships with Stakeholders Dawnette suggested polling MSCA members to find out what organizations/boards each member belongs to. That way, the board would have contact information for MSCA members who have connections to stakeholders throughout the state. Professional and Ethical Standards and Human Relations Leaders Emily sent out an to the list serve yesterday asking MSCA members questions related to current ethical dilemmas. Bill suggested having a booth at Madden s for members to come ask current ethical questions and discuss ethical dilemmas. The board discussed having an avenue for MSCA members to get assistance with ethical questions/dilemmas. Possible ideas include having a link on the website, and address to contact, etc. The committee discussed having a session again this year at Madden s in which new board members can learn about board responsibilities, etc. Timely and Relevant Information Feedback from the board about the last Guidelines issue. We had an abundance of Guidelines articles, which was the hope of the board. 8. New Business A. Mentor program for beginning counselors, how is it going? Dave Idea: Have a meet and greet session for mentors and their mentees at Madden s. B. MDE update Al Hauge Key staff changes: Paula Palmer is now the Director of College and Career Success (new position); Angie Johnson is now the Supervisor of High School to Postsecondary Initiatives. Al discussed the OSY Migrant Students Grant how can we get migrant students engaged in school? There will be a series of Webexs around Non-Traditional Careers.
3 Al also provided the board with current Task Force and GWDC Recommendations. EPAS is being transitioned out (Plan & Explore). ACT is introducing Aspire, which will take its place. Dawnette brought the elementary ratios to our attention and discussed the SCANS competencies as a way to include elementary counselors in Career and College Readiness issues. C. Reminder about February 3 rd, Guidelines articles are due. The topic again is getting the word out on what we do and how we, as counselors, make a difference! D. Scholarship and Awards banquet Rachel C. Rachel has approached several organizations to partner with our scholarship program, but as of now has had no luck. We need a contingency plan in case a sponsorship is not found before the scholarships are due. Betty Jo stated that we have enough money in our MSCA account for this year to cover the scholarships if necessary. Another idea is to have multiple sponsorships. Motion to use $10,000 from the MSCA budget to give 10 $1,000 scholarships for 2014 (one per division) if Rachel does not find a sponsor by Betty Jo Braun, 2 nd by Marie Atkisson-Smeins. Friendly Amendment: Heather Krause suggested returning the scholarship amount to $500 to possibly help in finding sponsorships. Motion to use $5,000 from the MSCA budget to give 10 $500 scholarships for 2014 (one per division), if Rachel does not find a sponsor by Betty Jo Braun, 2 nd by Marie Atkisson-Smeins. The question was called. Motion Carries. E. Elections Update Positions open include: President Elect, Post-Secondary VP, Middle VP, and Secretary Jim There has been interest in Middle VP, and Post-Secondary VP and President- Elect. Still looking for interest in Secretary position. F. Safe school coalition partner needed (meets 2-3 times a year in the metro) If interested in serving on this committee or interested in finding an MSCA member to serve, please contact Shelly Landry for details. Shelly.Landry@mpls.k12.mn.us G. Reimbursement for hotel stays for meetings Marie Motion to raise the reimbursement for hotel stays from $100 to $125 by Marie Atkisson-Smeins, 2 nd by Dawnette Cigrand. All in favor, motion carries.

DEED counselors and career training along with mentioning the grant opportunities that are available on the DEED website that might further our role as career counselors and liaisons between K-12 education, business and post-secondary education. - Dawnette Dawnette is recommending that school counselors make it known that we can work with DEED counselors, but that in the schools, we are the first line when working with our students. The DEED counselor website has grant opportunities that school counselors could take advantage of. You partner with businesses in your area it is a school to work opportunity (job training). 9. Operational Parameters A. Financial Report Betty Jo Our tax-exempt status is still in limbo. We sent in the application during the summer of They are behind by about 18 months on applications, so it may be awhile before we hear back about our tax-exempt status. The conference last year brought in about $5,000 less than anticipated. Our current assets are listed at $139,000 Suggestion to investigate other opportunities for investments before Motion to invest $39,000 in our Edward Jones Mutual Fund account by Betty Jo Braun, 2 nd by Jodi Danielson. Motion withdrawn. Motion that Betty Jo investigates other investment opportunities and obtain approval from Past President, President, and President-Elect to invest $20,000 based on her findings by Dawnette Cigrand, 2 nd by Matt Hintz. All in favor, motion carries. B Conference Update Rachel Nelson/Kelly Booth C. Membership/Website updates John Paton Current membership is 892. Last year at this time we had 861. There are some new resources posted to the website. 10. Old Business A. Task force report to review our blue book revisions and bylaws. Dawn, Katie, Betty Jo, Jim Motion to approve action items 1-9 as presented by Dawnette Cigrand, 2 nd by Tom Tillberry. All in favor, motion carries. Motion to approve action items as presented by Christopher Cary, 2 nd by Heather Krause. All in favor, motion carries.
