11 Organizational Leadership Development Program MDCC applies contemporary method to design an organizational leadership development program (OLDP). MDCC concerns in this method the recent studies and researches of leadership development. As illustrated in Figure 1, the leadership development process is phased into three stages: 1) Leadership Assessment, 2) Leadership Promotion, and 3) Leadership Empowerment. Here, we give a conceptual overview of OLDP process used by MDCC. The details of OLDP process are taught in Transformational Techniques of Organizational Leadership Development training course. 12 %100 Competence-Effectiveness Score Matrix OLDP Overview First phase in OLDP is the leadership assessment. The leadership assessment technically draws the roadmap of leadership development. It achieves two major purposes: (1) evaluating the effectiveness of leadership behavior, (2) measuring the level of leadership competence. The instrumentations of leadership assessment are individual testing, staff survey, and focus group meeting. For more detailed investigation, personal interview and field observation may be used. The leadership effectiveness means the effective way of leading people. The benefits of leadership Effectiveness are high productivity, stockholders satisfaction, successful strategy, and quality works. The evaluation of leadership Effectiveness includes three types of assessments. Firstly, an assessment of personality traits investigates the nature and effectiveness of personal characteristics of people who hold managerial positions. The assessment of personality traits assesses (1) traits of mentoring, (2) traits of commitment, (3) traits of interacting, (4) traits of thinking, and (5) traits of learning. Secondly, an assessment of leading skills evaluates the ability of management staffs in leading people. The assessment of leading skills evaluates the effectiveness of motivating skills, communicating skills, deciding skills and teaming skills in the management staffs. Thirdly, an assessment of leadership styles determines the integration in leadership within the four typical styles of leadership. The assessment of leadership styles focus on determining the leading approaches, the deciding models, stratified systems, and the control methods. The leadership competence is the understanding of leadership requirements. The manifestations of leadership competence are charismatic leaders, professional decision makers, practical communicators, and problems solvers. The measurement of leadership competence examines the individuals understanding of three leadership subjects. (1) Managerial functions, (2) leading mentality, (3) leadership conceptualization. Firstly, Managerial competences measurement examines individual knowledge of leadership styles, planning methods, organizational systems and control techniques. Secondly, mental competence measurement examines individual knowledge of emotional intelligence, critical thinking, and strategic planning. Thirdly, leadership conceptualization measurement examines individual knowledge of leading skills at every level of leadership conceptualization, which are (1) self-leadership, (2) dyadic leadership, (3) team leadership, and (4) organizational leadership. The outcome of leadership assessment is OLDP framework. The analysis of OLDP framework is based on Competence-Effectiveness Scoring Matrix (CESM). As illustrated in Figure 2, CESM works like roadmap of leadership development. It shows the existing level of leadership effectiveness and competence. It also shows the managerial solutions that increase the leadership effectiveness as well as the training methods that increase the leadership competence. The leadership promotion phase includes three methods: (1) training programs, (2) developmental assignments, and (3) development/assessment Centre. The training programs are also different types. There are certification programs that develop the general competence of leadership. There are customized courses that develop specific competencies of leadership. For improving the leadership competence on job, staffs need developmental assignments. The developmental assignments encourage leaders to practice challengeable tasks under mentoring of senior management or coaching of professional consultants. Competent Leaders, who seek the leadership excellence, need development/assessment center. This center combines both customized training and developmental assessments for developing the leadership competence based on specific criteria. The development/assessment center may use observations of work systems for finding gaps in the leadership competences. Third phase is the leadership empowerment, which is a process to increase the leadership effectiveness. The leadership empowerment phase includes three solutions: (1) quality assurance, (2) Corporate Governance, (3) Balanced Scorecard. Firstly, quality assurance program (QAP) works to improve the quality of leadership as well as the quality of work systems. The requirement of this solution fulfills the requirements of ISO 9000 standard. QAP is highly required in the organization that has ineffective incompetent leaders. Secondly, corporate governance (CG) structure works to organization an effective control of organization. The requirement of this solution fulfills the requirement of ISO standard. CG is highly recommended in the organization that wants to increase the effectiveness of their competent leaders. Thirdly, balanced scorecard (BSC) systemizes the strategic management in the organization. BSC can achieve five functions: (1) operational translation of strategy, (2) organizational alignment of strategy, (3) total people involvement of strategy, (4) continual strategic evaluation, and (5) governance system. These functions can maintain the achievements of QAP and CG. BSC is essential in the organization that approaches to the excellence of leadership.
